A private candidate may be home-schooled or is self-taught. Private Candidate Registration Centers (PCRC) are designated locations where potential private candidates may register and sit for A-Level National Examinations. Private Candidate Examinations Centers (PCEC) are designated locations where registered private candidates sit for A’ level National Examinations. Private Candidate Index Number (PCIN) is a unique number issued to a registered private candidate. This is used to identify the candidate during the examination period and will appear on the examinations results of the candidate. Provisional clearance for registration (PCR) is a note provided by a REB official to an individual wishing to register as a PC. It confirms that the individual is eligible to register as a private candidate. Upon being issued with a PCR, the prospective private candidate is required to pay the private candidates registration fee as determined annually by REB (currently 15,000frw), to be able to fully register as a private candidate. Private Candidate Registration Form (PCRF) is a designated form which the aspiring private candidate completes with the required information. The PCRF MUST bear a signature of a REB delegated official and an official stamp of REB. At the time of registration, one (1) original of PCRF and its copy must be filled and submitted to the REB official. See annex for a sample of a PCRF. 3 4 Section A: Introduction These guidelines are intended to guide anyone who wishes to register to sit for A-Level National Examinations as a private candidate. The guidelines provide information on eligibility for registration as a private candidate, the process of registering and other useful information. Section B: Conditions for eligibility for registering as a private candidate The following are conditions for eligibility to register as a private candidate: 1. People who sat for A-Level National Examinations in Rwanda (or the equivalent in other countries) in any academic year prior the year in which they intend to register as private candidates. 2. People who sat for O-Level National Examinations (or the equivalent in other countries). At least 5 years from the date of sitting for the O’ level Exam and did not continue to; or dropped out of A’ level. In this category, they should at least have finished ordinary in 2010 or before. 3. People who hold qualifications which were offered in Rwanda in the past years including the following: Section C: A3, A4, D4, D5, ENI (Ecole Normale Inférieure), EMP (Ecole Moyenne Pédagogique), EMM (Ecole Ménagère Moyenne), EAP (Ecole d’Apprentissage Pédagogique), EMA (Ecole de Moniteur Auxilliaire), ENA (Ecole Normale Auxilliaire), ENTA (Ecole Normale Technique Auxilliaire), Section Familiale, CERAR (Centre d’Education Rurale et Artisanale au Rwanda), CERAI (Centre d’Education Rurale et Artisanale Intégrée) Requirements for registration as a private candidate 1. Valid original personal identification (such as: Identity Card, Passport, etc) 2. Original copies of certificates, result slips, etc. proving completion of the education levels mentioned in Section B. 3. Two (2) recent identical colored passport size photos, clearly showing both ears. These will be attached to the Private Candidates Registration Form (PCRF). 4 5 Section D: Private candidates registration fees 1. A private candidate MUST pay a non-refundable registration fee of 15,000frw, so as to fully register. 2. Payment of the registration fee MUST BE DONE ONLY AFTER you have been issued with a Provisional Clearance for Registration (PCR). No refund will be made in case a candidate pays before obtaining a provisional clearance. Section E: Registration process 1. A candidate MUST register in person. Registration cannot be delegated. 2. There are currently thirteen (13) Private Candidates Registration centers (PCRC) in the Five (5) provinces nationwide. The Districts’ names and district codes of these centers are indicated below. Registration of Private Candidates will take place at these centers. Please see Section F below for the registration dates 3. The PCRC are determined and communicated by REB on an annual basis at least before 4. 5. 6. 7. the registration exercise starts. Upon regitration as a Private Candidate, one is issued with a unique identification number referred to as "Private Candidate’s Index Number (PCIN)". This comprises of the following: (1) the district code (the district where the candidate registeres), letters: PC (denoting: Private Candidate), three letters of the subject combination (e.g. PCM, for Phyisics, Chemistry, Mathematics), and a three digit number (the candidate’s individual number). Example of a full PCIN is: 0204PCMPG008. Note that a full PCIN is made of 12 characters. Further information about the PCEC and PCIN can be obtained from the District Education Officers (DEO) at the respective District headquarters. A telephone contact for the DEO has been provided. Candidates MUST sit for A’ Level National Examinations at the Private Candidates Examination Centre where they registered. A PC cannot register at the school examinations centres. Any PC who registers at the school examinations centre will have his/her candidature cancelled. Section F: Registration dates 1. Registration of private candidates for 2015 A-Level National Examinations will start on on 4th May to 9th May 2015 countrywide. It will take place on each working day from 8.00am to 5.00pm.After 9th May, 2015 no candidate will be registered at these PCRCs. 2. A candidate MUST fill identically two original forms bearing the same serial number on which he/she must fix the photos mentioned in Section C. 5 6 Section G: General information 1. Science practical examinations: Information regarding science practical examinations (Physics, Chemistry & Biology) and other details will be communicated to candidates two months before sitting for examinations. 2. Candidates are encouraged to indicate their e-mail and telephone contacts on the final list. 3. Reserving (carying forward) of grades obtained from previous A-Level National Examinations is not permitted. A candidate who intends to repeat A-Level National examinations MUST repeat all subjects in the subject combination, i.e. must not change their subject combination. 4. Examination mis-conduct: A private candidate who registers must respect all rules and regulations governing National Examinations. Failure to oblige, a candidate is punished according to the law, rules and regulations governing National Examinations in Rwanda. Further details on the examinations rules and regulations will be provided in a separate document on rules and regulations governing National Examinations conduct. 5. Any candidate who registers using forged documents, will be punished anytime whenever it is proved that he/she was not eligible for registering as a private candidate. 6. Identification documents to bring at the examinations centre. A registered PC MUST bring the original PCRF and an Identity card on all examination days. 7. Examination Calendar. Timetables for the examinations are available for you to view, print or download from REB's website: www.reb.rw. If you don't have access to internet, you can view the timetable from REB notice board or contact the Private candidates officer at REB. 8.
