PARKING TIPS Parking is tight at the beginning of each semester. Expect parking to be at near capacity during the first two weeks of the semester. Nearly EVERYONE will be on campus, attending class, buying books, paying tuition, etc. By the third week of classes, traffic and parking patterns settle down. Parking permits are required, whenever the University is open. It’s best to buy your permit online before classes start. If you don’t have a permit: • Plan to pay to park in a Visitor deck or metered lot. • Purchase a daily temporary permit from Parking and Transportation Services for $6 per day. Temporary permits do not provide access to gated lots and decks. Expect decks and lots closest to the center of campus to fill quickly. Most classes are scheduled from about 9 AM to 2 PM, Monday – Thursday. Peak parking demand occurs during that time. Everyone wants to park as close as they can to main classroom buildings so competition for close-in parking is stiff. Parking areas that fill up earliest are: • East Deck 2 • Union Deck • Lot 18 (beside Union Deck) • Lot 19 (in front of Union Deck) • West Deck • Lot 7 (between Cone Deck and Belk Gym) During peak class times, it’s usually faster and easier to park farther out and walk or take the campus shuttle to academic areas. Average time to get to center of campus from outlying parking (based on maximum bus run-time wait): • Shuttle from Lot 6 to campus center: 10 minutes; walk time: 10 minutes. • Shuttle from North Deck to campus center: 10 minutes; walk time: 10-15 minutes. • Shuttle from South Village Deck to campus center: 10 minutes; walk time: 10 minutes. UNC Charlotte has sufficient parking at all times. Ample parking is typically available in areas away from the center of campus, even during peak-use hours. Park at a lesser-used parking deck or lot (like North Deck, South Village Deck or Lot 6) and locate the nearest shuttle stop. Then you’ll know exactly where to park and where to catch the bus if you don’t wish to walk. • After you see how easy it is to get from where you’ve parked to where you’re going, it will be easy and familiar to park there on days when your favorite parking is full. • There’s NO REASON to park illegally in a full lot or deck and risk getting a citation. • There’s NO REASON to drive around a deck until you are late for class. Driving from one area of campus to another makes traffic worse. It’s easier and often faster to take the shuttle, walk, or bike. • If leaving campus between 5 and 6 PM, avoid exiting to John Kirk Drive by way of Van Landingham Rd. near Fretwell. Try using Mary Alexander Rd. to Mallard Creek Church Rd. or the bottom level of East Deck 2 that exits directly to Rt. 49 South (University City Blvd). • If arriving on campus between 5 and 6 PM, avoid the John Kirk Drive entrance at Van Landingham Rd., near Fretwell. Enter campus by using Cameron Blvd., the Front entrance, Mary Alexander Rd., or the bottom level of East Deck 2 from 49 South (University City Blvd). • Pedestrians have the right-of-way at all crosswalks on campus unless there is a traffic signal, which takes precedence. The traffic circle at Mary Alexander and Van Landingham Roads and the crosswalk in front of the Student Union are controlled by a traffic signal, which must be obeyed by both pedestrian and vehicular traffic. VISITOR PARKING There are five visitors decks on campus • Cone Visitors (Deck 1 Level 3 and Deck 2 Level 2) • Union Deck Visitors (Levels 4-6) • East Deck 1 • CRI Deck • South Village Deck (Level 1) Visitors Parking Deck Fees • $1 per half hour, $10 maximum daily/per visit • Visitors decks accept validated tickets or cash or credit card payments at pay-on-foot stations How to use a pay-on-foot station • Take a timed ticket at entrance gate. Keep ticket with you. (Lost ticket or no form of payment will cost $15) • Upon leaving but before returning to car, insert the timed ticket into the pay station, and pay the amount due indicated on the screen. Cash (no coins) and credit card (Visa, MasterCard, AmEx) payments accepted. The pay station will credit the ticket and allow 10 minutes to return to vehicle and proceed to the exit lane. • When in the exit lane, insert ticket in to the “exit verifier” and the gate will raise. Metered and Pay-By-Space Parking • Lot 4 (in front of East 3) and Lot 30 (front of Cone Center) offer payby-space parking. • Metered and pay-by-space parking is limited and fills quickly. • Metered and pay-by-space parking areas are enforced 24 hours a day, seven days a week, except when the University is closed. • Vehicles with valid permits have to pay if parked at meters. • Time limits vary from one location to another but rates and times are posted under the timer of the meter or at the pay station. • Do not park at meters reading “OUT OF ORDER.” Please report a malfunctioning meter to 704-687-0161. Permits may be purchased online or in the Parking and Transportation Services Office (building #23 on Campus Map). Office hours are Monday through Friday from 7:30 AM - 5 PM. During the Fall and Spring registration periods, Student Permit pick-up and purchase stations are set up in the Student Union and hours are extended. What if I have to wait on a financial aid refund until I can buy a permit? If you’re unable to purchase a permit before classes and permit enforcement begins, you may buy a temporary permit from Parking and Transportation Services for $6 per day. Where can I park without a permit? Visitor decks and metered parking areas are the only places where vehicles without permits may park. Where can I park if I forget my permit? If you’ve purchased a permit and just forgot it, a temporary permit can be issued at the PaTS Office. Permit holders may get up to ten (10) temporary day permits per year for their registered vehicle at no charge. Are refunds available if I withdraw from or leave the University? People who return permits may receive a prorated refund based on the date of purchase and date of return. Night and Two-day permits may not be refunded after the second week of class that semester. The list of prorated refund amounts is at pats.uncc.edu/permits. I’m graduating in December; may I buy a permit just for fall semester? All full-time permits are for the academic year. But if you graduate or withdraw before April 15, return your permit for a prorated refund. Refund schedule: pats.uncc.edu/permits. Are permits required on weekends? Yes. Permits are required at all times. What should I do if my permit is lost or stolen? If a permit is lost, come to the Parking and Transportation Services office to complete an affidavit and get a replacement permit. A $15 replacement fee will be charged. If permit was stolen, contact police in the area where the theft occurred and bring the police report to the PaTS office. There is no replacement fee for stolen permits when a police report is presented. May I buy a permit from another person or use one I’ve found? No. Permits are only valid when purchased through PaTS (online or in person). They may not be resold or reused because they are registered to a specific person and vehicle. Using a found permit may subject you to fines and other penalties. Return found permits to the PaTS Office or Campus Police. Why doesn’t PaTS sell three-day per week permits? A three-day permit yields the consumer no appreciable saving over a full-time permit. What should I do if I change cars? Contact Parking and Transportation Services right away so the vehicle can be added to your registration. Come by the PaTS Office or call 704687-0161 to update vehicle information. Only a permit owner can make changes and vehicle information cannot be updated online. What should I do if I temporarily need todrive another car to campus? In circumstances where you have a rental or need to use another vehicle for a few days, go to the PaTS office, provide us with the substitute vehicle’s information, then get a temporary permit. All full year parking permit holders are allowed to get up to 10 days’ worth of temporary hangtags per year, at no charge. Are there special permits for motorcycles and mopeds? 2016-17 Motorcycles and mopeds have electronic permits linked POLICY to the vehicle license plate. There are lower priced permits CHANGE available for parking in designated motorcycle/moped areas or, if used as a secondary vehicle, a motorcycle or moped can be added to a full-time permit at no extra charge and be allowed to park in any space appropriate to that permit. Only one vehicled registered to that permit is allowed on campus at a time. Requiring registration and permitting of mopeds is a change driven by the North Carolina Department of Transportation which now recog- nizes mopeds as “motor vehicles.” Mopeds will be treated like motorcycles with no access via sidewalks, bike racks, etc. Visit or call the PaTS office for more information. Are there special permits for carpools? Carpools need to be registered with PaTS; each carpool uses a single permit with multivehicle registration. The carpool permit is allowed 10 temporary day permits at no charge for those exceptions when a carpool member needs to drive separately. The primary factor that determines permit price is the cost of new deck construction and replacing flat lots taken for new buildings, with decks. It’s expensive to build and maintain new parking decks necessary to accommodate enrollment and demand. Learn more: pats.uncc.edu/ truth How are the proceeds from permits spent? The majority of the permit proceeds and Visitor Parking fees go toward construction of new decks, to pay debt on existing decks, and for repairs and maintenance of all decks and lots. A small percentage is put toward operations of the campus shuttle plus utilities to light the decks and lots, trash collection, cameras, personnel, etc. Learn more: pats. uncc.edu/truth Is it true that more permits are sold than the University has spaces? Yes. If permits were sold on a one-permit-to-one-space system, thousands of students would be denied the privilege to park while lots and decks would sit half empty. Few students occupy a space for more than five or six hours a day and spaces turn over constantly. Sure, convenient, close-in parking gets full during peak class hours, but so far, PaTS has maintained an acceptable percentage of open spaces. That’s why measures like permit sales limits and excluding freshmen have so far been avoided. Citations may be paid by mail or in person at the PaTS Office. The first three (3) citations in an academic year, if paid within 10 days, are automatically reduced by 50% (with the exception of False Registration and parking in a space or accessibility ramp reserved for the disabled). What if I don’t agree with the citation? A written appeal must be filed within ten (10) business days; an online appeal form is available. Please allow 24 hours from time of issuance to file appeal. All appeals are read and considered; decisions are emailed. How are the proceeds from citations spent? According to North Carolina law, the University is only allowed to retain 20% of the money collected from parking citations. Services require preregistration. The SafeRide Medical Verification Request Form is at saferide.uncc.edu. SafeRide is also available to those who need assistance on a temporary basis (such as recent surgery, lower limb injuries, visual impairments, or chronic diseases that impact stamina). This is also arranged through the Office of Disability Services, Fretwell 230 (704-687-4355). After completion of the required form, Disability Services will verify and send email confirmation of eligibility (usually processed within 24 hours or less). SafeRide vehicles will get as close as possible to an accessible entrance, and will drive and park only on paved pathways. Light Rail Coming Fall 2017! Get more information at pats. uncc.edu/transportation 7 FOOTBALL HOME GAME PARKING Here’s what you can expect: •Parking on campus will be at a premium for all six football home games (September 10, September 17, October 1, October 15, November 12, November 19). •All entrances to campus will be closed five (5) hours prior to kickoff, except for two: Main Entrance off University City Blvd., and East entrance off John Kirk Rd. •Game-day entrances will be opened four (4) hours prior to kickoff only to Game Day permit holders at the designated entrance for their permit. •On the Monday prior to game day, signs will be placed in all tailgating lots and parking decks as notification that those lots and decks are closed and must be vacated. •Vehicles parked in lots designated for Football parking after midnight before a game day will be towed at owner’s expense. ALL parking for the game will require a specific Game Day parking permit •Single Game Day permits will be available online for Union Deck, West Deck, and CRI Deck through ClickandPark.com. •Cash parking will be available in Cone Deck (Pink) for $20 per vehicle. •ADA Parking permits will be available through Click and Park for CRI Deck. (Both an Orange CRI ADA Game Day Permit and a State Issued Disability Placard must be presented for admittance.) •All parking permits will be collected upon entrance to the parking area; there is no exit and reentry. Student Tailgating and Parking •Student tailgating is in designated student lots and available on a first come, first-served basis. •Students must go online to Click and Park, the Tuesday prior to game day, to obtain a student tailgating permit using their student ID number as a validation code. There is no charge for a student tailgating permit. •When student tailgating permits are issued to capacity, students must park in South Village Deck using their UNCC student parking permit. Football Parking and access map Lot closures and tailgating may vary for evening games. Check the PaTS website for updates. •Students who do not have a UNCC parking permit will be required to park in East 1 Visitor Deck or South Village Deck and pay the associated Visitor fee. •Students needing ADA Parking may obtain an Orange ADA permit for CRI Deck in lieu of the Silver tailgating permit. (Only one permit will be issued per game; you can’t have both). Both an Orange CRI Deck ADA Permit and a State Issued Disability Placard must be presented for admittance. Non-football parking information •East Deck 2, East Deck 3, and South Village Deck will be open to those with a valid UNC Charlotte parking permit but are not attending the football game. •Faculty/Staff, Commuter or Resident permits will not be valid in any parking decks or lots designated for football parking. •Faculty/Staff reserved spaces in game day lots will be used for football parking for home games. Reserved spaces are not valid in football-designated lots on home game days. •East Deck 1 and South Village Deck will be the non-game Visitor parking area. Gates will be down and established Visitor rates will apply. Additional information for Resident students •Student Resident lots, with the exception of Lot 25, will not be affected by football. • All vehicles parked in Lot 25 must be moved by midnight, the evening before a home game. Vehicles not moved will be towed at the owner’s expense.
