1. Only Team Managers are allowed to approach Umpires. Eg: Payments of Match fees, any reports,
queries for coaches, etc.
2. Home teams to supply umpires with drinks at all quarters.
3. Any player sent off will be escorted from the ground by the Umpire who shall indicate length of send off
time to the Team Manager. Any player sent off cannot be replaced and can only return at a quarter or
half time break.
4. Boundary umpires must be at least 12 years of age and capable.
5. Boundary umpires must wear a white T-Shirt and be supplied with a whistle.
6. Goal umpires must wear a Coloured vest and be supplied with 2 white flags and a scorecard in all
premiership grade games.
7. Goal umpires must be at least 18 years of age.
8. All spectators must be at least 2 metres behind the boundary line.
9. If a player is injured the game must stop until the player is able to get to his feet unaided, or is carried
from the field. If it is a serious injury eg. Neck, he is not to be moved until the appropriate stretcher or
ambulance can be arranged. A child’s health is of the utmost importance.
10. There is no rule in our Association as to “Time On” for injuries. All games will finish at the allotted time.
Eg. At least 5 minutes before the next scheduled game, regardless of whether 4 quarters have been
played.
11. If a game is running late then the last 2 quarters are to be shortened sufficiently so as the game will
finish on time.
12. Stretchers are to be in close proximity to the boundary before a game may commence.
13. Any player, who has been sent off a second time, is therefore automatically suspended for one match
and is ineligible to receive any Association award. A third send-off will receive an automatic two-match
suspension and the penalty will increase by one match for any further send-off.
14. Only the 15 Metre penalty rule applies in the N.E.M.J.F.A.
15. Under 6’s will play ‘Full Modified Rules’. Boys must be at least 5 years old to play in the Under 6
Competition.
16. Under 9’s must be at least 7 years old to play
17. In the Under 9’s to Under 13’s competition there will be no soccering off the ground.
18. The Goal Umpire has the power to keep the area around the goal posts free of all spectators. Area to be
cleared is 7 metres either side of the point posts and 5 metres back.
19. A club nominating two teams in the U6, U8, U9 or U10 age group shall have teams of comparable ability.
The programming committee will review this after the first three games.
20. The executive shall have the power to report players or Club officials.
21. A player upon registering with one Club in the Current year, which a signature is, a requirement cannot
transfer to another Club during that year except in extenuating circumstances. Two members of the
Executive may meet with the player and his parents to discuss reasons for transfer.
22. There is to be a limit to the number of players clubs may register U/6’s,U/7’s, U/8’s, U/9’s and U/10’s
may register up to 30 players per team or register 2 teams. All other age groups playing for premiership
points may register up to 28 players, except U/16’s who may register up to 30 players.
23. All teams playing U6’s, U/7’s, U8’s, U9’s and U10’s will be of equal numbers, i.e. to lend players to even
up the teams when necessary.
24. In the event of Club Colours clashing the “away” team must change strip.
25. Composite teams must have a minimum of six (6) of the younger age group on the field at all times.
These players must be marked with an asterisk on the team sheet. Teams offending will lose total points
scored for the quarter the offence takes place in. Composite teams must have minimum of eight (8)
composite players registered
26. All clubs are required to use correct side of the oval during matches, eg. Team bunker/bench or either
side of the marked interchange area.
27. Blood Rule:(a) Player is to go off by the quickest way possible until the bleeding stops and the replacement player
can go on as soon as the umpire has indicated that the bleeding player must leave the field.
(b) Change of clothes will be at the discretion of the trainer.
(c) To be policed by the umpire.
28. The Executive will recommend to the delegates to either relegate or promote any teams, which it
considers would be better suited to another grade. The decision will be made at the completion of the 4 th
round (1/4 of the season.). Points for and against will stay with the team. Best & Fairest votes will stay
with the player involved.

29. Runners should be of the age of 18 years and above and be wearing a Green or yellow top with Runner
on it.
30. Players must be registered in the group in which they intend to play, proof of age to be sighted by
appointed Club Official. Registration Form to be signed at the commencement of each Season. After
playing four (4) matches the player cannot go down an age group even if age permits.
(a) Girls playing up to the age of 12 years.
When registering females to play, club officials must advise the Player and Parents/Guardian that she is
only eligible to play in mixed grades Under 8 to Under 12 inclusive. This advice must be given by the
Secretary of the Club, under the rules of the N.E.M.J.F.A. at the commencement of each season in
which the female applies for registration up to and including U/12.
(b) Girls aged 11 upwards are eligible to play in an all girl’s competition U/13’s and U/16’s.
Players are allowed to play two (2) years up.
31. No gloves to be worn by players unless on medical grounds.
32. (1) No spectator will be allowed to enter the playing arena during the course of the Game.
(2) No spectator will be allowed to enter the playing arena at any time during the finals
(3) No person other than a player participating or a match official shall enter the area designated as the
playing surface either before, during or after that game from age groups Under 11 to Under 16
(Please read Interpretation to bylaw 32(3) – page 3 in conjunction with this bylaw)
33. 24 players are allowed to play in any one team in all age groups up to and including U/16’s.
Girl’s teams are allowed to list a maximum of 18 players on team sheets in U/13’s and U/16’s.
34. U16 age group will be allowed to register players up to the age of 16 and 6 months.
35. All metal or permanent goal posts must be adequately padded before a game is allowed to start.
36. Teams are not permitted to leave the playing oval at any of the breaks.
37. All Clubs will supply at least 2 players per age group (U/9’s, U/10’s, U/11’s, U/12's, U/13's, U/14’s &
U15's or as requested, for selection to represent the N.E.M.J.F.A. in the Association matches against
C.D.J.F.L.
38. Any player who refuses to give his/her name and date of birth to an Association official for the purpose of
checking accuracy of same will be suspended from playing within the association until such information
has been provide
39. Clubs participating in all major round matches will have at least 1 Club officials excluding Team officials
in attendance.
40. All registered players in participating teams are allowed on oval during the breaks, during finals.
41. If a stretcher is called for, then the player that it was intended for must leave the ground until the next
break applicable to the age group being played.
42. A trained first aid person shall be in attendance at all home games to be supplied by the home club.
43. Any club playing a de-listed / unregistered player will incur a fine to be fixed, plus loss of premiership
points scored for that game.
44. A two-year age group limit will be put on younger players playing in higher grades.
45. A line to be placed one metre away from the boundary line and 5 metres in length to keep coaches
behind the boundary line during the game. Coaches may not pass over or pass the end of this line.
46. Names and Contact details of all Coaches and Team Managers of all teams must be supplied to the
Association Secretary and Umpires Supervisor. This information to be used in case of any emergency,
when problems arise concerning a match or an umpire.
47. One adult Ground Marshal supplied by each team to be present at all games played during the season,
a minimum of two (2) Ground Marshals are required for all finals in accordance with guidelines as
distributed.
48. Any player upon registering in any team in any division in any age group playing for premiership points in
either the Red or White division cannot play for any another team in the same age group except in
extenuating circumstances as approved by the Executive. Approval will require that three members of
the Executive meet with Club Officials, the player and the player’s parents to discuss the reasons for the
transfer. Any breach of this by-law may result in a loss of premiership points for both teams involved, the
suspension of the players involved, or a fine to be determined by the Executive.

49. Applies to all White/Blue competitions
Member Club’s can field 24 players in any match of The League.
(a) a minimum of 14 players per team must take the field to constitute a match.
(b) each team must play with an equal number of players(14 – 18 on field) during the
minor round.
(c) if a player leaves the playing field due to injury and there is no replacement player
available, at the next quarter time break the opposing team is required to remove
one of their players from the playing field to ensure the number of players on each
team remains the same. This clause does not apply when a player is sent from the field by the
umpire or reported.
(d) teams must play even numbers even in finals round matches regardless of the opposing
Member Club’s playing numbers.
(e)If the team with the lower number of players refuses to accept players offered by the
other team then the team with the higher numbers will not be limited and can play up to 18
players.
(f) It is optional to lend players and it is optional to rotate the loaned players quarter by quarter or
provide them to the opposition for the full match
(g) Any team that refuses to even up sides will lose their points for winning the game.
(h) Players who play for the opposition must be listed on the opposition team sheet
50. Timekeepers must be 18 years of age.
51. Water runners must be 12 years of age and capable.
Interpretation to Bylaw 32(3)
This by law has been implemented to offer added protection to the players that play the game of football
administered by the NEMJFA.
It is no way designed to prohibit the following from occurring.
 Oval inspections by home oval committee.
 Oval preparations by home oval committee / volunteers.
 Oval inspections by umpires.
 Facilitating pre match run through banners.
 Parent / Guardian comforting their child due to injury.
 Pre match warm up for a team not involved in the game in progress, must be restricted to the 50
metre circle at either end of the ground and be no closer than 20 metres to a team huddle.
 Kicking a football on the oval, must be restricted to the 50 metre circle at either end of the ground
and be no closer than 20 metres to a team huddle.
Should there be no game prior to, or following the game in question, the following shall occur.
 Prior to, as soon as any team or umpire enters the playing field, then all persons must immediately
leave the playing field.
 Post game, time line of all teams having left the playing field, plus 5 minutes shall be applied.
It is expected that every NEMJFA club will have a “Code of Behaviour” for supporters and that this policy is
communicated to all club members, supporters and any other person involved with the club in any capacity
to assist with the spectacle of the game. Assistance can be sought from NEMJFA to draft a club policy.
Reports relating to this rule shall be dealt with by the NEMJFA Executive and following appropriate
investigation, penalties may be applied.
