EQUINE CANADA STATEMENT OF PRINCIPLE:
Statement of Principles Equine Canada (EC), the national equestrian federation of Canada, supports
adherence to the humane treatment of horses in all activities under its jurisdiction.
EC is committed to:
 upholding the welfare of all horses, regardless of value, as a primary consideration in all
activities;
 requiring that horses be treated with kindness, respect and compassion, and that they never
be subjected to mistreatment;
 ensuring that owners, trainers and exhibitors, or their agents, use responsible care in the
handling, treatment and transportation of their own horses as well as horses placed in their
care for any purpose;
 providing for the continuous well-being of horses by encouraging routine inspection and
consultation with health care professionals and competition officials to achieve the highest
possible standards of nutrition, health, comfort and safety as a matter of standard operating
procedure;
 providing current information on Code of Practice for the Care and Handling of Equines and
other equine health and welfare initiatives ;
 continuing to support scientific studies on equine health and welfare;
 requiring owners, trainers and exhibitors to know and follow their sanctioning
organization’s rules, and to work within industry regulations in all equestrian competition;
and
 reviewing, revising and developing competition rules and regulations that protect the
welfare of the horse.
The Standard by which conduct or treatment will be measured is that which a person, informed and
experienced in generally accepted equine training and exhibition procedures, would determine to be
neither cruel, abusive, nor inhumane.
SOME EQUINE CANADA RULES: (competitors should be aware of the following)
 Horses must be entered under the name shown in the passport. Riders must use the name
on their Equine Canada membership to ensure accurate submission to EC of show results.
 Only parents/legal guardians may sign the liability waiver form on behalf of a minor child.
Trainers, coaches, agents, etc may no longer sign this form. In the case of junior entries, parents
or guardians are entitled to sign their children's entry form without holding an EC Sport License,
provided they agree to abide by the rules and penalties contained in the Rule Book. (See A214.2).
 PERSON RESPONSIBLE: The Person Responsible for a horse must be an adult who has, or shares,
responsibility for the care, training, custody, and performance of the horse and who has official
responsibility for that horse under EC Rules and is liable under the penalty provisions of the Rules
for any violation of the EC Rules. For the purpose of these Rules, the Person Responsible is
normally the trainer, owner or the competitor who rides or drives the horse during an event, or a
parent or legal guardian in the case of junior competitors. The Person Responsible is ultimately
responsible for the condition, fitness and management of the horse and is alone responsible for
any act performed in the stables by himself or herself or by any other person with authorized
access to the horse, or while the horse is being ridden, driven or exercised. The Person
Responsible must hold a valid EC Sport License in good standing at the same level or higher in
which the horse is competing. However, when the competitor is a Junior, the competitor cannot
be the Person Responsible and the Person Responsible may be a parent/guardian who must be at
4
minimum an EC or USEF member in good standing. The entry form must list the Person
Responsible’s name, their EC or USEF member number and be signed.
 It is compulsory for the horse’s competition number to be worn by the horse or
rider/handler anywhere outside the stall from the time that the number is issued until the
end of the competition so that officials can identify the horse.
 In the case of a fall of horse and/or rider, while in the competition arena, the rider will be
eliminated immediately from the class.
 **EFFECTIVE AS OF 2012 - ARTICLE E 4.0 SAFETY HEADGEAR**: All riders, regardless of age
or level or competition, must wear properly fitted and fastened safety-approved protective
headgear at all times when mounted at any EC-sanctioned Dressage competition at the event
location. Note: At the tack check which follows the test, the steward may ask the rider to
dismount so that the helmet may be inspected for the safety-approved label.
 A horse/pony may be ridden at two consecutive levels with the same or two different riders but
may not be entered in the same class with two different riders.
 No horse/pony may be ridden in more than four tests (including the freestyle) in one day. A
horse/rider combination may compete in a maximum of two consecutive EC freestyle levels per
day. These must correspond to the technical levels at which the horse/rider combination is
competing on the same day; e.g: Second Level technical plus First and Second Level freestyles.
 For freestyles, the rider must provide the show organizer with a functioning copy of their
freestyle music, either a CD or USB.
 Freestyle eligibility for riders in Gold and Silver competitions (all EC levels and FEI freestyle
levels): A horse/rider combination must have obtained the following prior to competing in a
freestyle: a minimum score of 55% in a dressage test at the same technical level, or higher, as the
freestyle they wish to enter (e.g. 55% in First or Second Level to compete in the First and/or
Second Level Freestyle). The dressage score may have been obtained at an EC Gold/Silver
dressage competition prior to the competition, or may be obtained at the same competition in
which they wish to enter the freestyle. Note: Bronze competitions require no minimum technical
score.
 Technical scores earned at Silver competitions count toward entering a Freestyle in a Gold
competition and vice versa.
 Horses must enter the ring within 45 seconds of the bell or whistle.
 Riders must report, still mounted, to the steward or his/her representative for a tack check
immediately upon leaving the competition arena. The rider may not remove any equipment or
clothing before the steward has conducted their inspection. At the tack check a competitor may be
asked to dismount to allow an inspection of their headgear.
 A rider who is eliminated or retires during a test must still report to the steward for a tack
check.
All competitors are responsible for knowing and understanding their rulebooks:
Equine Canada Section A: General Rules and Regulations (2013) AND Equine Canada Section E:
Dressage (2013)
5

the administration fee in order to receive a number.

any equipment.
 Insurance: Competitors are responsible for all insurance to themselves, employees, owners and
horses, etc. All owners are personally responsible for damages to third parties caused by
themselves, their employees, their agents or their horses. They are therefore strongly advised to
take out third-party insurance to provide full coverage for participation in equestrian events and
to keep the policy up to date. (or to ensure that their memberships, such as OEF, provide such
insurance in such situations.)
 Canteens may be set up at Glamorgan Farm shows. Please check www.QSLBCadora.ca or the QSLB
Facebook page closer to the show date for confirmation
6
