1 INTRODUCTION
1.1
The Promotion of Excellence in Learning and Teaching in
Higher Education and the Office for Learning and Teaching
The Promotion of Excellence in Learning and Teaching in Higher Education (PELTHE) program consists
of a suite of grants, fellowships, awards and networks and through these the Office for Learning and
Teaching (OLT) promotes and supports change in higher education institutions for the enhancement of
learning and teaching.
In 2015/16, $8 million (indicative) has been allocated to the PELTHE Grants programs, comprising
Innovation and Development grants, Strategic Priority Commissioned grants, and Good Practice
Reports.
1.2
Eligibility Criteria
Under the Australian Government Other Grant Guidelines, institutions listed in Table A and Table B of
the Higher Education Support Act (2003), and other approved higher education providers receiving
places under the Commonwealth Grants Scheme, are eligible to apply for PELTHE grants.

Roles and responsibilities
a. The PELTHE Program Delegate is the Branch Manager of the Office for Learning and Teaching.
b. The OLT administers the PELTHE Grants programs and manages the competitive application
process. OLT staff will assess expressions of interest for compliance against eligibility criteria.
c. Senior OLT staff will assess all expressions of interest against the relevant assessment criteria
and make a decision on one successful expression of interest. The successful applicant will be
approved by the OLT Branch Manager.
d. The OLT will provide access to information on ongoing and completed OLT projects on Work
Integrated Learning (WIL) and graduate employability; and any other information on grants
and fellowship projects needed to complete the good practice report.
e. The OLT will provide an overview of its involvement with the ‘National WIL Strategy’
signatories working group, including minutes of meetings and information on work being
undertaken by signatories and other stakeholders.

1.5
Notification of results of the expression of interest
Applicants can expect to be notified of the outcome by email within one week of the closing date.
The OLT reserves the right to make the first public announcement of the successful applicant.
Conditions under which the grant will be offered to the successful applicant are listed in the
Conditions of Grant (CoG). A sample CoG is available on the OLT website www.olt.gov.au/grants-andprojects/programs-and-applications.

2.1 Good Practice Report – Work Integrated Learning
Key Issues

A Good Practice Report on WIL was completed in 2011 (Australian Learning and Teaching Council)
by Professor Janice Orrell.

In the intervening period the WIL space has developed further, including the introduction of the
National Strategy on WIL announced at the Universities Australia (UA) conference in 2015.

Since 2011, the OLT has funded additional grants and fellowships on the topic of WIL.

Many Australian higher education institutions are also implementing innovative approaches to
WIL and overseas examples of good practice in WIL are available.

The OLT is working with the signatories to the National Work Integrated Learning Strategy
(http://cdn1.acen.edu.au/wp-content/uploads/2015/03/National-WIL-Strategy-in-universityeducation-032015.pdf) on further developing the implementation of the national strategy. The
OLT has committed to commissioning a Good Practice Report on WIL that will complement other
work done as part of advancing the National Strategy.

The researcher undertaking this good practice report will work closely with the OLT and with
higher education institutions and collaborators to the National Strategy.
Aim of the report
The aim of the report is to emphasise the importance of WIL within the concepts of graduate
employability and innovation, as illustrated by examples of current national and international good
practice in WIL.
Scope of the report
 Define the scope of WIL, by:
- Describing the breadth of WIL, as illustrated by examples of current national and international
good practice in WIL, including:
 Case studies or examples illustrating the breadth of disciplines, setting and approaches to WIL,
including;

 Examples of WIL as relevant or not to the discipline, for example: in disciplines where WIL
is integral to the degree qualification versus not integral but contributing to other
graduate/employability capabilities (e.g. required clinical placements versus WIL in Arts
degree), and outlining what the purpose and potential is of WIL in these different
circumstances
 Examples of WIL as relevant to different student groups, for example: full-time oncampus students versus online students; mature-age students versus younger students;
students from rural and remote settings versus studying in cities
 Examples from relevant OLT projects on WIL, in addition to the ones summarised in the
2011 good practice report
 Other relevant national examples of good practice in WIL in higher education, for
example: case studies as listed by the Australian Collaborative Education Network (ACEN);
work undertaken by any of the signatories to the national WIL strategy; and work on WIL
undertaken by other associations
 Relevant international examples of good practice in WIL in higher education
 Case studies or examples illustrating the importance of WIL to students, employers, higher
education, business and other stakeholders, including:
 Examples of WIL experiences and opportunities for domestic and international students.
and where appropriate in a national and international context
 Examples of innovative WIL practices at universities
 Examples of innovative WIL practices at large, small and medium-sized enterprises
 Situate WIL within the concept of graduate employability
 Emphasise the potential WIL has to improve the relationship between higher education and
business/industry/employers, to ultimately enhance innovation
 List relevant research and policy developments undertaken by Australian and international
governments, that aim to improve graduate employability through WIL; or that focus on
strengthening the relationship between higher education and employers/industry/business to
improve WIL experiences and graduate employability
 A list of completed and current relevant OLT projects, including description of aims and outcomes;
deliverables; and impact as described in project final reports
 Around 20 pages (not including appendices), for both an academic and a non-academic audience.

Commerce and Industry (ACCI), Australian Industry Group (AIGroup), the Business Council of
Australia (BCA) and ACEN.

2.2 Project Deliverable
The project should deliver one final WIL Good Practice Report to be published online as an addition to
the existing Good Practice Reports series on the OLT website.
2.3 Project Funding
The OLT will provide up to $80,000 over 5 months.
2.4
Timelines and Project Duration
The timeline should assume that the project will begin on 1 February 2016, and be completed by 30
June 2016. The project deliverable is expected to be completed by this date. A progress update is due
to the OLT by mid-April. The OLT can be consulted at any time during the five-month project.

3 ASSESSMENT OF EXPRESSIONS OF INTEREST
Please note in assessing the expressions of interest, the information may be shared with other
Commonwealth agencies, organisations and individuals, including those you identify in the proposals,
to substantiate any claims or statements that you make, to verify the capacity of your organisation to
manage Commonwealth funds and for general comments on the viability of your proposed outline of
the WIL good practice report.
3.1
Assessment Process
The OLT will initially assess expressions of interest for eligibility and compliance against the
assessment criteria and application requirements set out in this document.
The OLT reserves the right to ask for a proposal to be modified and/or re-submitted for decision.
Senior OLT staff will assess all expressions of interest against the assessment criteria stated in
Section 3.2 and will rank each expression of interest relative to others. The successful applicant will be
approved by the OLT Branch Manager.

3.2
Assessment Criteria
Expressions of interest for the WIL Good Practice Report should demonstrate the following:
Project Management

A thorough approach to project management, including a preliminary allocation of
responsibilities among the team members (if applicable)

A clear project plan with appropriate timeframes to achieve the project deliverables
Project Experience

The capacity of the individual or project team to deliver the proposed outcomes

The qualifications and experience of the individual or project team members
Value for Money

The successful expression of interest will be selected on what best represents value for public
money in the context of the project deliverable, as set out in these instructions
Budget

A budget justification that is appropriate to the project deliverable.
4 EXPRESSION OF INTEREST INFORMATION
4.1
Application form
The application form requests administrative information and a description of the proposed activities
and deliverables. The application form is in Appendix 1.
4.2
Budget and Financials
The department requires a budget outline to be included with each proposal, as per budget template
included in the application form.
The budget should comply with the recommended format and content. The required budget subheadings include:
Personnel:
This should include the salaries, wages and on-costs of the applicant who will have overall
responsibility for managing the grant.
The level of each appointment and the hours per week (or percentage of time committed)
should be specified.
Project Support:
This section must be completed where the purpose of expenditure is logistical.
Project Support includes all non-staff expenditure for the administration and day to day

management of the project, for example: meetings, stationery, consumables and travel.
Project Activities:
This section must be completed where the purpose of expenditure is directly linked to a
project deliverable. All costs which directly contribute to a specified activity or outcome.
Non-approved use of the grant
The grant cannot be used for:
-
building works (including the purchase, construction, lease, renovation or fit out of premises)
purchase of assets
travel which is not directly related to achieving the outcomes of the project for which the grant
was approved
general recurrent funding
-
Goods and Services Tax (GST)
The budget should quote costs exclusive of GST as the department’s funding under Higher Education
Support Act 2003 is not subject to GST.

The completed application form and supporting documents should be emailed to the OLT as a single

5 OPERATIONAL INFORMATION
5.1
Intellectual Property
Expressions of interest
The OLT does not claim ownership of any intellectual property (IP) in an application which is submitted
to the OLT under any grants program.
All expressions of interest become the property of the department on submission to the OLT to copy,
modify or otherwise deal with information for the purposes of:

assessment and decision-making

verifying the accuracy, consistency and adequacy of the information contained in the
application

the preparation and management of any funding agreement

the administration and promotion of OLT grants programs
Project Material
One responsibility of the OLT is the dissemination of good practice in learning and teaching in higher
education. This is best achieved by ensuring that quality project products and findings are available to
the higher education sector for use and further development. To help achieve this aim the following
position in relation to intellectual property will be the default position for the OLT.
Intellectual Property Rights in the Project Material created under a Conditions of Grant will vest
immediately in the Commonwealth. The department, the OLT and the successful applicant will, as far
as possible, provide the Project Material to the sector for use and adaptation using systems such as
Creative Commons, Open Source or other appropriate developments.

5.2
Publication
The OLT’s written approval must be obtained prior to publishing any project reports required as per
Conditions of Grant.
The OLT reserves the right to make the first public announcement of successful applications.
5.3
Conditions of Grant
Conditions under which the grant is offered to a successful applicant are listed in the CoG. A sample
CoG is available on the OLT website www.olt.gov.au/grants-and-projects/programs-and-applications.
The CoG will be offered to the lead institution which will be responsible for the management and
acquittal of the funding and the deliverables from the project.
5.4
Payment of Grant
The CoG will contain the information on payment instalments linked to agreed project stages and
deliverables.
Payments will be made via UniPay, the department’s internal payments portal. Payments will only be
made to the account officially designated by the institution and the OLT will not consider any requests
to pay into alternate bank accounts. The payment will be identified as a separate line item in the
Institution Payment Summary in the Other Grants Category as the Promotion of Excellence in Learning
and Teaching in Higher Education program.
Any funds not expended at the end of the project must be returned to the OLT. The OLT retains the
right to reclaim funds if the recipient institution fails to fulfil the conditions of these instructions or the
funding agreement or where an overpayment has occurred.

5.5
Performance
The recipient lead institution is responsible to the OLT for managing the performance of the project
through the project leader. This responsibility is expressed through institutional sign-off on the
expression of interest.
Changes to Project Leader and Other Roles
Should a project leader need to withdraw from the project, written notification should be provided to
the OLT with information on how the project will continue to be supported by the lead institution.
5.6
Reporting and Accountability
The grant recipient must deliver outcomes in accordance with the requirements in this document and
in the CoG.
5.7
Project Advice
OLT Management
The OLT will nominate an OLT staff member to support and monitor the project.
5.8
Privacy and Confidential Information
As part of the Grants Program, the OLT may collect personal information (‘personal information’ as
defined in the Privacy Act 1988). When collecting and otherwise handling personal information, the
OLT is required to comply with the Information Privacy Principles (IPPs) contained in section 14 of the
Privacy Act.
In accordance with the IPPs, application guidelines and forms for this program will include details of:



the purposes for which the OLT will collect personal information
how the OLT will use the information
any person, body or agency to whom the OLT may disclose information and for what purpose
For the purposes of this program. It is important that all bodies and persons involved in the program
are aware of these arrangements.
The department will not use or disclose your personal information for any other purpose unless
permitted by the Privacy Act 1988.
6 GENERAL SUPPORTING INFORMATION
Applicants are strongly advised to familiarise themselves with the Good Practice Reports published on

6.1

When you submit a nomination to the OLT grants program, the OLT in the department will collect your
full name, gender, job description, curriculum vitae, contact details and institutional postal address.
The OLT is collecting your personal information to assess your application for a grant for the purpose
of a Good Practice Report and to undertake statistical analysis in relation to the OLT’s grants
programs.
The department may use your personal information:

to award prizes
to maintain an ongoing relationship with you
to invite you to relevant OLT events and programs
in a review or evaluation of the grants program
If you are awarded a grant, the department may publish your personal information (excluding
