REQUEST FOR QUALIFICATIONS
FOR PROFESSIONAL DESIGN FIRM
The Board of Education of the Buckeye Central Local School District, Ohio (the “Owner”) in
accordance with Ohio Revised Code Sections 153.65 through 153.71 intends to contract with a
professional design firm for professional design services (“Professional Design Services”) in
connection with the facilities improvement project consisting of the construction of an auxiliary
gymnasium as an addition to the Owner’s current PK-12 facility plus such additional
improvements as deemed necessary by the Owner (“Project”).
The Owner reserves the right to use one or more of the available construction delivery methods
which may include design-build; construction manager-at-risk; general contracting; and/or
multiple prime contractors.
I.
Scope of Professional Design Services
A.
Construction Manager-at-Risk, General Contracting and/or Multiple Prime
Contracting Delivery Methods.
For any portion of the Project utilizing the construction
manager-at-risk, general contracting and/or multiple prime contracting delivery methods, the
Professional Design Services may include but are not limited to: assessing current facilities;
programming; standard design and construction document phase services; assisting the Owner in
evaluating statements of qualifications submitted by a construction manager-at-risk (where the
construction manager-at-risk delivery method is utilized); bidding/negotiation/GMP phase,
construction phase, closeout phase and post-closeout phase services; civil, structural, mechanical,
electrical, and landscape design and engineering services; and such additional services as may be
necessary or appropriate.
B.
Design-Build Delivery Method.
For any portion of the Project utilizing the designbuild delivery method, the Professional Design Services shall be those customarily provided by a
criteria architect/engineer and may include, but are not limited to, preparing conceptual plans and
specifications; assisting the Owner in establishing the design criteria; assisting the Owner in
evaluating statements of qualifications submitted by design-build firms, including the
qualifications of the design-build firm’s proposed architect or engineer of record; assisting the
Owner in evaluating proposals and the proposed guaranteed maximum price submitted by designbuild firms, and, if requested by the Owner, providing other design and construction administration
services on behalf of the Owner, including but not limited to, confirming that the design prepared
by the design-build firm selected by the Owner reflects the original design intent established in the
design criteria package; and such additional services as may be necessary or appropriate including
but not limited to programming, developing cost estimates, budgets, preliminary schedules,
conceptual site plan and visual images of the Project, community outreach, meetings with
community members and Owner’s staff and administrators, development of presentation materials,
preparing measured drawings of existing facilities, and evaluating and gathering information on
existing or potential sites and facilities and determining the suitability of a proposed site (including
geotechnical and environmental testing and surveys, and testing).

II.
Evaluation Criteria for Selection
Statements of qualifications should separately describe the firms capabilities to provide the
Professional Design Services, and the statements of qualifications should include: a cover letter
that provides the name, address and phone number of the office where the personnel assigned to
the Project will be based and principal contact person; company overview including the number
of years of existence, legal form of firm, location of home office, number of licensed professionals,
and general firm history; the technical training, education and experience of owners and key
personnel who will be assigned to perform services on the Project; the technical training, education
and experience of the firm’s current staff; relevant past work and performance of the firm’s
prospective consultants and the firm’s previous experience when working with its proposed
consultants; the firm’s experience in performing engineering studies and construction
administration; availability of staff; the firm’s equipment and facilities; the location, availability
and accessibility of facilities and equipment to support staff activities on the Project; experience
in new construction, renovation and additions; specification writing credentials and experience;
experience with the design-build, construction manager-at-risk, general contracting and/or
multiple prime contractor delivery methods; services that the firm typically performs in-house
versus services that the firm typically performs through a consultant; experience with working
with a separately retained owner’s representative; the firm’s record keeping, reporting, monitoring
and other information management systems, including the scheduling and cost control systems;
the firm’s experience and approach in managing and facilitating a public engagement process,
including a description on how public input is managed to assist decision-makers; any previous
work performed in connection with the Owner or any other political subdivisions; and other similar
information. In the event the firm proposes a joint venture with another firm, the firm’s statement
of qualifications should provide the same information with respect to the proposed joint venturer
and its qualifications as the firm provides with respect to itself and its qualifications.
III.

Questions regarding interpretation of the content of this Request for Qualifications must be

sent to all firms who are on record with the Owner as having received a copy of this Request for
Qualifications. It is therefore imperative that firms provide full and accurate contact information
to the Owner. The name of the party submitting the question will not be identified in the answers.
Firms considering responding to this Request For Qualifications are strictly prohibited from
communicating with any member of Owner's staff or representatives of the Owner except as set
forth in this Part III
IV.
Submittal Instructions
Firms interested in being considered should reply with four individually bound statements of
qualifications not later than 3:00 P.M., Eastern Daylight Savings Time, on April 15, 2016.
Statements of qualifications received after this date and time will not be accepted.

Responding firms will be evaluated separately and ranked in order of their qualifications. As part
of this evaluation, the Owner may hold interviews with individual firms. The Owner expects to
enter into contract negotiations with the firm ranked most qualified to perform the services needed.
The Owner reserves the right to select one or more project delivery methods and one or more firms
to provide services for the Project and the construction delivery method(s) selected by the Owner
in any manner the Owner deems appropriate. Statements of qualifications received in response to
this RFQ will be placed on file by the Owner as a pre-qualified firm for consideration for future
projects of the Owner in accordance with Ohio Revised Code 153.71(A).
