Background 1.1 Under RCIP, 4976 Kms. of rural roads will be constructed or upgraded to the all-weather standard connecting around 1955 habitations in the State of Odisha (one of the RCIP State). RCIP will be provided to support a nationwide rural road investment program, Pradhan Mantri Gram Sadak Yojana (PMGSY). PMGSY is aiming to provide all-weather road connectivity to currently unconnected eligible habitations in India's rural areas. For the investments in physical infrastructure to be effective and sustainable, the Investment Program will also focus on the improvement of institutional arrangements, business processes and associated capacity building, especially in relation to design, operation, safeguard, financial, road safety, and road asset management matters. 1.2 It is intended that Six Rural Road Network Management Units (RRNMUs) in the State of Odisha, will be established and rolled out as a component of the Asian Development Bank financed Rural Connectivity Investment Program (RCIP) currently under process. 1.3 RRNMUs. Institutional arrangements and staff qualifications for PMGSY in RCIP states are at present strongly oriented towards project preparation and implementation. However, with the necessity and emphasis to the operation and maintenance of the created network of rural roads, there is an urgent need for strengthening of institutional arrangements and PIU capacities in the states for operation and maintenance of the created road network. In the course of implementation of the rural connectivity Investment Program, it is planned to establish around 6 RRNMUs in each State. This will involve design and construction of RRNMU as model facilities with high demonstration and replication potential. 1.4 RCIP will finance civil works and equipment to establish RRNMU facilities. Created facilities will have a high demonstration potential and will establish a model for replication in the remaining PMGSY districts and other states in India. PMGSY being implemented across India, the models of the RRNMUs facilities established under RCIP will be an important factor in the improvement of the sustainability of the PMGSY. 1.5 In the above background, it is proposed to construct Six Rural Road Network Management Unit (RRNMU) in the State of Odisha. The location site of the now proposed two RRNMUs with infrastructure requirement are given as under: 1.5.1 Rural Road Network Management Unit (RRNMU): Now it is proposed to construct three RRNMUs i.e. (1) at Balasore in the distirct of Balasore under Superintending Engineer, Rural Works Circle, Balasore, (2) at Bolangir in the district of Bolangir under Superintending Engineer, Rural Works Circle, Bolangir and (3) at Cuttack in the distirct of Cuttack under Superintending Engineer, Rural Works Circle, Cuttack in the State of Odisha. It is proposed to provide 1400 sq.m. of covered area for the proposed RRNMU, which shall typically comprise of following: (i) (ii) (iii) (iv) (v) Material Testing Laboratories *Office Conference Hall/Meeting Room Staff Qtr. Guest House * As per the proposal of RRNMU prepared by PPTA consultant II. ELIGIBILITY CRITERIA 1.6 The prospective bidder should satisfy following eligibility criteria: (i) Architect/Architectural firm should have at least 10 years of standing in the profession after registration with the Council of Architecture. In case of company or firm, at least one of the director or principals should be licensed architect registered with Council of Architecture as per Architects Act 1972 with minimum 10 years experience in the field of architecture and the company should be in existence in the field for 10 years. Experience in the field of design of offices, training / research centres and industrial buildings suitable to tropical conditions based on best international standards and utilizing green concept including utilizing sustainable energy will be added advantage. (ii) Architect/Architectural firm should have in hand or have had completed building projects and had provided comprehensive architectural design services as principal consultant(s) for at least one relevant similar project costing Rs. 5.00 Crores or more in the last 5 years in the State of Odisha. (iii) Architect/Architectural Firm should also have the relevant experience particularly in designing and detailing infrastructure required for similar buildings with modern state of art technology with emphasis on information technology. III. SCOPE OF SERVICES Part I — Architecture & Design 1.7 The Project building complexes are proposed to be green building complex with the highest rating as per desired level of certification. This will be the key aspect required to be considered while finalizing the design project concept. Based on above, the focus of the concept shall be on the international standard of Green Building accreditation. 1.8 Obtaining concept architectural drawings (if available with the client), reviewing, discuss with the client, and using as an input for the assignment as appropriate 1.9 Taking client's instructions in preparation of design brief. 1.10 Site evaluation, analysis and impact of existing and / or proposed development on its immediate environment. 1.11 Architectural Design and site development Plan. 1.12 Structural design. 1.13 Sanitary, plumbing, drainage, water supply and sewerage design. 1.14 Electrical, electronic and communication systems design. 1.15 Heating, ventilation and air conditioning design (HVAC) and other mechanical systems. 1.16 Fire detection, Fire protection and Security systems etc. 1.17 Periodic inspection and evaluation of Construction works at layout stage, Plinth level stage, G.F. roof level stage, First floor stage, completion stage and as when required during construction. In addition to above, this will cover the following aspects:i) ii) iii) iv) Architectural design will utilize a "green" concept suitable to tropical conditions, including utilizing sustainable energy sources, eco-friendly materials, landscaping, etc. Architectural design will aim at creating working environment most conductive to the RRNMU functions, having high demonstration and replication potential, suitable to local climatic and other conditions. The Architect will provide advice/ideas on the innovative equipment which can be installed in the facilities, including video conferencing; interactive satellite TV facilities connecting RCTRCs, RRNMUs and mobile stations for distant learning, demonstration and feedback, etc; and, will ensure that the architectural design properly accommodates such equipment. Design consultants should have an environmental expert in the team to prepare environmental management plans and other environmental documents to satisfy ADB environmental requirements (ADB will advice on specific inputs required). SCHEDULE OF SERVICES The Architect shall, after taking instructions from the Client, render the following services: Concept Design (Stage 1): 2.01 Ascertain Client's requirements based on concept architectural drawings (if available with the Client), examine site constraints & potential; and prepare a design brief; site specific and project specific for Client's approval. 2.02 Prepare an Initial Environmental Examination (IEE) or environmental review report on site evaluation, and analysis and impact of existing and/or proposed development on its immediate environment (including trees, streams/rivers/ponds, religious/cultural structures, wildlife habitat if any) in accordance with the requirements of Government of India (GOI) and ADB Safeguard Policy Statement (SPS) 2009. 2.03 Prepare drawings and documents as per detailed survey and soil investigation done as per requirement. 2.04 Prepare an Environmental Management Plan (EMP) on measures required to be taken to mitigate the adverse impacts, if any, of the existing and/or proposed development on its immediate environment (including trees, streams/rivers/ponds, religious/cultural structures, wildlife habitat if any). The EMP will be attached to the bidding documents. 2.05 Enhance conceptual designs with reference to given requirements and prepare rough estimate of cost on plinth area basis or approved schedule of rate. 2.06 Architectural design will utilize a green concept suitable to tropical conditions including utilizing sustainable energy sources, eco friendly material, eco friendly landscaping, alignment of the building and rooms in a manner to enhance energy efficiency, liquid and solid waste management etc. 2.07 Architect will provide, advice on the innovative equipments which can be installed in facilities including video conferencing, TV facilities connecting RRNMU & RCTRC and mobile stations for distant learning, demonstration and feedback and ensure that the architectural designs properly accommodate such equipments. Preliminary Design and Drawings (Stage 2): 2.08 Modify the site specific and project specific conceptual designs incorporating required changes and prepare the preliminary drawings, sketches, study model, etc. for the Client's approval along with preliminary estimate of cost on plinth area basis or approved schedule of rate. 2.09 Preliminary submission of the concept plan for client's approval, shall include the following: i) Site plan clearly indicating site amenities, basic landscaping components, parking, location of buildings, entrances & exit, existing and proposed site utilities ii) Conceptual Building floor plans to relevant scale & details so as to clearly show the floor areas, tentative position of structural elements, and all major services provisions. iii) Statement of areas, usable and non-usable areas iv. Preliminary estimate of cost (phase wise and component wise) Drawings for Client's / Statutory approvals (Stage 3): 2.10 After getting examined the preliminary concept plan by SRRDA, Architect shall incorporate the suggestions made by SRRDA and submit the plans for SRRDA's approval and statutory approvals. 2.11 Prepare drawings necessary for Client's/statutory approval' and ensure compliance with codes, standards and legislations, as applicable in the State of Odisha and assist the Client in obtaining the statuary approvals thereof, if required. 2.12 The final submission shall consist of detailed architectural designs and structural designs with visual presentation containing the following: a) Coloured presentation of floor plans in hard and soft copies b) Building aerial perspective view c) Campus perspective view from major sides and highlighting major architectural features of the buildings Working Drawings and Tender Documents (Stage 4): 2.13 Prepare detailed architectural drawings including structural designs, specifications and schedule of quantities sufficient to prepare a detailed estimate of cost and tender documents including code of practice covering aspects like mode of measurement, method of payments, quality control procedures on materials & works and other conditions of contract. The documents should contain the compliance report to all relevant provisions, policies and bye laws specific to IT Policies and proposed construction schedule. Construction (Stage 5): 2.14 2.15 2.16 2.17 1 Prepare and issue working drawings and details for execution of works during construction stage. Approve samples of various building elements and components in consultation with Client. Check and approve shop drawings submitted by the contractor / vendors. Visit the site of work, at intervals mutually agreed upon, to inspect and evaluate the Construction Works and where necessary clarify any decision, offer interpretation of the drawings / specifications, monitor EMP implementation, attend conference(s) and meeting(s) to ensure that the project proceeds generally in accordance with the conditions of contract and keep the Client informed and render advice on actions, if required. If the building area is equal to or greater than 20,000 sq. meters an environmental clearance will be required in accordance with the MOEF, EC notification, September 2006. 2.18 Accordingly compile periodic progress reports to document the overall progress of the project including progress on safeguards requirements for submission to the Client. 2.19 Issue Certificate of Virtual Completion of Works Completion (Stage 6): 2.20 Prepare and submit completion reports including safeguard compliance reports and completion drawings for the project as required and assist the Client in obtaining "Completion/Occupancy Certificate" from statutory authorities, wherever required 2.21 Issue two sets of "as built drawings" including services and structures 3. Professional Fee 3.01 In consideration of the professional services rendered by the Architect, he shall be paid lumpsum professional fee and other charges in accordance with the scale of Charges prescribed vide circular COA/DOC/03/2002/April 12 & 13 of Council of Architect. 3.02 Any tax levied by law, such as Service Tax, etc. contingent to professional services rendered by the Architect, shall be payable by the client, over and above the gross fees charged by the Architect in relation to the services provided, as per contract. 3.03 Cost of the presentation model, computers simulation and presentation drawings prepared at the instance of the Client other than the design and execution drawings of the project, will be paid to the Architect, as reimbursables, at agreed rates. 4. Schedule of Payment: The Architect shall be paid professional fee in the following stages consistent with the work done plus other charges and reimbursable expenses as agreed upon: Stage 1 On submitting conceptual designs and rough estimates of cost and other documents relevant to Stage 1 — 10% of the total fees payable. Stage 2 On submitting the required preliminary scheme for the Client's approval along with the preliminary estimate of cost —20% of the total fees payable less payment already made at Stage 1. Stage 3 a. b. On incorporating Client's suggestions and submitting drawings for approval from the Client / statutory authorities, if required — 30% of the total fees payable less payment already made at Stage 1 & 2. Upon Client's / statutory approval necessary for commencement of construction, wherever applicable- 35% of the total fees payable less payment already made at Stages 1 to 3a. Stage 4 Upon preparation of working drawings, specifications and schedule of quantities sufficient to prepare estimate of cost and preparation of tender documents — 45% of the total fees payable less payment already made at Stages 1 to 3b. Stage 5 On inviting, receiving and analyzing tenders; advising Client on appointment of contractors — 55% of the total fees payable less payment already made at Stages 1 to 4. Stage 6 i) On submitting working drawings and details required for commencement of work at site — 65% of the total fees payable less payment already made at Stages 1 to 5. ii) On completion of 20% of the work — 70% of the total fees payable less payment already made at Stages 1 to 6 (i). iii) On completion of 40% of the work — 75% of the total fees payable less payment already made at Stages 1 to 6 (ii). iv) On completion of 80% of the work — 85% of the total fees payable less payment already made at Stages 1 to 6 (iii). v) On virtual completion 90% of the total fees payable less payment already made at Stages 1 to 6 (iv). Stage 7 On submitting completion report and drawings for issuance of completion/occupancy certificate by statutory authorities, wherever required and on issue of as built drawings. — 100% of the fees payable less payment already made at various stages. 5. Execution of the Assignment: 5.01 The Architect shall keep the Client informed about the progress of work in his office. 5.02 The Architect will advise the Client on the Time Schedule (Bar Chart/PERT) prepared by the contractors for the completion of work, if required. 5.03 The Architect shall supply to the Client, free of cost, upto six sets of drawings at different stages. 5.04 The Architect shall not make any deviations, alterations or omissions from the approved drawings, involving financial implications without prior consent of the Client. 5.05 Any professional services to be rendered by the Architect at the instance of the Client after completion of project shall be compensated for on mutually agreed terms. 5.06 No change shall be made in the approved drawings and specifications at site without the consent of the Client. 6. Termination of Agreement 6.01 Agreement between the Architect and the Client may be terminated by either party giving the other a written notice of not less than 30 (thirty) days, should either fail substantially to perform his part of responsibilities / duties, so long as the failure is not caused by the party initiating the termination. 6.02 When termination of this Agreement is not related or attributable, directly or indirectly to any act, omission, neglect or default on the part of the Architect, the Architect shall be entitled to professional fees as stipulated and agreed under schedule of payment. 6.03 In the event of Architect's firm closing its business or the Client having terminated the agreement, the Client shall have the right to employ another Architect to complete the work. 7. Time Schedule 7.01 The assignment is expected to commence [insert Month/Year] . The period of assignment is 15 months including period of construction (12 months). 7.02 Submission Schedule: The Architect shall submit drawings, reports and documents to the Client as per schedule specified below: No. Title Draft Final 1. Note (2): Submission of all reports and documents shall be made to the Client SRRDA in six(6) hard copies and a Soft Copy. 8. General Terms and conditions i) In-house facilities for architectural services should be available with the Architect/Architectural firm along with necessary Council of Architecture Registration. (ii) Period for completion of services shall be till completion of work i.e. from the date of commencement of services to completion of construction of civil works and issue of completion report/completion certificate & As Built Drawings". (iii) All reports deliverables submitted to the Client shall be in English language as well as all documentations specified elsewhere in this document. (iv) The Architect/Architectural firm shall commence the services within 7 calendar days after the Client has issued notice to proceed. (v) The Architect/Architectural firm shall at all times ensure that an authorized representative shall be available during the currency of services to co-ordinate with the Client, who shall be responsible for liaisoning between the Architect -consultant and the Client. Chief Engineer, PMGSY,0disha,Bhubaneswar on behalf of the OSRRA invites Expression of Interest (EOI) from Local Architects/Architectural Firm for the Construction of RRNMU under RCIP in the State of Odisha. Selection of Architect will be done as per ADB Guidelines using ADB's quality and cost based selection procedures (QCBS) with quality-cost ratio of 80:20.
