FSSC Auditor Training FSSC 22000 Harmonization Conference Singapore November 2016 FSSC 22000 General Foundation status update: • 13,000+ FSSC 22000 certificates issued globally since 2010 • 104 licensed CBs • certificates in 154 countries • 87% Manufacturing & 13% Food Packaging Manufacturing • 1,500 FSSC 22000 auditors • Scheme revisions: Version 1 (2010), V2 (2011), V3 (2013), V4 (2016) TQCSI Auditor Training FSSC 22000 Planned scope extensions: • Catering (ISO/TS 22002-2) – planned to be added to the scope of certification with version 4 • Storage and Distribution (NEN-NTA 8059) – expected in the first quarter of 2017 • Retail (BSI-PAS 221) FSSC 22000-Q • upgrade to ISO 9001:2015 TQCSI Auditor Training FSSC 22000 Version 4 FSSC 22000 Version 4 will introduce the following changes: • Nonconformity Grading • Mandatory Audit Report Template • Food Defense & Food Fraud • Unannounced Audits • Auditor Competence TQCSI Auditor Training FSSC 22000 Version 4 Transition period: All certified sites shall be audited against version 4 after January 1, 2018. TQCSI Auditor Training Nonconformity Grading New classification of findings: • critical major nonconformity (new) • major nonconformity • minor nonconformity FSSC 22000 does no longer allow the use of Opportunities for Improvement (OFIs)/Observations. TQCSI Auditor Training Nonconformity Grading Examples for critical major nonconformities: • breach of legal compliance • proven falsification of records • observed product contamination. TQCSI Auditor Training Nonconformity Grading Follow-up on a critical major nonconformity: • certificate shall be immediately suspended for a maximum period of 6 months • Follow-up Audit on site to verify corrective actions • certificate shall be withdrawn when issues are not addressed within the 6 months timeframe • when raised during an initial audit, the audit shall be repeated within 6 months. TQCSI Auditor Training Audit Report Template A mandatory audit report template will be introduced: • summary of the report shall be in English • a full audit report has to be uploaded onto the FSSC 22000 database - ViaSyst will offer technical solutions • report shall include reference to objective evidence to ensure that it clearly expresses compliance/noncompliance with Scheme requirements • clear and concise detail of any NC shall be provided in the Audit Report. TQCSI Auditor Training Audit Report Template Advantages of a harmonized audit report: • harmonized audit report content • increased audit report consistency • facilitates data extraction and analysis • used by every auditor for every audit type • on-line editing and includes a tool for simplified data entry • data recovery from previous report • off-line report available. TQCSI Auditor Training Food Defense & Food Fraud TQCSI Auditor Training Food Defense & Food Fraud The organization shall document, establish and maintain a procedure for Food Defense (FD) and Food/Fraud (FF) threat/vulnerability assessment, that: • identifies potential threats/vulnerabilities • develops mitigation measures, and • prioritises them against the threats/vulnerabilities. TQCSI Auditor Training Food Defense & Food Fraud Vulnerability/Threat Assessment Tools: • Food Defense Threat Assessment – ISO 28000 Security management system standard – PAS 96 Defending Food and Drink guideline – FDA Food Defense Plan Builder • Food Fraud Vulnerability Assessment – SSAFE Food Fraud Vulnerability Assessment tool available at www.ssafe-food.org TQCSI Auditor Training Food Defense & Food Fraud The organization shall put in place appropriate mitigation measures to protect consumer health. These processes shall be: • controlled within the scope of the FSMS • in compliance with applicable legislation. TQCSI Auditor Training Food Defense & Food Fraud The Food Defense & Food Fraud procedure shall be reviewed: • after each actual or potential failure of a mitigation measure, and • at least annually. TQCSI Auditor Training Food Defense & Food Fraud A FSSC-PwC Cooperation pilot project for harmonized audit approach of food fraud prevention was completed in 2016. Conclusions: • awareness on food fraud needs to be increased • additional guidance for auditors desired, ie minimum documentation requirements • additional audit duration requested. TQCSI Auditor Training Unannounced Audits Unannounced audits will be introduced based on: • expectation by governments • wish from the industry after horsemeat scandal in Europe • GFSI Benchmarking Requirements version 7 • some schemes already practice it • pilots conducted. TQCSI Auditor Training Unannounced Audits One of the 2 Surveillance Audits must be unannounced: • unannounced audit to be a full Surveillance Audit • audited site is not notified in advance • unannounced audit takes place during operational working hours and can include night shifts • a defined blackout period can be agreed • if unannounced audit is refused, certificate shall be suspended • if the auditor’s access is denied, the organisation will be liable for the auditors costs. TQCSI Auditor Training Unannounced Audits Definition of blackout period: ‘Time periods shared by the applicant or certified organisation with the CB that prevents the unannounced audit from occurring when the organisation is not operating for legitimate business reasons.’ TQCSI Auditor Training Auditor Competence Requirements to maintain FSSC 22000 auditor competence: • 5 GFSI audits a year of which 3 FSSC audits • exemption can be granted for individual auditors on request of the CB – long term sickness of the auditor – extended leave – lack of clients in region/country. TQCSI Auditor Training Auditor Competence FSSC 22000 Audit Team requirements: • all auditors have to be FSSC 22000 qualified • the audit shall be carried out in a mutually agreed language • use of translators and technical experts is allowed • an audit team is not allowed to perform more than two 3 year certification cycles (six years) at the same certified site • if an auditor starts auditing within the 3 year certification cycle, the auditor will be rotated out after 6 years. TQCSI Auditor Training FSSC 22000 Summary of upcoming changes: • publication of FSSC 22000 version 4 • alignment with GFSI BR V7 • scope extension, incl. Catering and Storage & Distribution The Foundation also intends to: • intensify cooperation with authorities • formalize working relationships with ABs • introduce assessment program for FSSC 22000 training organisations.
