TPP and CLso entry conditions now exempt the following plant

Victorian restrictions on the importation of tomato
potato psyllid (TPP) and Candidatus Liberibacter
solanacearum (CLso) host material have been
amended to expand the number of host plant
families and revise relevant treatment conditions.
Changes to host plant families come into force on
12:00am 12/07/2017, while conditions for
strawberries and pome fruit are effective
immediately.
CONDITIONALLY RESTRICTED
COMMODITIES
The entry or importation of TPP and CLso host material into
Victoria is prohibited, unless either the host material was
grown, sourced, or last used on a property covered by an
area freedom certificate for TPP and CLso; or where the
material has undergone the specified treatment which has
been certified via a plant health certificate, assurance
certificate or plant health declaration.
“Category 1” means the plant families Solanaceae,
Convolvulaceae and Lamiaceae.
“Category 2” means the plant families:

TPP and CLso entry conditions now exempt the following
plant products from treatment and certification for entering
into Victoria:

Asteraceae
Boraginaceae

Cupressaceae
Ephedraceae
Ericaceae
Fabaceae
Garryaceae
Grossulariaceae
Malvaceae
Oleaceae
Pinaceae
Plantaginaceae
Poaceae
Polygonaceae
Ranunculaceae
Rosaceae
Salicaceae
Sapindaceae
Violaceae
Vitaceae

dried plant products

seed

mulch

timber

chaff and hay

pome fruit that is free from vegetative material (i.e. free
from leaves).
This change acknowledges the above mentioned plant
products as being a conditional non-host for TPP and
CLso.
Please note that the exclusion of seed does not include seed
potato tubers and sweet potato tubers, which remain
prohibited from entering Victoria.
AREA FREEDOM CERTIFICATES
Area freedom certificates are issued by a state or territory
officer responsible for agriculture certifying that their state or
territory or part of the state or territory is known to be free of
TPP and CLso.
TOTALLY PROHIBITED COMMODITIES
Plants, planting material (e.g. cuttings), tubers, rhizomes and
corms from the plant families Convolvulaceae, Lamiaceae
and Solanaceae (Category 1) are prohibited entry into
Victoria if grown or sourced from a state not covered by an
area freedom certificate for TPP and CLso.
Zygophyllaceae
“Host material” means any plant, planting material (e.g.
cuttings), tubers, rhizomes, corms, flowers, foliage (including
herbs and fresh leafy vegetables) from the plant families in
Category 1 and Category 2. It also includes any agricultural
equipment or packages used in the cultivation, processing,
packaging or transport of any plant, planting material (e.g.
cuttings), tubers, rhizomes, corms, flowers, foliage (including
herbs and fresh leafy vegetables) from the plant families in
Category 1 and Category 2.
VERIFICATION ON ARRIVAL
TPP and CLso host material imported into Victoria, which are
required to be accompanied by a plant health certificate,
assurance certificate or plant health declaration must be:
1.
presented to an Agriculture Victoria Inspector for
inspection; or
2.
presented for verification by a person accredited to
do so by Agriculture Victoria.
TREATMENT CONDITIONS
Where an area freedom certificate has not been issued, the
TPP and CLso host material must 1.
in the case of non-prohibited host material, such as
flowers, foliage (including herbs and fresh leafy
vegetables) or fruit of plants belonging to Category 1,
bea.
fumigated with methyl bromide at:
i. 10oC - 10.9oC @ 56g/m3 for 2 hours; or
ii. 11oC - 15.9oC @ 48g/m3 for 2 hours; or
iii. 16oC - 20.9oC @ 40g/m3 for 2 hours; or
iv. 21oC - 31.9oC @ 32g/m3 for 2 hours;
and
b.
undergo a 600 unit post-harvest inspection and
be found free of –
i. tomato potato psyllid; and
ii. symptoms of zebra chip; and
2.
in the case of host material belonging to Category 2 a.
be fumigated with methyl bromide at:
i. 10oC - 10.9oC @ 56g/m3 for 2 hours; or
ii. 11oC - 15.9oC @ 48g/m3 for 2 hours; or
iii. 16oC - 20.9oC @ 40g/m3 for 2 hours; or
iv. 21oC - 31.9oC @ 32g/m3 for 2 hours;
and
b.
undergo a 600 unit post-harvest inspection and
be found free of –
i. tomato potato psyllid; and
3.
4.
in the case of strawberry fruit a.
be securely packed following sorting and
grading; and
b.
undergo a 600 unit post-harvest inspection and
found free of TPP; and
in the case of agricultural equipment and used packages
utilised in association with the cultivation, processing,
packaging or transport of Category 1 and Category 2
plants and plant materials, be –
a.
cleaned free of soil and organic matter by –
i. brushing; or
ii. high pressure water; or
iii.
steam.
