JOB OVERVIEW
To design and implement statistical analyses and economic modelling of Green House Gas (GHG) reduction
projects, and advise senior executives on matters directly impacting the goals, objectives and financial
commitments of the Ministry of Environment’s Climate Action Secretariat. This position provides expert
technical advice, recommendations and analysis regarding all aspects of GHG reduction projects and
opportunities, climate investment economics, and project feasibility against regulatory and international
standards.
ACCOUNTABILITIES
Required:

Plans, leads and conducts complex economic and policy analysis and forecasting projects to assess the
implications of new or changed legislation, policies, or initiatives.

Participates in business planning and development to identify projects and make investments to meet
GHG reduction regulations, grow clean technology and carbon markets, and support other government
priorities such as the BC Jobs Plan, green economy, and social and environmental benefits.

Responsible for technical engagement with BC’s major emitting industries (e.g. natural gas, industrial
forestry, cement, buildings, transportation) as well as solution providers (e.g. clean technology sector)
to identify and promote emission reduction opportunities in British Columbia

Chairs, participates in, and facilitates a variety of committees, round table discussions, technical and
public meetings as a ministry representative.

Represents the ministry at related inter-ministry, inter-governmental, industry or sector committees,
conferences, technical and public meetings or working groups.

Develops forecasting models required to support strategic decision making and policy and program
development.

Leads the design and development of economic models (e.g. including statistical, cost-benefit and
regression analysis; and economic modelling, etc.) of climate investment projects including greenhouse
gas emissions reduction (offset) projects to recommend technical feasibility, and inform commercial
contracts and compliance with emission offset standards.

Conducts cost-benefit analysis of large volumes of complex data; tests robustness of assumptions and
checks calculations.

Monitor and evaluate the quality and integrity of data by understanding underlying carbon offset
quantification protocols, identify and resolves issues and predicting future deliveries of offsets from
contracted projects.

Develops and promotes working relationships with internal and external partners, stakeholders, and
government agencies to achieve program or project objectives.

Prepares highly technical and science-based reports and documents such as ministry submissions,
standards of practice, briefing notes, feasibility reports, evaluation reports, and project management
documents.

Conducts social, economic and environmental assessments, develops recommendations and prepares
various reports for public, executive and inter-agency committee review processes.

Prepares and/or negotiates contracts, monitors performance and authorizes payment.

Identifies data needs and sources, and manages and oversees the design and maintenance of
databases for critical information.

Provides expert advice and assistance on the use and interpretation of data from various economic
instruments, statistical methods, and analytical approaches.

Participates in negotiations on high profile issues with industry, other levels of government or
stakeholders.

Prepares written and oral interpretations of complex information to both technical and non-technical
audiences.

Prepares Treasury Board and Cabinet submissions, Minister’s correspondence, briefing notes, and
position papers.

Prepares major government/sector publications and reports.

Provides direct briefings to senior executive and Treasury Board on area of expertise.

Maintains current knowledge of related technical and academic literature.

Maintains familiarity with trends, programs, policies, regulatory and economic tools in other relevant
jurisdictions, industries and/or sectors.

Manages projects including the development of the project charter, documentation, contractors,
consultations, resources and deliverables.

Defines scope, objectives, indicators, data requirements and evaluation strategies of studies.

JOB REQUIREMENTS

Two years’ related experience and a Master’s Degree in Economics or closely related field such as
statistics, commerce, mathematics, or resource and environmental management, or equivalent; or,

Four years’ related experience and a Bachelor’s Degree in Economics or closely related field such as
statistics, commerce, mathematics, or resource and environmental management, or equivalent.

Experience in the design and implementation of statistical analyses and economic models.

Experience in the practical application of economic or other analytical approaches to the assessment of
climate change policy issues is considered an asset.

Knowledge of climate change science and related issues, including environmental and economic
implications for British Columbia is considered an asset.

Successful completion of security screening requirements of the BC Public Service, which may include a
criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security
screening checks as required by the ministry (Note: It is important that you read the job posting
