Colchester Borough Council JOB ACCOUNTABILITY STATEMENT AND PERSON SPECIFICATION Job Title: Market & Street Trading Manager Salary Grade: CMG9 Post No: SZ28 Service: Community Services Section: Community Zones Responsible to: Group Manager: Zones Responsible for: None Contact with: Members and senior officers, committees and councillors; other CBC services; town centre stakeholders including retailers, other businesses, residents and members of the public; contractors; transport companies; market event companies, regulatory agencies and the media. Purpose of job: To lead, manage and promote the safe operation of markets and street trading in Colchester town centre. To develop the market and street trading as a thriving business to meet the financial targets set in the Market business plan as part of the Better Town Centre improvement programme. Principal Accountabilities: 1. Lead on the development of a commercial strategy for Colchester Markets & Street Trading in consultation with stakeholders based on trends and best practice in the UK. 2. Responsible for the day to day operational management and lead on the strategic development of markets and street trading in the Borough. 3. Lead on business development and delivery of a programme of themed markets in addition to the Charter Market and street trading in the town centre and develop an ambitious programme of activities to maximise income as set out in the business plan. 4. Ensure compliance with statutory regulations, Council policy, Charter Market regulations and market and street trading licensing conditions and take enforcement action where there are breaches and identify other markets being held around the borough and issue licences for their operation where appropriate. 5. Ensure that the service is customer focussed at all times. Monitor performance review the service as needed and develop and implement improvement plans as appropriate. Identify training needs for stallholders and in partnership, develop training programmes to ensure a high quality experience for customers as well as a positive image and reputation for markets and street trading. 6. Establish and maintain effective and regular contact with market stall holders and street traders and key town centre stakeholders to improve the service and maximise commercial opportunities and ensure that their views are reflected in the delivery of the service. 7. Liaise with the Town Centre Zone Manager to ensure market stalls are set up and broken down and waste management is handled effectively and efficiently and in accordance with the Operations Manual for Markets. 8. Undertake risk assessments and put measures in place to ensure safe operation of markets and street trading. 9. Develop and monitor administrative systems with the Professional Support Unit to ensure efficient and effective operation of markets and street trading. 10. Work with others to promote town centre markets using all forms of marketing communications, including social media and events and activities to drive footfall to the market. Promote Colchester market to new types of trader and themed market organisers to establish markets as an additional attraction in the town centre. 11. Work with entrepreneurs and new businesses to test trade on the market or street trading and work with others to facilitate their further business development. 12. To manage, monitor and forecast financial budgets in accordance with the business plan for markets and street trading and corporate procurement practice. 13. Lead on keeping up to date with legislative changes which impact on markets and street trading and where appropriate, review Council policy and procedures and develop and propose new policy/procedure where required in the context of wider town centre management/improvement. 14.
