INTRODUCTION
The 2nd meeting of the EACO Working Group 11 (WG11) on Spectrum Management was
held in Arusha, Tanzania from 16th to 17th June, 2014. The meeting was co-hosted by
Tanzania Communications Regulatory Authority and East African Communications
Organization (EACO) Secretariat.

OPENING OF THE WG11 MEETING
The meeting was opened by Eng. Deo Bizindavyi, Chairman of EACO working group 11. In
his opening remarks he welcomed the members to the second working group 11 meeting
in Arusha, Tanzania. He mentioned that, since some member states were not represented
in the first WG 11 meeting, this meeting was mainly to familiarize the participants with the
structure, Terms of Reference and Action Plan of WG 11. He expressed his expectations
for all members to be committed to the Terms of Reference of the working group and to
deliver according to its Action Plan.

ATTENDANCE AND ELECTION OF THE BUREAU OF WG11
The Meeting was attended by the participants from five EACO Administrations namely
Burundi, Kenya, Rwanda, Uganda and Tanzania and EACO Secretariat. The list of
participants for WG11 is attached as Annex 1.

MEETING PROCEEDINGS
5.1
Consideration of the report of the first meeting of WG 11
Participants reviewed the report of the EACO WG 11 meeting held in Kigali, Rwanda 28th –
30th April, 2014.
The meeting noted the following;
1. There are new Terms of Reference for the working group 11.
2. The action plan was reviewed and adopted
3. There is a need to have a joint meeting of WG 11 and WG 6 to discuss on the
issues relating to Spectrum Management.
5.2 Summary of Decisions

The need to conduct ITU workshop/training on Satellite issues in the region before the
third meeting of the WG 11. The proposal towards holding a workshop on satellite issues
was developed and attached as annex 4. The proposal shall be submitted to EACO
secretariat for further action
AGREED 3
WG 11 to prepare a report to Regulatory Assembly indicating the issues that have been
handled. The report was prepared and reviewed during the working group 11 meeting.
AGREED 4
The meeting to harmonize ToRs was held between WG 11 and WG 6. The ToR of WG 11
were maintained as described in annex 3. However the ToRs of WG 6 were modified as

follows;
 ToR 4 "To review mechanisms for broadcasting spectrum coordination and
management", was deleted

ToR 8 was revised from "To coordinate and follow up the work of the Sectoral
Committee on Transport, Communications and Meteorology of the East African
Community and facilitate the development of EACO’s recommendations or
contributions relating to the work of the EAC" to read
"To coordinate and follow up the work of the Sectoral Committee on Transport,
Communications and Meteorology of the East African Community and facilitate the
development of EACO’s recommendations or contributions relating Broadcasting
Matters"

EACO preliminary views on WRC 15 agenda items 1.1 and 1.2 were presented and it was
agreed that it should be included in the report to Regulatory Assembly.
5.3 Future Work Plan
The EACO WG 11 meeting will be convened considering the following milestones;
a) The various ITU-R Study Group Chairman's reports that are expected by August 2014
b) The Draft CPM report expected by 15th August 2014
c) The 3rd ATU Preparatory meeting for WRC 15 scheduled for 1st -5th December 2014 in
Abuja, Nigeria.
d) The upcoming study group meetings including ITU JTG 4-5-6-7 meeting scheduled to
take place in Geneva in July 2014.
e) The 2nd CPM meeting scheduled to take place in Geneva in March 2015
f)
The 21st EACO Congress scheduled to take place in June 2015 in Kampala, Uganda.

Recommendations
i.
The meeting advises EACO secretariat to consider organizing an ITU Workshop on
Satellite issues before the next meeting of WG11 in November 2014, with reference

to the proposal in annex 4 .

EACO member states to continue to participate and following studies towards WRC
15 work.

Annex 3: Terms of Reference for Proposed EACO Working Group on Spectrum
Management
1) To advise on Radio Spectrum policy issues, with regard to efficient use of spectrum
taking into account technical parameters, and socio-economic factors.
2) To develop harmonized Guidelines for the management and allocation of radio
frequency spectrum
3) To analyse the allocation, usage and management of radio frequency
spectrum
resource in the region and recommend strategies for its optimal usage for the
provision of communications services.
4) To recommend mechanism for radio frequency coordination within the EACO
Member States to eliminate cross-border harmful interferences.
5) To advise on all issues related to digital dividend.
6) To coordinate preparations for WRCs within the region and follow up
implementation of its resolutions
7) To coordinate, follow up and disseminate information on work of the relevant ITU
Study Group(s) and best practices from international organizations related to
spectrum management issues.
8) To facilitate the development of regional recommendations or contributions relating
to the work of relevant ITU Study Group(s) and other international and regional

WORKSHOP TRAINING ON SATELLITES ISSUES
I.
Workshop overview
The regulation of Satellite communications is still very limited in EACO member states. This
results into inadequate protection of our allocated satellite resources (Spectrum and orbital
slots) by either not responding properly to satellites coordination request or by failing to
effectively address the interests of EACO member states on satellites issues in international
forums. There is a concern that if it continues like this, the bring-into-use of our allocated
orbits and associated spectrum might practically be impossible to realize in future.
This proposed workshop should address the following aspects:
- To raise awareness of EACO countries on satellites issues;
-
Satellites issues in WRC-15;
-
To deepen understanding on satellite coordination issues;
-
Hands-on training on the use of tools (software) used in satellite filing;
-
And an overview of current and future satellites communication technologies.
II.
Targeted group
the workshop is targeting the following groups:
- The ICT sector regulators and policy makers of EACO member states;

And satellite communications operators.
Workshop contents/topics
The workshop should cover the following topics:
- An overview of all satellites issues focusing on assignments/allocations and use of
satellites resources;

WRC-15 agenda items related to satellite issues with emphasis on issues concerning
developing countries;
-
Satellites coordination procedures for:
o Unplanned bands
o Appendix 30/30A
o And Appendix 30B
-
Hands-on training on tools used in satellites filing;
-
Overview of current technologies used in satellites communication;
-
Overview on future trend of satellites communication technologies;
IV.
Expected outcomes of the Workshop:
At the end of the workshop the participants should:
- Understand all satellite issues and know the rights and limitations of an administration
over its allocated satellite resources;

Being capable of making a thorough analysis of WRC-15 agenda items on satellite issues
and take an appropriate position and/or develop proposals to defend interest of our
administrations (EACO);

Understanding well the coordination process of unplanned and Ap30/30A/30B and being
able to appropriately respond to coordination requests;
-
Being familiar with all tools used in satellite filing and being able to comfortably use
them;
-
Have knowledge on the current satellite communications technologies and advantages
and/or disadvantages of each;

V.
Have knowledge on future trend of satellite communications technologies.
The coordinator of the workshop and facilitators of the workshop
The workshop should be coordinated by EACO secretariat.
The following experts should be present to cover the above mentioned topics:
- facilitation from ITU:
o to cover WRC-15 satellites issues and all satellite issues in general;
o to cover satellites coordination procedures on unplanned, AP30/30A and AP30B
and tools used in satellites filing.

facilitation from satellites industry to cover current and future trend of satellite
communications technologies.

Duration, dates and the venue of the workshop

The workshop should take minimum five days.

The workshop should take place in September or October, 2014 just before the third
WG11 meeting to be held in November.
