Section 1 - General Information
1-1 The Hope United Methodist Church of Belchertown, MA, acting through its Board of
Trustees; hereinafter referred to as the "Owner", is requesting bids from qualified
contractors to provide construction services on one or more of the projects described in
this document and associated plans and drawings.
1-2 The Owner is soliciting bids for five separate projects and may elect to award contracts for
any combination of these projects which it determines to be most advantageous to the
church, which also meets the grant conditions of the Community Preservation Act and is
compliant with the guidelines of the American Disabilities Act. [ADA]
1-3 Mandatory Pre-bid Meeting and Site Visit - ALL prospective bidders must attend a
mandatory pre-bid meeting and site visit with the Owner at 31 Main St., Belchertown,
MA on Wednesday, July 24th at 3 to 5 pm. Contractors will be required to sign in and
include a complete mailing address and preferred e-mail address. Important handout(s)
containing supplemental information may be given to contractors upon signing in and
follow-up communications will only be sent to those contractors.
1-4 Other site visits by contractors can be arranged by contacting the Owner's representative,
Duane Stinchfield at [email protected] however, such visits will NOT satisfy the
requirement for attendance at the mandatory pre-bid meeting. The Contractor must send
a representative to this meeting; or will not be allowed to submit a bid.
1-5 Interested parties may use the attached form [pp 7 - 9 of this document] to submit bids for
any of the listed projects described herein. All bid forms, accompanied by required
documentation and bid deposit, must be submitted in a sealed package or envelope no
later than noon on August 7th, 2013 to:

1-6 Questions pertaining to these projects and the bid process must be sent to the attention of
Duane Stinchfield via e-mail to [email protected] with a written copy sent to the
address above.

1-7 Bids will be opened and reviewed by the owner at 1 pm on August 7th, 2013.
list of all bids received will be made available to all interested parties.
1-8 Upon verification of bidders' qualifications and references; the owner will announce its
decision to award contracts within ten calendar days of the bid opening.
1-9 Specifications, schematic and structural drawings showing details of the projects described
below can be found on the owner's website http://hopebelchertown.org/?page_id=491 .
In the SECTION titled "Projects" all drawings and documents may be downloaded and
printed for contractor bidding.
1-10 Contractors are NOT to contact the Architect or Structural Engineer directly. ALL
communications must be done via e-mail through the Owner's representative; Duane
Stinchfield at [email protected] and with a hardcopy also sent to the Owner's
address at Hope United Methodist Church - Attn: Trustees, 31 Main St., Belchertown,
MA 01007.
1-11 All work of the contractor(s) must be done in compliance with ADA guidelines and
standards, local and state building codes and proper permit(s) must be obtained from the
Town of Belchertown.
1-12 Contractors are required to produce proof of insurance for Contractor Liability and
Workers Compensation.
1-13 The Contractor will be required to maintain a clean and safe work area at all times.
Appropriate barriers to protect children and adults passing nearby will be required.
Hard hat areas will be clearly marked.
1-14 The Contractor will provide their own dumpster and will cleanup and remove all debris at
the end of each work day.
1-15 Working on a Sunday will NOT be permitted.

Section 2 - Description of Projects
Project 1 - [Concrete work for an ADA Ramp]
1-1 Remove and dispose of an old wood handicap access ramp and construct a new concrete
handicap access ramp with required railings. The dimensions of this ramp can be found
at the Owners website on a PDF drawing titled "Handicap Access Ramp" and also on
AutoCAD drawing ". . . S0 - PHASE 1 CONSTRUCTION".
1-2 Concrete mix shall be 3000 p.s.i. or other as specified by the Owner's structural engineer.
The ramp shall have a non-slip broom finish. Hand rails shall be smooth welded pipe
rails finished with epoxy paint. Railings must be consistent with ADA Guidelines

of hand rails shall be provided by the contractor and subject to approval by the Owner.
1-3 Four steel 6" steel pipes filled with concrete shall be installed as protective bollards and
each will be covered with a PVC type sleeve..
1-4 The contractor shall be responsible for all pavement saw cuts and asphalt restoration
adjacent to the new ramp structure.
Project 2 - [New 1 story Construction]
2-1 Construction of a small single story structural addition to the existing connector between
the main church building and the education wing. This new addition shall include a
[unisex] handicap accessible bathroom. All concrete, plumbing, electrical and carpentry
work included. It is known that the pitch from the bathroom location to the street sewer
connection is a slight upgrade. This project should factor in a waste pump system. The
structural details of this project are on drawing ". . . S0- PHASE 1 CONSTRUCTION".
2-2 All fixtures, hardware and finish materials shall be as specified below (or equivalent as
determined by the Owner).
1. Roof Materials shall be equivalent to the existing asphalt materials on adjoining church
structures.
2. Exterior siding shall be vinyl; same as adjoining exterior walls.
3. A combination light and exhaust fan, appropriately sized, shall be installed in the ceiling
and ducted to the outside.

Bathroom floor shall be ceramic tile with six inch vinyl base cove.
Walls and ceiling shall be primed and painted moisture proof & mold resistant sheetrock.
Safety grab rails shall be stainless steel located on each wall and both sides of the toilet.
Toilet and sink fixtures shall be ADA compliant of a type approved by the Owner.
Bathroom door shall be 36" solid core six panel.
The will be a 1500 watt baseboard electric heater with a wall mounted timer / temp
control unit.
10. It is known that the pitch from the bathroom location to the street sewer connection is a
slight upgrade. Consequently, this project should factor in a waste pump system.
Project 3 - [New Elevator installation]
3-1 This will be a design / build project involving the removal of the existing elevator and
modification to the shaft to accommodate a new, larger ADA compliant elevator with
three stops [same as existing elevator]. The contractor will be required to submit detailed
shop drawings to the Owner's representative for review with the structural engineer.
3-2 The three existing doors and frames shall be removed and replaced with wider door
openings [minimum 36"] and doors will include a viewing glass to determine the elevator
position and who is inside.
3-3 Cost of all materials, labor, permits, review and certification by the Owner's structural
engineer, and the final inspection by the State Elevator Inspection Division shall be
included in the Contractor's bid.
Project 4 - [Interior remodeling for an ADA bathroom]
4-1 Construction of a new ADA compliant bathroom on the ground floor of the main church
building. The bathroom will be constructed in an existing 8' X 14' storage closet. The
Contractor will construct a new wall [8' w X 8' h] to partition the closet. All plumbing
and electrical will be run in the new wall for the sink / vanity installation. The existing
33" door will be replaced with a new 36" door.
4-2 All fixtures, hardware and finish materials shall be as specified below (or 'equivalent' as
determined by the Owner).
1. A combination light and exhaust fan, appropriately sized, shall be installed in the ceiling
and ducted above the drop ceiling to the outside. The switch for this device shall be
inside the bathroom.

2. Bathroom floor shall be ceramic tile with six inch vinyl base cove and rubber transition
threshold at the door opening.
3. Walls and shall be primed and painted moisture proof & mold resistant sheetrock.
4. Ceiling shall be a drop ceiling with moisture resistant insulated ceiling tiles.
5. A mirror with side light shall be installed above the sink / vanity.
6. Safety grab rails shall be stainless steel, located on each wall and both sides of the toilet.
7. Toilet and sink fixtures shall be ADA compliant of a type approved by the Owner.
8. Bathroom door shall be 36" solid core six panel with a occupied indicator built in.
9. The will be a 1200 watt baseboard electric heater with a wall mounted timer / temp
control unit.
Project 5 - [New 2 story Construction]
5-1 This is a new two story addition connecting the main church with the education wing.
This project involves removing and disposal of the existing steel frame fire exit stair
structure. The project includes new foundation work, structural wood framing, roofing
same as adjoining buildings, siding to match adjoining buildings, all electrical, plumbing
and interior finishes, and custom double pane windows per Architects plan.
NOTE: This project also incorporates all the concrete ramp work described in Project 1
on page 4 of this document.
5-2 This new construction will require preservation of the existing single story connector
during construction so as to allow continuous and safe free flow of people in and out and
between the main church building and the education wing. The details of this project are
shown on the AutoCAD drawings and PDFs included on the Owner's website .
5-3 This project incorporates the same single [unisex] handicap accessible bathroom as
described in Project 2. [Same specifications apply].
5-4 All interior railings shall be oak hardwood, stained and 3 coats of polyurethane finish.
5-5 All steps shall have non-slip rubber stair treads.
5-6 All walls shall be primed sheetrock with two coats of semi-gloss enamel paint.
5-7 All flooring shall be direct cement down commercial grade carpet.
5-8 This project requires a full three story fire wall as shown on the structural plans.
5-9 This project intentionally excludes the full service elevator shown on the Architect's plan.

This form must be used to submit a qualified bid on each project described in the documents
advertised by the "Owner" Hope United Methodist Church, 31 Main St., Belchertown, MA.
No other form will be accepted and non-compliant bid submissions will be rejected.

expenses incurred whether directly or indirectly related to the actual construction.

The Bidder agrees that this BID may not be withdrawn for a period of 45 calendar days.
The Bidder understands that the Owner reserves the right to reject any or all bids and to waive
any informalities in the bidding.
Within 10 days of receipt of the written acceptance of this bid, the Bidder agrees to execute a
contract for services with the Owner.
A bid security in the amount of five percent (5%) of the total bid amount is enclosed herewith.
The bid security is a certified check made payable to the "Hope United Methodist Church";
which bid security may become the property of the Owner in the event the Bidder is notified of
a bid acceptance, but then refuses to execute a contract for services.

perform the work as bid according to the plans and specification.

not presently barred from doing construction work in the Commonwealth of Massachusetts
under the provisions of M.G.L., Chapter 152 [worker's compensation] or any other applicable
debarment provisions of any other Chapter of M.G.L. or any rule or regulation promulgated and
is not presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily
excluded from covered transactions by any Federal department or agency.
