HSCF Forum Meeting- Draft Minutes

1. Recruitment of new chair for HSCF
Elizabeth Bayliss:




Elizabeth is leaving Hackney and will be stepping down as a
chair from the Health and Social Care Forum by May this year.
We will be re-electing for new chair, there is an application
process.
Support will be provided to anyone thinking to becoming chair.
Submission deadline is Monday 13th April at 5pm.

chair.
2. Role of HSCF Steering Group & Forum
Elizabeth Bayliss:




HSCF Steering group is chaired by HSCF Chair Person
The issues that get picked up at the steering group need to
come from the membership.
HSCF Forum is the membership where the issues of concern need
to come and they get picked up by steering group members
who then start to work on it.
We want to match the steering group with the HSCF forum
meeting so we have the forum meeting before a steering group
meeting that way the forum meeting can feed issues through
into the steering group.

We have different special interest groups (SIG) which brings
together providers and users to share good practice and they
are Mental Health SIG, Older People/Disabled People SIG,
Learning Disability SIG Meeting & User Voice SIG meeting.
All of the SIG’s feed into the steering group.
Upcoming SIG’s Meeting:


Mental Health SIG Meeting- next meeting is a special meeting
around Mental Health Needs Assessments; Nicole Klynman who is
a Consultant in Public Health will be coming to this meeting. Monday 22nd June 2015, 11am- 1pm- Venue to be confirmed
Joint meeting- OPSIG/DISSIG & Learning Disability SIG Meeting
around Day Opportunities, Mike Corrigan who is the Head of
Services at Hackney Service Centre; he will be giving us an
update about day opportunities - Monday 20th April 2015, 2pm4pm- Venue to be Confirmed.

Questions and Answers:
Q. The acronym you use ‘SPV’ what does it mean?
A. Jake - ‘Special Purpose Vehicle - It is a common term and method
which is used a lot in business. In Hackney we called the SPV City and
Hackney Together and its predominately focussed around health and
social care - in future we might look at employment or other policy
areas’.
Q. How large would you like the membership of the SPV to grow to?
A. Jake - ‘We have not put a cap on it, we have set out for it to be a
partnership of health and social care providers so there is no limit at
all’.
Q. Do you help organisations to be skilled up and suitable to take part
of the quality standards and etc?

A. Jake -‘if there are parts of the membership criteria that you currently
don’t know or can’t meet then Hackney CVS staff we will go through
the steps you need to take to get there i.e. we can provide one to one
advice’.
Q. Are the dates, times and venues of these board meetings in the
public domain? Do you publish their minutes? Are any of those meeting
held in public?
A. Jake- ‘There will be an aspect of commercial sensitivities that
prevent them being in public domain. I think it is better that people
raise issues about the SPV in things like our AGM which are public
meetings’.
A. Elizabeth- ‘If there are issues that are of concern then they could
come to the HSCF forum and the HSCF forum can represent those
interests into the SPV so that the privacy of information is retained but
the public forum allows for issues to be discussed’.
Recommendation by Members - to have a regular meeting either
quarterly or once a year for all members to share information around
SPV.
Next Steps Forward- Actions
 To have a meeting for SPV members once a year - Jake to speak
to Rebecca Clarkson (City & Hackney Together Director)
 Invite Rebecca Clarkson to the next HSCF Forum meeting to
discuss the membership process.
 To send the website link about the SPV to everyone.

Some Questions and Answers asked by members to Rob
Q. In regards to hawders in Hackney under the New care act 2014 it lists
hawding as a safeguarding issue under self and neglect for the first time
just curious to know if Hackney are preparing for that?
A. Rob- ‘Hawding huge issue for us in hackney, An officer from Hackney
Homes is working with our public ground people to try look at a hawding
service, we know there are big issues around hawding and we know we

got to have something ready, any concerns regarding hawding email me
I will put you in touch with that officer’.
Q- In regards to the significant impact on wellbeing social workers don’t
know what it means; for example shopping is the impact on the person;
the shopping is going into the significant impact of wellbeing therefore will
this be impact on the person life if they can’t do shopping?
A. Rob- ‘In regards to assessment what has changed from the care act is
that it has gone from 7 to 10 domain which we have to assess around,
which wasn’t in the old facs system, there is an improvement and it should
make things much better in terms of the assessment going forward and
eligibility so anything that impacts on the persons wellbeing and its
discussed at assessments will be taken into account so that is what it
means.’
Q. In regards to assessments and eligibility criteria regarding significant
impact, who is going to be advocating these people?
A. Rob- ‘We are taking legal advice, our social workers and staff are being
trained through a national trainer in terms of the assessment and legal
challenges, it is a case by case assessment and that’s how we can
determine the significant impact what the government have done for
next year, going forward we need to make sure when the governments
appeal process come out we have the best possible process because
people will appeal’.
Q. Which is the legal group that you pass advice from?
A. Rob- ‘We have our own internal legal section and our external is pan
London legal experts this is where all the local authority come together
London social care programme, LGA and DAS looking legally at all the
requirements through the care act and advising councils across London’.
Q.In regards to the Integration, Co-operation and Partnership on the slides
require bit of clarity on who is going to engage in the partnership, what
exactly are they going to Co-operate and what is the collaborative
approach that they are taking?
A. Rob- ‘If you look at the Care Act Legislation and the guidance it is
driving for the agenda around integration. The NHS 5 year plan echoes
the Care Act and the need for local authorities, public health bodies,
Housing etc all the big statutory organisations to work together to share
the resources and do things differently’.

Q. Market failure and your duty to prevent if there is, my understanding
is that you identify organisations that you cant allow to fail because
that would lead to bigger gaps to service users, will you be confidering
culturally specialists services within that?
A. Rob- ‘This is Genettes area in terms of commissioning because she
has responsibility for market place for the provider failure.’
Q. How will you be shaping some existing services especially Targeted
Preventative Service, what is your plan?
Rob- ‘It would be useful to invite Genette as she is responsible for
market place, reshaping services contracting, procurement &
commissioning.’
Q. What is the Care Act doing about the needs of the Carers?
A. Rob- ‘We got carers assessment, even if the person cared for isn’t
eligible for services, carer can put themselves forward as eligible it is in
the Care Act.’
Q. In regards to direct payment services for mental health there isn’t
much choice to socialise with?
A. Rob- ‘When Genette comes to the next forum raise this with her
because she has done a lot of forensic investigation around direct
payments.’
Some of the comments made by members:
1. Psychological wellbeing has been neglected for very long time,
needs of the carer must be taken into consideration.
2. The political representatives i.e. MP’s, Councillors etc have to say
to the government ‘what you are demanding in terms of
standard of care and quantity of care which you are requiring
cannot be done on the basis of funding you are offering.’
3. There are lack of understanding around the future for the carers,
more communication needs to happen.
4. When we make referrals to Adult Social Care sometimes feels like
we are viewed as the enemy and we are getting short shrift from
social workers when we are enquiring about referrals- better
communication with partners would be very helpful when we are
making referrals.

To invite Rob to the HSCF SIG meetings in 2-3months time to get
an update of how things are going.

In the strategic Meeting with Kim Wright their Director Rob will put
it in the agenda just to monitor and see how things are planning
out.
