A Guidebook for Inspection and Quarantine at
the Western China International Fair
Sichuan Entry-Exit Inspection and Quarantine Bureau

This guidebook is formulated for the purpose of successful holding
of WCIF 2016, the convenience of the entry and exit inspection and
quarantine of traders and relevant persons from all countries. It complies
with regulations set out by Law of the People’s Republic of China on
Import and Export Commodity Inspection, Law of People’s Republic of
China on the Entry and Exit Animal and Plant Quarantine, Frontier
Health and Quarantine Law of the People’s Republic of China and Food
Safety Law of the People’s Republic of China, and favorable policies
(Appendix I) specially approved for WCIF 2016 by General
Administration of Quality Supervision, Inspection and Quarantine of the
People’s Republic of China (AQSIQ).
I. Structure of Sichuan Entry-Exit Inspection and Quarantine Bureau
During the 16th Western China International Fair (WCIF 2016),
Sichuan Entry-Exit Inspection and Quarantine Bureau will open up
special channels for entry exhibits, diplomatic courtesy and participants
in major entry ports in Sichuan including Chengdu Shuangliu
International Airport, Chengdu International Railway Port, Luzhou Port
and Yibin Port, so as to provide preferential inspection and quarantine
services to entering exhibits and customs clearance for participants.
A WCIF Inspection and Quarantine Office on site (“Office for
Inspection and Quarantine” for short) is especially arranged at the New
International Convention & Exhibition Center to provide services
including consulting, examination, declaration and supervision of
inspection and quarantine at the exhibition site and implements the 24hour hotline system during the exhibition (Appendix II).
II. Entry and Exit Inspection and Quarantine for Participants and
Their Belongings
(I) Workflow
1. Entry inspection and quarantine: declaration as required—→onsite quarantine and examination—→examination on participants’
belongings—→entry permit for qualified ones.
2. Exit inspection and quarantine: declaration as required—→on-site
quarantine and examination—→entry permit for qualified ones.
Participants show any of the physical signs or symptoms including
fever, shiver, cough, dyspnea, diarrhea or vomitting or suffer from
infectious or mental diseases, need to make oral declarations to the
officials and receive inspection and quarantine at the time of their entry or
exit.

(II) Provisions on quarantine of participants’ belongings
Participants entering China to attend the fair should only carry
articles in compliance with provisions on the Quarantine Management
Methods Materials Carried by Entry-Exit People (No. 146) (Appendix III)
issued by the General Administration of Quality Supervision, Inspection
and Quarantine of the People’s Republic of China. For more information,
please visit http://www.scciq.gov.cn and the notice boards of each port.
Guests who carry relevant articles with them need to make oral
declarations to the quarantine officials and receive inspection and
quarantine. They, or liaison persons designated by the organizing
committee, will also be asked to cooperate with the examination.
Articles for the exhibition carried by participants entering China for
the fair shall follow the inspection and quarantine provisions of entering
exhibits.
III. Methods and Workflow of the Inspection and Quarantine for
Entry Exhibits
(I) Inspection and quarantine methods
For WCIF materials and exhibits entering within the province,
Sichuan Entry-Exit Inspection and Quarantine Bureau implements “quick
examination, direct release” system and “port examination, wooden
package quarantine and centralized supervision of inspection and
quarantine on show places” mode.
Overseas exhibitors can entrust inspection-qualified agents
designated by WCIF organizing committee to handle relevant matters
concerning the inspection and quarantine of exhibits.

(III) Notes
1) Inspection and quarantine declaration of entried exhibits
①Exhibits refer to exhibits, presents and samples, which need to be
declared by exhibitors or their agents to port inspection and quarantine
department at the time of entry, together with lists of exhibits, evidentiary
information provided by Sichuan International Exhibition Co., Ltd., bills
of lading/freight notes, marked with purpose (for sale or not after the
exhibition).
② For animals, plants, and their products, Veterinary Sanitary
Certificate or Plant Quarantine Certificate provided by the exporters are
necessary when making customs inspection. Those need quarantine

approval need also submit Quarantine Permit for Animal and Plant Entry
of People’s Republic of China issued by AQSIQ or Sichuan Entry-Exit
Inspection and Quarantine Bureau, or quarantine approvals issued by
agricultural or forestry departments.
③Special articles such as microorganism, human tissues, biological
products, blood and products need to make customs declaration in
advance. When declaring such articles, the Health Quarantine Approval
Form for Entry Special Articles issued by Sichuan Entry-Exit Inspection
and Quarantine Bureau is needed.
④Prepackaged food and cosmetics for post-exhibition sales need to
go through general customs declaration procedures.
⑤For the purpose of efficient clearance, exhibitors or their agents
are allowed to make declarations before their goods have arrived.
2) Requirements for inspection and quarantine
①Quarantine treatment and IPPC special identification are needed
for wooden package of entried exhibition materials under the supervision
of exporters or quarantine department of the local government according
to the treatment methods and identification requirements in the
management of wooden packaging materials in international trade in
IPPC’s ISPM15.
② Entering food and cosmetics for sale need to go through
inspection and quarantine procedures according to general trade
provisions. The products need to comply with relevant Chinese laws and
regulations, national food safety or cosmetic standards.
③The inspection and quarantine supervision requirements for plants
and products for the exhibition (Appendix VI).
3) Post-exhibition treatment to exhibits
①Basic requirements
All of the declared animals, plants and products, food, cosmetics for
exhibition need to be returned or disposed, whose treatment information
needs to be reported to Chengdu Entry-Exit Inspection and Quarantine
Bureau after the exhibition. For those re-exited after the exhibition,
exhibitors or their agents need to fill in the Inspection Report Single-exit
Goods, enclosed with relevant entry certificates issued by inspection and

quarantine department. Customs Clearance of Exit Commodities is issued
by inspection and quarantine department according to law for re-export
declarations to the customs.
For entered exhibits with China Compulsory Certification (CCC
certification), those obtained and marked with CCC certification are to be
sold after the exhibition; those without CCC marking are not allowed
onto the Chinese market, instead, they need to be shipped out of China or
disposed, and within two days of re-export, customs exit declaration form
is needed for verification at Chengdu Entry-Exit Inspection and
Quarantine Bureau.
②Exhibits to be sold or retained within Chinese territory
Entered Goods Declaration Form for animals, plants and products,
prepackaged food planned to be on sale in China after the exhibition
needs to be filled in by the exhibitors or their agents, enclosed with
relevant entry certificates issued by inspection and quarantine department.
Relevant procedures need to be completed as required and sales are
allowed only when it is qualified with the inspection and quarantine;
For entered exhibits with China Compulsory Certification (CCC
certification), some of them are inconvenient to be returned or disposed.
No return or destruction treatment is allowed for the moment if the
exhibitors promise not to change the usage or exhibits and suggest the
disposal means after the exhibition. Under the effective supervision of
inspection and quarantine department, no return or disposal needs to be
done for the moment. The commitment for custody companies and
contact information are needed for follow-up supervision.
IV. Special Notice
1. Prohibitions
1) Goods prohibited for entry are not allowed to (refer to Appendix
III).
2) Animals, plants and products, food that are not prohibited by
inspection and quarantine are not allowed to entry (Appendix IV). Food
and edible agricultural products from Fukushima-ken, Gunma-ken,
Tochigi-ken, Ibaraki-ken, Miyagi-ken, Tokyo, Niigata-ken, Nagano-ken,
Chiba-ken and Saitama-ken are not allowed to enter.
3) Any products that are not compliant with Chinese inspection and
quarantine laws and regulations, or quality safety standards, are banned
from entering, and they are returned or disposed.

4) Any food, cosmetics, plants and products are not allowed for sale
or use if they do not satisfy inspection or quarantine requirements, or
without permissions of the inspection or quarantine department.
5) Industrial products with national import prohibition need to
follow the current regulations.
2. Matters for examination and approval
1) Products which need to apply for quarantine approval of entered
plants and animals, special articles and imported food shall go through
quarantine examination procedures as required (Appendix IV).
2) Obtain CCC certification as required (Appendix V).
3) Food for sale after the exhibition or without those not subject to
any national food safety standards needs to obtain supporting documents
applicable to the standards temporarily approved by health administrative
departments of the State Council; food produced by new raw materials,
new types of imported food additives or food-related products, needs to
obtain supporting documents approved by health administrative
departments of the State Council; supplementary food or cosmetics need
to be registered or recorded by food and drug administration of the State
Council.
4) Meat, aquatic products, bird’s nest, milk and dairy products for
sale after the exhibition need to obtain the Entered Goods Inspection and
Quarantine Certificate issued by the inspection and quarantine
department. Overseas producers need to get an overseas production
company registration for imported food.
For exhibits subject to approval procedures from the inspection and
quarantine department, exhibitors or their agents need to make
applications at least 20 working days before the delivery and shipping of
exhibits, and provide relevant documentary evidence as required.
3. Special permit matters
1) Non-sale exhibits are exempted from examination, except for
heavy metal mines or stone products concerning radioactivity detection.
2) Quarantine approval procedures for entering animals, plants,
special articles or imported food fail due to special circumstances need to
be handled again as required if met with import quarantine requirements;
if not, return or dispose instead.
3) For those fail to handle “CCC Exemption Statement”, the
inspection and quarantine department provides convenience of release at
first and making up then according to practical conditions. The consignee

and user need to submit application form, relevant participation letter,
customs’ proof of temporary imported goods, manufacturer’s product
qualification certificates, post-exhibition treatment plans of the exhibitors
and manufacturers’ self-declaration on safety responsibility of the
exhibits in the process of using, and also relevant safety performance test
reports if necessary. For those with release at first and then making up
certificates, the consignee, user or inspection staff needs to handle the
certificate at Chengdu Entry-Exit Inspection and Quarantine Bureau
within three working days after the clearance of the exhibits, and hand in
it to the port inspection and quarantine department for recording.
4) Prepackaged food, cosmetics for sale on the exhibition need to go
through customs inspection in advance, and only be sold when the
products are proven to be qualified and issued with the Entered Goods
Inspection and Quarantine Certificate.
V. Legal Responsibilities and Interpretations
(I) For those who escape from the supervision of inspection or
quarantine or refuse to declare faithfully, the inspection or quarantine
department needs to ascertain their legal responsibilities according to
laws and regulations. The inspection and quarantine staff shall strictly
fulfill their duties, give administrative sanctions to those who break the
law or breach their duty, and investigate criminal liabilities if constituting
crimes.
(II) Sichuan Entry-Exit Inspection and Quarantine Bureau shall be
responsible for interpretations of the guidebook.

Appendix III
Relevant Regulations on Bringing Goods by People Entering
and Exiting the Country
Quarantine Management Methods for Bringing Goods by People
Entering and Exiting the Country (No. 146) from the General
Administration of Quality Supervision, Inspection and Quarantine of the
People's Republic of China (AQSIQ) stipulates:
(I) Banned goods at entry:
1. Animal and plant pathogens (including bacteria, viruses, etc.), pests
and other harmful organisms
2. Affected animals and plants, animal and plant products and other
quarantined items from animal or plant epidemic-stricken countries or
regions
3. Animal carcasses
4. Soil
5. Goods mentioned in the List of Banned Animals, Plants & Related
Products Which Cannot be Brought or Posted into the People’s Republic
of China
6. Waste products, radioactive substances and other prohibited materials
which cannot be brought into country as stated in the national regulations
Passengers carrying the aforementioned goods must give them to
inspection and quarantine officers
(II) Goods permitted at entry which should be declared and submitted for
inspection at the Inspection and Quarantine Department:
1. Animals and plants, animal and plant products and other quarantined
items entering the border
2. Biological species resources, endangered wild animals and plants and
related products entering and exiting the border
3. Wild animals and plants and related products under state protection
exiting the border
4. Microorganisms, human tissues, biological products, blood, blood
products and other special goods (hereinafter referred to as “special
goods”) entering and exiting the border
5. Corpses and bones entering and exiting the border

6. Baggage and goods entering and exiting the border from epidemic
areas, contaminated with infectious diseases, or that may spread
infectious diseases
7. Other goods that must be declared and submitted for inspection at the
inspection and quarantine department according to the regulations of the
AQSIQ;
8. Pets, such as dogs and cats (Every person is limited to one pet and
should provide valid quarantine and vaccination certificates issued by
official animal inspection and quarantine authorities in their exporting
countries or regions to the inspection and quarantine department. Pets
should have chips or other valid identification certificates, and must be
taken to designated locations for inspection and quarantine upon entering
the border.

Appendix IV
List of Banned Goods at Entry & Goods that must be Declared
to the Inspection and Quarantine Department for Approval in the
People’s Republic of China
I. Banned Goods at Entry
For more information on animal and plant pathogens (including bacteria
and viruses), pests and other harmful organisms, animal carcasses, soil;
affected animals and plants, animal and plant products and other
quarantined items from animal or plant epidemic-stricken countries or
regions that are banned from entry, please refer to the List of Prohibited
Animals and Related Products from Animal and Plant Epidemic
Countries/Regions and the List of Plants Banned from Entry to the
People’s Republic of China within the Animal and Plant Quarantine
program published by the AQSIQ on WWW.AQSIQ.GOV.CN.
II. Goods Should be Declared to the Inspection and Quarantine
Department for Approval
1. The following animals and animal products should be declared to the
Sichuan Entry-Exit Inspection and Quarantine Bureau for quarantine
approval before entry:
Animals and related products: (1) live animals (except companion
animals); (2) embryos, semen, zygotes and breeding eggs of live animals;
and other animals’ genetic materials; (3) inedible animal products with
Class I and II risks; (4) animal-derived feedstuffs and feed additives; (5)
meat and related products (including organs) entering the border; (6)
aquatic products, ‘bird’s nest’ and animal-derived traditional Chinese
medicines entering the border; (7) raw milk and its related products,
pasteurized milk and flavored milk made from pasteurized milk
processing.
Plants and related products: (1) fruit and vegetables: fresh fruit, tomatoes,
eggplants and peppers; (2) grains: barley, rye, oats, sorghum and their
processed products, such as malt; (3) beans: green beans, peas, red beans,
broad beans and chickpeas; (4) tubers: potatoes, cassava and sweet
potatoes; (5) feeds: wheat bran, bean cake and bean pulp.
2. Cultivated or wild whole or partial plants available for reproduction
like plants, nursery-grown plant (including test-tube plantlets), fruit, seed,
stock, scion, cutting wood, leaf, bud, root tuber, tuber, bulb, corm, pollen
and cell-cultivated plants. Seed, seedlings and other reproduction
materials for exhibiting should be reported by the Sichuan
administrations of agriculture or forestry for quarantine approval before

the entry.
3. Following exhibits are not required to be applied for quarantine
approval
Animal products: wet (dry) blue skin, tanned skin, washed feather,
washed fur, carbonized wool, shellfish, aquatic products, bee products,
egg products (except fresh eggs), dairy products (except for raw milk and
its relevant products, pasteurized milk and concocted milk through
pasteurized milk processing).
III. Special Goods Should be Applied for Quarantine Approval
Special materials like microorganisms, human tissues, biological products,
blood and blood products.
At least seven workdays prior to the exhibit delivering and shipping,
exhibitor or agent should file application to the Sichuan Entry-Exit
Inspection and Quarantine Bureau.

Appendix V
Provisions on Compulsory Certifications
Products listed in China Compulsory Certification Catalogue (CCC
Catalogue) include cables and wires, circuit switches and devices
protecting or connecting electrical equipment, low-voltage apparatus, low
power motor, electric tools, electric welding machines, household and
similar equipment, audio and video products, information technology
equipment, lighting equipment, telecommunication terminal equipment,
motor vehicles and safety accessories, motor vehicle tires, safety glass,
agricultural machinery products, fire products, safety protection products,
decoration products, children products and wireless LAN products.
For detailed product catalogue and information, please refer to the
Announcement of the Certification and Accreditation Administration of
the P.R.China on Publishing the Description and Definition Statement of
Compulsory Certification Catalogue (No. 45) released by the
Certification and Accreditation Administration of the P.R.China on
http://www.cnca.gov.com/ in 2014.
In principle, exhibitors or agents should apply to the Chengdu Entry-Exit
Inspection and Quarantine Bureau for approval of CCC exemption
through CCC exemption electrical approving system seven workdays
before the exhibits arrive at a Chengdu port.
Application for entry of finished vehicles should be made to the
Certification and Accreditation Administration of the P.R.China by the
Sichuan Entry-Exit Inspection and Quarantine Bureau for inspection
approval.

Appendix VI
Supervisory Requirements on Inspection and Quarantine of
Plants and Relevant Products for Exhibition
1. Exhibition Filing
1.1 Exhibition sponsor or agency should submit approval documents to
inspection and quarantine department for filing.
1.2 Exhibition sponsor or organizer should provide working place and
necessary office facilities for the inspection and quarantine official who
are responsible for the supervision at exhibition site.
1.3 Inspection and quarantine department should inspect the on-site antiepidemic measures and conditions for exhibits storage and exhibition.
Exhibits are allowed to be stored and showcased at places which can be
completely isolated.
2. Evaluation, Certification and quarantine Treatment
2.1 Exhibits meeting the exhibition requirements
Exhibits that meet the exhibition requirements will be issued the Imported
Product Inspection and Quarantine Proof (Voucher 5-1) bearing notice of
“approved to be exhibited under the supervision and management of
inspection and quarantine department during exhibition and disposed
according to the quarantine regulations after exhibition”.
2.2 Exhibits failing to meet the exhibition requirements
Exhibits that didn’t go through quarantine approval procedure (like
concealing and missing report) should be sent back or disposed with the
Inspection and Quarantine Processing Notice (Voucher 4-2).
Exhibits that are unqualified and cannot be treated effectively should be
sent back or disposed with the Inspection and Quarantine Processing
Notice (Voucher 4-2).
Exhibits that have been badly damaged by pests and lost it use value
should be sent back or destroyed with the Inspection and Quarantine
Processing Notice (Voucher 4-2).
Exhibits that are proved to be unqualified but can be effectively treated
are allowed to be displayed after proved to be qualified. During the
exhibition, the exhibits should be displayed under the supervision and
management of inspection and quarantine department. After the
exhibition, the exhibits should be disposed according to the quarantine
regulations.

3. Quarantine Supervision
3.1 During the exhibition period, any plant and plant product for
exhibition should not be put on sale.
3.2 Management on supervision targets
After on-site and laboratory quarantine, all plants and plant products for
exhibiting purpose should be placed and grown at designated places
under the supervision of inspection and quarantine personnel.
All plants, plants with soils and isolated reproduction materials for
exhibiting purpose should be uniformly managed by exhibition sponsor.
Management staff should be specially assigned by organizers of the fair
for the management of exhibition sites, isolated areas and nursery gardens.
Management staff should prepare management chart and description with
detailed information on the name, variety and quantity of plants. In
addition, exhibition and cultivation plan as well as numbers of planting
areas and isolated places should be indicated.
Management staff should submit the photocopy of management chart to
the inspection and quarantine office for filing.
During the exhibition or isolation period, the exhibits are not allowed to
be moved or sold at will. If the plants need to be transferred to other
places, report to the inspection and quarantine personnel for approval and
the new location should be noted down.
3.3 Exhibition conditions
Exhibition conditions for seeds, seed ball, cutting flowers and cutting
leaves: the products should be kept away from cross infection of plant
diseases and pest damage. Booths should be safeguarded and separated at
a proper spatial interval.
Exhibition conditions for potted plants, seedlings and potato plants: part
of the exhibition site should be marked out for isolation. Exhibition and
isolated quarantine (two years for fruit trees and a growing period for
other plants) should be carried out at the same time under the following
conditions:
1) Plants should be uniformly managed by the organizer. Exhibitors
should provide management chart and descriptions indicated with the
information on plant name, variety and quantity, cultivation plan and
numbers of planting and isolation areas.
2) Set up signboard marked with of the notice of “Separately Cultivated
Plants”.

3) The area for separate cultivation should be kept at a distance from the
visiting passageway to ensure that they are out of reach of visitors.
4) Separately cultivated plants are not allowed to be grown in the same
planting bed with other plants in the same or different families.
Isolated plants cannot be moved to other places without approval of
inspection and quarantine personnel.
Soils in the area for separate cultivation should be disinfected after
separate cultivation.
7) Other plants or materials displayed in the same pot or region with
specially approved plants with soil should be handled according to
relevant regulations.
Exhibition conditions for plants with soil: plants which are inseparable
with soil should be exhibited under the following specified conditions
with the special approval from the AQSIQ:
1) Formulate management methods, establish special management site
and assign management personnel.
2) Grown plants in special containers which are in specified size and able
to prevent water and soil drain.
3) Keep the plants in places where visitors cannot easily reach or take
measures to ensure the plants out of reach.
4) Before transferring the plants to other places, approval from the
inspection and quarantine personnel should be obtained.
5) Except for the soil covered with moss and other plants, the flower pot
should be disinfected or covered with gauze.
Exhibition conditions for tobacco plants (tobacco leaf and tobacco sheet):
should be exhibited under the anti-epidemic conditions to prevent
spreading of downy mildew.
Exhibition conditions of fruits and vegetables (fresh fruit, tomato,
eggplant and pepper fruit): should be exhibited under the anti-epidemic
conditions to prevent the spread of fruit flies pests.
3.4 Quarantine identification
Signboard of “Separate Cultivation” should be set up at isolated booths or
nursery gardens for separately displayed plants.
Signboard with words of “Plants with Soil” should be set up at isolated
place.

3.5 Epidemic supervision
To ensure that the exhibits are in good condition, periodically inspect the
exhibits and mount or hang insect trap devices like black light lamps,
fruit flies trapper and yellow sticky card for liriomyza at exhibition and
isolated areas.
3.6 Plants and plant products died, rotted and degenerated during the
exhibition period should be disposed in bulk. For isolated plants, relevant
personnel should not only cut the stubbles but also disinfect the soil under
the supervision of inspection and quarantine personnel.
4. Post-Exhibition Treatment
In principle, all plants exhibited should be disposed in bulk. Plants which
need to be kept should be reported to inspection and quarantine
department for approval and applied for new procedures according to the
relevant regulations. Quarantine should be conducted as required.
Unqualified plants, fruit and vegetables should be disposed. Soil should
be disinfected. Transgenic products must be sent back or disposed. If
usage needs to be changed due to special reasons, entry inspection and
quarantine procedures should be handled according to relevant
regulations. Other qualified plant products can be sold or given away.
4.1 Anti-epidemic measures should be taken at the exhibition site.
