POSITION OBJECTIVES
The position overall objectives are to:



Provide effective engineering expertise and project management to deliver
walking and cycling projects
Provide well informed advice that assists with the delivery of other transport
projects in Yarra
Provide expert advice and assistance to the Strategic transport Coordinator, and
senior management regarding approaches to increasing active transport across
a wide cross section of society.

The Sustainability and Strategic Transport Branch forms part of the Planning and
Place Making Division. The Sustainability and Strategic Transport Branch consists
of three teams: Strategic Transport; Environment; and Waste and Urban Agriculture.
The Active Transport Project Manager operates within the Strategic Transport unit of
the Branch and reports directly to the Strategic Transport Coordinator. The Strategic
Transport team work closely with other teams in the City Works division who are
responsible for road assets.

KEY RESPONSIBILITIES & DUTIES:
Functional Responsibilities
 Deliver projects using budgets relating to active transport
 Effectively manage budgets and ensure that the Strategic Transport Coordinator
is abreast of the progress of delivery of projects within them
 Assist with the preparation of strategy and policy documents that encourage the
use of active modes of transportation
 Assist with responses to questions relating to active transport in Yarra from the
public, Councillors, colleagues, State Government and other bodies
 Assist with the preparation of Council reports
 Develop and maintain excellent working relationships with Council colleagues
 Prepare submissions to State Government and other organisations regarding
active transport
 Identify any funding opportunities available, including Federal Government, State
Government and Statutory Authorities and co-ordinate submissions.
 Attend and respond to actions relating to the Bicycle Advisory Group and the
Inner Council Bicycle Forum.
ACCOUNTABILITY
The person is accountable for the provision of effective, efficient and professional
project management and delivery of active transport projects. This involves:
 Project identification
 Project scoping
 Community consultation
 Consultation with other relevant teams within Council
 Finalisation of designs
 Preparation of material for contractor tendering
 Management of contractors
 Verification that works have been completed satisfactorily

EXTENT OF AUTHORITY
The person has the following extent of authority:
 To engage with other professionals across the organisation, with externals and
with relevant advisory committees of Council to progress the objectives and
outcomes of the project
 To engage in conversations with Councilors under the guidance of the Assistant
Director Planning and Placemaking
 To write correspondence to advance projects towards milestones
 To prepare reports for Council under the guidance of the Coordinator Strategic
Transport.
 To award contracts under council procurement guidelines
Authority is mainly governed by the Council’s standard procedures and practices but
discretionary judgment is required to interpret their practical application.
JUDGEMENT AND DECISION MAKING:
 Under general supervision, the Active Transport Project Engineer is expected to
draw upon several years of professional project management experience and
expertise to make sound judgment, solve problems and make decisions within the
guidance provided.
 The Senior Active Transport Project Engineer is required to exercise professional
judgment and adaptability in identifying and recommending practical options in
relation to improved active travel outcomes, and the balance between public
transport and residential needs.

 The position requires an understanding of how Local Government projects in
contested street space need to be identified, prioritised and delivered by having
due regard to political, community and business aspects.

provision of active transport field.

 Solid consultation skills and the proven ability to draw on other’s expertise to

 Very solid knowledge of, experience in and understanding of the principles, theory
and practice of relevant traffic management, engineering guidelines, statutes and
acts.

 Proven engineering design skills and computer aided design (CAD) skills.
(AutoCad 2000).
 An appreciation of broader transport needs and considerations pertaining to
traffic, freight, car parking and street based public transport to inform decision
making on active transport modes.
 Well-developed general computer skills (MS Office and MS Project, and record
management systems such as TRIM).
 Excellent technical report writing and presentation skills.
 Tender preparation, procurement, evaluation and management
 An appreciation of the broader role of streets and the importance of place making
when making decisions on how road space should be designed and used.

QUALIFICATIONS AND EXPERIENCE:
 Degree in Civil Engineering or equivalent with specific experience in project
management.
 Specific training in traffic engineering is highly desirable.
 Proven extensive experience in project management including sensitive projects
with many stakeholders.
 Proven experience in local government engineering and dealing with sensitive
community consultation.
 Proven experience in bicycle route design (on road and off road).
KEY SELECTION CRITERIA





Proven ability in successfully undertaking project management of complex
multi-stakeholder projects.
Proven ability in successfully undertaking community consultation in relation to
works, services, projects and programs including implementation of a coordinated and integrated planning approach.
Familiarity with relevant standards and emerging best practice regarding to
active transport projects in street environments
Experience in writing, running, and evaluating tenders for infrastructure and
service provision.
Ability to produce and asses concept design plans for new pedestrian and
cyclist facilities
