The National Institute of Strategic Studies (NISS) of Ukraine
performed the first deep investigation of the problem in 2012
This work gave a start for development of concept of state policy
on CIP, namely development of Green Paper (GP) on Critical
Infrastructure Protection.
The first draft of the GP was presented by NISS in 2014 that
followed by expert discussion (with the active participation of
foreign experts supported by NATO Liaison Office in Ukraine
and NATO Energy Security Center of Excellence).

The concept of the GP
The concept of the GP shifts attention from “reactive” policy of
removing crisis consequences on crisis’s prevention, development
of contingency planning, strengthening coordination of different
actors and development of building private-public partnership

GP propose to fix important points of state policy:
- Introduce the definition of “critical infrastructure”
- Shift emphasis from physical dimension of CI protection that dominates currently to
protection of functions and services CI provide (supply)
- Specify categories of threats (natural disasters, emergencies and technical failures,
malicious activities) and elements of CI the threats are aimed at (physical
elements, management systems and communications, facility personnel)
- Fix goals of CIP policy: to ensure the smooth functioning of CI (reliability), the
ability to resist threats (resistibility) and to recover operation in case of interruption
(resilience)
- Predefine CI operation regimes and CIP system control modes (at state and CI
operator levels) and relating organizational and institutional structures as well as
economic and law regimes of CI facilities functioning in accordance with levels of
threats
- Design institutional and organizational structure and responsibilities of involved
parties.

The problems in GP development
- Urgency.
The planned pace of GP development and practical implementation of its
provisions was accelerated due to evolving “hybrid war” against Ukraine.
- Practical implementation.
Having started as scientific research investigation the GP project was transformed
into practical activity on modernization state policy of Ukraine
- Dynamics.
In addition new tools of warfare stipulated the need to rethink the paradigm
of CIP and implement it into future CIP system.
- Deficit of resources.
The team of experts involved in development feel the lack of time, resources
and knowledge in this new field of activity.
- Stiffness of current structure of institutions.
Development of CIP concept have to overcome traditional interest of existing
structure of institutions.

Achievements and updates
The urgency of CIP problems have created general understanding of
needed improvements in current system
The added value of CIP system to present institutions in Ukraine placed in
developing system of “preventive planning” and securing functioning of CI.
The set of main elements and formal tools of CIP system approved and
partly designed. These elements are:
- “Design basis threat”
- “Preventive Action Plan”
- “Emergency Plan”
- “Communication system” (information exchange and efforts coordination)
- “Training”.

Achievements and updates
The main ideas of CIP concept was implemented into body of:
The National Security Strategy of Ukraine (approved by Decision
of NSDC of Ukraine and enforced by Decree of President of
Ukraine in May, 2015)
The Energy Strategy of Ukraine through 2035 (the draft submitted
for endorsement by Government)
The Plan for achieving of energy sustainability of Ukraine (the
draft currently under discussion at ministerial level)
