TITLE: MANAGER , CONTRACTS

RoadSafetyBC is the lead provincial agency for road safety and is responsible for setting strategic direction and
establishing a provincial approach to road safety throughout British Columbia. RoadSafetyBC regulates drivers and
operates a number of programs to help regulate the safe and responsible operation of motor vehicles in B.C.
JOB OVERVIEW
The Road Safety Initiative is a major business transformation initiative with a multi-million dollar budget to implement
electronic ticketing, on-line payment and an administrative justice tribunal to resolve ticket disputes out of the courts. It
includes changes to legislation, policy and operational business delivery for RoadSafetyBC and its road safety partners.
Reporting to the Director, Finance, and with collaboration from RoadSafetyBC Executive, this position is responsible to
manage the development, implementation and evaluation of major long-term procurement contracts for the Road
Safety Initiative (RSI) project and involves overseeing sub-projects and/or multiple delivery components. Procurement
and contract projects are taken from original concept through final completion.
ACCOUNTABILITIES
Required:

Responsible for the development of decision-making processes to ensure procurement strategy and decisions
comply with government policies and standards.

Leads a procurement project team to deliver major procurement projects from inception to final contracts.
Projects may involve overseeing sub-projects and/or multiple delivery components (e.g., governance,
operations, customer service delivery) in accordance with project management standards.

Manages and implements procurement projects through all phases of the project management life cycle within
accepted standards, deliverables and budget.

Develops and implements procurement guidelines, procedures, and processes, in coordination with corporate
procurement, that support RoadSafetyBC goals and objectives.

Develops and maintains a broad range of stakeholder relationships, under the leadership of Program Area
Directors and RoadSafetyBC Executive, to achieve project objectives including leading consultation sessions.

Creates presentations and provides advice and information to RoadSafetyBC Executive regarding project
updates and project status.

Supervises and mentors staff, including assignment of work, development and evaluation of performance plans,
approval of leave, response to grievances and initiation of discipline processes.

Manages issues regarding competing interests (e.g. between contractors’ requirements and government policies
or legal issues).

Determines and makes recommendations regarding the appropriate resourcing levels (e.g., staff, contractors,
budget) to deliver the on project.

Works with legal counsel to: prepare contracts and schedules; and develop and implement ministry templates
and other procurement tools in accordance with government standards.

Develops communication strategies in collaboration with Director of Business Transformation, for approval of
Program Area Directors and RoadSafetyBC Executive, regarding the solicitation process in conjunction with
corporate communications staff; develops educational materials for vendors and approves responses to
proponent/vendor questions.

Develops and negotiates plans; mediates differences and negotiates outcomes (e.g. contract terms or
amendments) and develops/implements transition plans as required.

Plans and conducts project evaluations and post-implementation reviews, and documents findings for future
reference.
JOB REQUIREMENTS

Degree in business administration, finance, public administration, social sciences related field or equivalent
combination of education and experience.

Minimum of 1 year of experience in managing contracts.

Experience in the full procurement life cycle and analyzing complex issues, evaluating options and
recommending solutions and negotiating contracts in public sector environment.

Experience leading major projects of large scale and complexity that have multiple project delivery components.

Experience in procurement planning, contract management, financial management, and negotiations.

Experience managing relationships with senior level stakeholders and leading consultation sessions.


Experience working in collaborative teams in rapidly changing work environment.
Recent, (within last 5 years) relevant experience (minimum 2 years) supervising, leading, and coaching, a work
unit.
Preference may be given to candidates with experience in directly working with project managers, managing
professional employees and/or consultants.


Preference may be given to candidates with experience working in a Project Management Office.

Demonstrated ability to build positive business relationships and achieve win/win outcomes.
