DECISION
APPROVING THE WATER SUPPLY MASTER PLAN OF HANOI CAPITAL THROUGH 2030,
WITH A VISION TILL 2050
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Urban Planning dated June 17, 2009;
Pursuant to the Construction Law dated November 26, 2003;
Pursuant to the Government’s Decree No. 37/2010/ND-CP dated April 07, 2010, on the
formulation, evaluation, approval and management of urban planning;
Pursuant to the Government’s Decree No. 117/2007/ND-CP dated July 11, 2007, on clean water
production, supply and consumption, and Decree No. 124/2011/ND-CP dated December 28, 2011,
amending and supplementing a number of articles of Decree No. 117/2007/ND-CP;
At the proposal of the Chairperson of the Hanoi City People’s Committee, and the appraisal
opinion of the Ministry of Construction,
DECIDES:
Article 1. To approve the water supply master plan of Hanoi Capital through 2030, with a vision till
2050, with the following principal contents:
1. Scope of study and formulating master plan
The scope of study: the entire administrative geography area of Hanoi Capital with a total area of
3,344.47 km2, expanded to vicinities of Hanoi Capital.
The scope of formulating master plan: urban areas, industrial parks and adjacent rural areas in
associated to the urban water supply in geography area of Hanoi Capital.
2. Planning viewpoints:
- To be conformable with the master plan on socio­-economic development, master plan on land
use, and general plan on construction of Hanoi Capital through 2030, with a vision till 2050; master
plan on the water supply of three northern, central and southern key economic regions through
2030; orientations of water supply development for urban areas and industrial parks of Vietnam
through 2025, with a vision till 2050, and other relevant specialized master plans already approved
by competent authorities.
- To tend to stable and sustainable development on the basis of optimum exploitation of resources,
meeting the demand on clean water use with assured quality, and meeting the socio-economic
development requirements of Capital.
- To ensure rational and thrifty exploitation and use of water sources, considering impacts of
climate change and environmental pollution; to prioritize surface water and gradually replace
groundwater sources.
- To encourage all economic sectors to participate in the water supply investment and development.
3. Objectives of the master plan
- To concretize the orientation of water supply development of Hanoi Capital in the general plan on
construction of Hanoi Capital in the period by 2030, with a vision till 2050, already approved by the
Prime Minister.
- To identify demand of clean water use, plan on water supply and development of water supply
system, and the investment demand in each period. To rationally exploit water sources
(groundwater and surface water).
- To continuously improve quality of water supply service, ensuring water supply safety. To
modernize step by step system of clean water management, production and business.
- By 2020, the rate of people who have access to clean water in the inner urban center will reach
100% (a number of new development zones which are established from rural districts will reach 95100%); in satellite urban areas, it will reach 90- 95%; and in ecological urban areas, it will reach 8590%. By 2030, for urban centers, it will be 100%; for satellite urban areas, it will be 100%; and for
ecological urban areas, it will be 95-100%.
- To reduce rate of loss of revenue from clean water as well as clean water losses, in order to reach
22-27% by 2020; and below 20% by 2030.
4. Water supply standard
It will be based on the current standards and technical regulations.

- Water supply scope of Da river surface water plant: satellite urban areas at west of Hanoi (Son
Tay, Lang Hoa Lac and Xuan Mai); ecological urban areas (Phuc Tho, Quoc Oai and Chuc Son);
along Lang- Hoa Lac road; urban centers at southwest of Hanoi (from Belt 3 to Belt 4 and adjacent
rural areas).
- Water supply scope of Red river surface water plant: urban centers of Hanoi; a part of the urban
area at west of Hanoi (Dan Phuong and Son Tay); a part of the urban area at north of Hanoi (Me
Linh, Dong Anh and Soc Son), and adjacent rural areas.
- Water supply scope of Duong river surface water plant: urban centers at northeast of Hanoi (Long
Bien district, Gia Lam rural district, a part of Dong Anh rural district), south area of Hanoi (a part of
Hai Ba Trung and Hoang Mai districts); Phu Xuyen satellite urban area and adjacent rural areas. In
addition to, it will also supply water for some areas of Bac Ninh and Hung Yen provinces.
b) Water sources:
* Surface water sources:
- Da river: To be exploited with a flow of 600,000 m3/day in period by 2020; 1,200,000 m3/day in
period by 2030; and 1,500,000 m3/day with a vision till 2050.
- Red river: To be exploited with a flow of 300,000m3/day in period by 2020; 450,000 m3/day in
period by 2030; and 600,000 m3/day with a vision till 2050.
- Duong river: To be exploited with a flow of 300,000 m3/day (240,000 m3/day for Hanoi) in period
by 2020; 600,000 m3/day (475,000 m3/day for Hanoi) in period by 2030; and 900,000 m3/ day
(650,000m3/day for Hanoi) with a vision till 2050.
* Groundwater sources:
+ In period by 2020: The exploitation capacity will be 623,500 m3/day, including 409,500 m3/ day
for central area of Hanoi; 36,000 m3/day for the southern area of Red river; 30,000 m3/day for Son
Tay area; 72,000 m3/day for northern area of Hanoi; and 76,000 m3/day for eastern area of Hanoi.
+ In period by 2030: The exploitation capacity will be 613,000 m3/day, including 395,000 m3/day
for central area of Hanoi; 36,000 m3/day for the southern area of Red river; 30,000 m3/ day for Son
Tay area; 72,000 m3/day for northern area of Hanoi; and 80,000 m3/day for eastern area of Hanoi.
+ In period by 2050: The exploitation capacity will be 578,000 m3/day, including 360,000 m3/ day
for central area of Hanoi; 36,000m3/day for the southern area of Red river; 30,000 m3/day for Son
Tay area; 72,000m3/day for northern area of Hanoi; 80,000 m3/day for eastern area of Hanoi.
- The exploitation capacity of a number of poor- quality groundwater sources at southern of Hanoi
will gradually decrease and exploitation operation will be stopped in 2020 for Ha Dinh water plant
and 2030 for Tuong Mai and Phap Van water plants. These groundwater sources will be replaced by
surface water sources from Da river and Duong river surface water plants.
c) Water treatment technologies:
- The newly built water plants should select modem, energy-saving and environmental protection
technologies and equipment.
- For groundwater sources: The traditional technology will be applied for aerating and preliminary
treatment (exposure; flocculation, depositing or filtration at phase I) - rapid filtration - disinfection.
- For surface water sources: To apply technology of preliminary disposing- mix - flocculation disposing - rapid filtration - disinfection.
d) Water supply pipe network:
- In period by 2020, about 156.9-km network of water transmission pipeline and grade-I pipeline
with diameter of ³ 1,000 mm will be built, including:

- A network of about 686.5 km of transmission pipeline and grade-I pipeline with diameter of <
1,000 mm will be built by 2020 and about 124.9 km in period by 2030.
- Distribution pipelines (grade II) and service pipelines (grade III): 6,250 km distribution pipeline
and service pipeline is expected to be constructed in period by 2020 and 3,602 km in period by 2030
in urban areas.

7. The prioritized projects
a) Investment projects in the period by 2015:
- Water plant construction investment:
+ Yen Vien township water supply project with capacity of 10,000 m3/day.
+ Increasing capacity of Son Tay water plant from 10,000m3/day up to 20,000 m3/day.
+ Construction of Duong river surface water plant with capacity of 150,000 m3/day.
- Investment in major booster pump stations:
+ Ha Dong district: To build a pump station with capacity of 20,000m3/day, volume of storage tank
will be 4,000 m3. Water from Da river surface water plant will be supplied for Ha Dong district and
the rural districts including Ung Hoa and My Duc.
+ Son Tay town: To build a booster pump station with capacity of 30,000 m3/ day, and volume of
storage tank will be 6,000 m3, taking water from Da river surface water plant to supply for Son Tay
town.
+ Ba Vi rural district: To build a booster pump station with capacity of 10,000 m3/day, and volume
of storage tank will be 1,500 m3, taking water from Da river surface water plant to supply for Ba Vi
rural district.
- Development of transmission, distribution and service pipeline network:
+ To develop a grade-I network with pipe diameter of DN300 - DN1500, in the period by 2015 total
length will be about 300 km.
+ To complete the distribution and service networks in the city with a total length of about 4,000
km, prioritize to develop networks in districts which are lacking in water, and basically complete the
pipe networks in Gia Lam and Tu Liem rural districts, along highways 32, 6 and 1, and Lang - Hoa
Lac, and develop water supply network in the rural areas adjacent to urban area.
- Plan to prevent loss of revenue and clean water loss:
+ To zone and separate water supply pipeline systems; to establish system of management and
supervision over water supply pipeline and water meter systems in the river basins.
+ To train and improve management and operation capacity for water supply units.
+ To renovate or replace about 70 km of old pipes in Ba Dinh, Dong Da, Thanh Xuan, Hai Ba
Trung, Ha Dong and Son Tay; replace about 400,000 water meters.
+ To formulate projects to fight clean water loss and revenue loss.
b) Investment projects during 2015-2020:
- Investment in construction of water plants:
+ To increase capacity of Da river surface water plant from 300,000 m3/day up to 600,000 m3/day.
+ To build Red river surface water plant with capacity of 300,000 m3/day.
+ To increase capacity of Duong river surface water plant from 150,000 m3/day up to 300,000
m3/day ( 240,000 m3/day for demand of Hanoi Capital, the rest is estimated to supply for areas
adjacent to Hanoi in Hung Yen and Bac Ninh provinces).
+ For groundwater plants: To basically maintain the existing plants, reduce the exploitation capacity
of Phap Van, Tuong Mai and Ha Dinh water plants, and gradually turn them into flow-regulating
stations. Ha Dinh water plant will stop exploitation in 2020, and its site is projected for construction
of Hanoi water supply system repair and maintenance workshop.
- To develop networks of transmission, distribution and service pipelines:
+ To complete the urban water supply network from the center to Belt 3.
+ To develop water supply network in the areas from Belt 3 to Belt 4 of the urban centers, Long
Bien - Gia Lam, Dong Anh, Me Linh, Soc Son, Hoa Lac, Son Tay, Xuan Mai and Phu Xuyen urban
areas.
+ To further develop transmission routes from Da river, Red river and Duong river surface water
plants to urban centers and satellite urban areas.
+ To build the main booster pump stations at Kim Bai, Soc Son, Xuan Mai, Phu Xuyen and Chuc
Son.
+ To develop water supply network in rural areas adjacent to urban areas.
8. Overview funding estimate and investment capital sources
a) Overview funding estimate of investment
It will be VND 72,000 billion for implementing the water supply master plan of Hanoi Capital
through 2030. Of which, in the period by 2020, it will be VND 50,000 billion for investment in
groundwater plants, Red river water plant, Duong river water plant of phases I and II, Da river
water plant of phase II and the water supply pipeline networks.
b) Investment capital sources:
- State budget capital;
- ODA capital, foreign aid capital;
- Investment credit capital;
- Domestic commercial loans;
- Capital from domestic and foreign investors;
- And other lawful capital sources.
9. Strategic environmental assessment
a) Forecast of environmental impacts and changes upon implementing the master plan:
- Exploitation of surface water source of Red and Duong rivers: because they are two rivers with
complicated hydrological regimes and flows, the exploitation of their water sources may affect the
flow regimes and cause dyke erosion.
- Exploitation of groundwater sources will affect geological elements, and the water quality will be
unsatisfactory.
- The construction of concentrated water plants, booster pump stations and transmission pipelines
will affect the environment, air, noise, traffic, and so on.
- When water plants operate, they will generate wastes of the water treatment process, which cause
environmental pollution.
b) Solutions to minimize environmental impacts
Water source exploitation and use:
- Surface water sources:
+ To study and assess the negative impacts on the flows and hydrological regimes, to formulate the
process on water source quality and deposit control and monitoring and response plans aiming to
ensure water supply safety.
+ To strictly control sources causing pollution in the river basins such as sewage, waste discharged
from urban areas, industrial parks and agricultural production.
- Groundwater sources:
+ To assess and explore precisely the quality and reserves of groundwater in the area; to formulate
plans for groundwater exploitation and protection.
+ To study, assess and strictly control the decrease of the groundwater level, the quality of
groundwater and extent of ground subsidence relating to groundwater exploitation in the area.
Control of construction activities
- Appropriate design solutions and technologies must satisfy for ecological environment and water
source protection. Concurrently, restrict to the utmost the ground clearance and resettlement.
- In the construction stage:
+ To formulate appropriate construction measures, and solutions to minimize impacts to
environment.
+ Measures to process the air, waste and noise pollution applicable to vehicles and construction
machines at construction sites and along the roads of transportation.
+ Measures to prevent incidents during construction.
- In the operation management stage:
+ To improve the water plant management and operation capacities of water supply units, ensure
industrial sanitation and external sanitation environment of water plants; water used during the
treatment process should be researched for recovery and re-use and sediments and wastes must be
treated up to the prescribed environmental technical regulations.
+ To formulate and carry out plan on safe water supply.
+ To formulate processes on prevention, detection and handling of incidents of clean water supply
systems.
- Other support measures.
Article 2. Organization of implementation
1. The Hanoi city People’s Committee:
- To organize implementation of the water supply master plan of Hanoi Capital in the period
through 2030, with a vision till 2050.
- To assume the prime responsibility for, and coordinate with ministries and sectors in effectively
implementing the investment projects under the water supply master plan of Hanoi Capital in the
period through 2030, with a vision till 2050.
- To formulate financial plans in conformity with the plans on investment in development of water
supply systems in each period; to formulate mechanisms and policies to raise capital for carrying
out this master plan; in which, encourage domestic economic sectors to participate in investment in
construction and management of water supply system in the area.
- To review and formulate plans on land use for water supply works, from works for primitive water
exploitation to water plants and pipeline networks.
- To direct the synchronous implementation of projects on development of water supply pipeline
networks together with projects on development of water plant capacity.
- To formulate and organize implementation of programs and projects on preventing clean water
loss and revenue loss.
- To assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and
Environment in conducting the exploration, survey and evaluation of groundwater reserves in scope
of Hanoi Capital; to assess the impacts of groundwater exploitation on ground subsidence and water
source pollution. On that basis, to formulate plans to rationally exploit and use groundwater sources
and update them in the water supply master plan of Hanoi Capital. To supervise and examine the
exploitation, use and protection of water sources; to formulate and implement plans on safe water
supply.
- To complete the water supply organization and management structure; to build an appropriate
water supply enterprise model in Hanoi City.
2. Relevant ministries and sectors:
- The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and
coordinate with other ministries, sectors and People’s Committees of provinces and cities in the
river basins in monitoring and strictly supervising primitive water sources and water source
pollution; organize application of solutions to protect water sources.
- Ministries and sectors shall base on their functions and tasks assigned by the Government to
coordinate with the Hanoi City People’s Committee in implementing the water supply master plan
of Hanoi Capital through 2030, with a vision till 2050.
Article 3. This Decision takes effect on the date of its signing.
Ministers, heads of relevant agencies and the chairperson of the Hanoi City People’s Committee
shall implement this Decision.
