How do we do it?

New IPA Multi-Beneficiary (MB) programming process for the
period of 2011-2013


Sector-based approach: the so-called Working Groups
(a total number of 8) were set up in 2009 with the
participation of all Beneficiaries, international organisations
and other relevant stakeholders.

Programming is done within this frame for the period of 20112013, keywords are active participation and ownership of the
Beneficiaries with view of ensuring an inclusive process of
needs assessment and priority setting.

Example: the Working Group on Human Rights, Minorities
and Vulnerable Groups was set up in October 2009 and it
outlined key areas of intervention within the field (the NIPAC
offices nominated the representatives from each Beneficiary).

A Sector Plan on Human Rights, Minorities and Vulnerable
Groups was also drafted in 2010 to elaborate the details.
Concrete projects to be adopted under the various
programming years as of 2011 are in line with the main
conclusions of the Working Group and with the strategy
described by the Sector Plan. At a later step, expert working
groups can also be set up to draft the respective project
fiches with the participation of all Beneficiaries.

How do we do it?

This is the case with the Inclusive Education programme to
be adopted under IPA MB 2012. Besides the Beneficiary
consultations internal (within EC) and external consultations
(with other institutions, international organisations, donors,
stakeholders) are also conducted.

There is no Working Group on education, as there was
consensus on the continuation of the well-established
programmes in the area:

B. What do we do?

Process of developing the respective project fiches for 2011:

The EC prepares the draft project fiche in close consultation
with EACEA (the Education, Audiovisual and Culture
Executive Agency), in charge of the implementation of these
programmes
The NIPAC (National IPA Coordinator) offices were invited to
contribute to the drafts

ERASMUS MUNDUS Action 1 and Action 2
Beneficiaries: Albania, Bosnia and Herzegovina, Croatia (only Action 1), the
former Yugoslav Republic of Macedonia, Montenegro and Serbia as well as
Kosovo under UNSCR 1244/99 and Turkey (only Action 1)
Overall costs: EUR 20 000 000 (EUR 8.000.000 for Action 1 and 12.000.000 for
Action 2)
EU contribution: 100%
Expected Results

Action 1: Students from the Western Balkans and Turkey obtain a Masters
degree (joint, double or multiple); Doctoral candidates to carry out their
doctoral research and studies

Action 2: Greater multilateral exchange of students and staff between the
European Union and the Western Balkans;
Planned Activities

Action 1: 130 masters scholarships and up to 22 doctoral candidates
fellowships

Action 2: Student exchanges, Staff exchanges, Partnership activities to
organise mobility and the transfer of best practices

An example: the upcoming IPA MB 2012 Inclusive Education

This strategic need was flagged in the conclusions of the Working
Group on Human Rights, Minorities and Vulnerable Groups and it is
detailed further in the respective Sector Plan

It should also be seen in the context of enhanced ELARG-EAC
cooperation (as a back to back event to the Tempus 20 Anniversary
Conference in Belgrade in March 2011, the EU Delegation hosted a
meeting with the participation of several ministers of education from
the Beneficiaries, and the idea of this upcoming regional
programme was positively received)

The European Training Foundation (ETF) was entrusted with the
task of coordinating the preparatory work

An example: the upcoming IPA MB 2012 Inclusive Education
programme

ETF set up a regional expert group in inclusive education that met in
Turin (4-5 April 2011). A Task Force was also set up then with 1
representative from each Beneficiary to coordinate the work and
ensure support of all stakeholders at the national level

The country desks at DG ELARG, DG EAC, the NIPAC offices, EU
delegations were informed on the process launched

ETF drafted the very first version of the concept note for this
programme, that has been sent out for comments to the regional
network of experts and task force members

The idea will also be presented at the IPA Coordinators meeting on
16-17 June in Brussels

Based on all comments ETF will draft the project logframe and will
further consult on it

There will be a second regional meeting on October 23-26 in Ohrid
organized by ETF to synthesize input on the first draft project fiche

A first draft project fiche shall be submitted to DG ELARG in autumn
2011

Internal and external consultations led by the Regional Programmes
unit will commence upon submission
