ASC EC Guidelines for Meet Point Switched & Special Access Orders
This guideline, effective June 1st, 2014, clarifies which LEC (Local Exchange Carrier) will assume
the roles of ASC EC (Access Service Coordination Exchange Carrier) and OEC (Other Exchange
Carrier) for Switched and Special Access services ordered on a Meet Point basis. AT&T,
CenturyLink, Frontier, Verizon and Windstream are implementing the guidelines set forth on the
following pages.
IMPORTANT NOTES:

The ASC-EC/OEC determination guidelines listed in the table below only apply to
participating Local Exchange Carriers (LECs), as identified by State, OCN and
ICSC.

Where cells in the table below indicate “N/A”, the LEC does not offer Meet Point
services with other LECs listed in the table.

Where cells in the table indicate “Always ASC_EC”, that LEC will always be
ASC_EC and other LECs listed will always be OEC for Meet Point services
involving the “Always ASC_EC” LEC. For example, in the state of NY:
o For Meet Point services between Frontier and Windstream, these
guidelines will be followed to determine whether Frontier or Windstream
will be ASC_EC or OEC for any given order.
o For Meet Point services between Frontier and Verizon, Verizon will always
be ASC_EC and Frontier will always be OEC for all orders.
o For Meet Point services between Windstream and Verizon, Verizon will
always be ASC_EC and Windstream will always be OEC for all orders.

The guidelines listed below only apply to orders for new Meet Point circuits and
not to the disconnection/rearrangement/replacement of existing Meet Point
circuits.

For the disconnection/rearrangement/replacement of existing Meet Point circuits
(example: CFA rolls), the ASC_EC/OEC relationship will remain the same as it
was for the existing circuit when it was initially ordered.
MEET POINT SWITCHED ACCESS:

ASC_EC = First Point of Switching (SECLOC), except for:
o “Always ASC_EC” exceptions listed in the table below.

MEET POINT SPECIAL ACCESS:

ASC_EC = SECLOC, except for:
o Multipoint, the ASC_EC will be the First Point of Bridging (ACTL).
o Ethernet, the ASC_EC is not determined by these guidelines. Check with
the individual LECs involved.
o OCn, the ASC_EC is not determined by these guidelines. Check with
individual LECs involved.
o “Always ASC_EC” exceptions listed in the table below.
