Tender Part – II
Terms & Conditions of the rate contract for supply of Chemicals,
Glassware & Plasticwares etc.
1. Rate of discount should be on price as per company’s current price list applicable on the date of
delivery.
2. Cost of tender and Earnest money: The amount of cost of tender ₹. 500.00 and tender earnest
money deposit is ₹ 10.000.00 are payable along with the tender in the form of D.D drawn on
any scheduled bank, payable at Jalandhar. The demand draft should be in favour of the
Director, SSS-NIRE. Tender without E.M.D and cost of tender form will not be considered.
The E.M.D will be forfeited if the tenderer refuses to accept the contract.
3. Payment: Payment shall ordinarily be made after complete delivery of materials as per our
order within 30 days from the date of submission of bills.
4. Delivery Period: All materials should be supplied within 15 days from the date of the receipt of
order.
5. In case of authorised dealers, the certificate of company regarding authorised dealership should
be enclosed along with the tender.
6. Please quote the rates for the makes mentioned in the tender form. Rates quoted for other makes
will not be considered.
7. In case, there is any increase or decrease in price list, the supplier is bound to produce the
companies revised price list along with the bills.
8. Any terms & conditions of your offer which are repugnant to or in consistent with the terms &
conditions mentioned here shall be void and of no force & effects.
9. The institute has reserved the right to terminate the rate contract at any time without assigning
any reason thereof.
10. The institute reserves the right to accept or reject all or any tender without assigning any reason
whatsoever.
11. The last date for submission of tender shall be 10 March, 2012 during office hours.
12. Terms of delivery: F.O.R. door delivery at our concerned department.
13. Security Deposit: On acceptance of your offer for rate contract, you will have to pay ₹.
10,000.00 towards security deposit (interest free) for the period of rate contract. The amount of
security deposit will be liable to be forfeited in case of contravention of any term of rate
contract by the supplier.
14. Once the contract came into exist, the orders for supply of chemical, glassware, plasticware etc.
will be issued as and when required to our concerned department during the period of rate of
contract.
15. After awarding the contract, the party shall have to sign the agreement regarding acceptance of
all terms and conditions mentioned in the tender document and in the rate contract letter issued
to the party. The agreement should be on the stamp paper of Rs. 100.00 at the cost of the
supplier.
16. All disputes are subject to Kapurthala Jurisdiction.

17. The tender is divided into three parts i.e. part I & II must be enclosed in a separate envelope

INSTRUCTIONS TO BIDDERS FOR SUBMISSION OF TENDER FOR RATE CONTRACT
1. The Tenders superscried ‘Tender for Rate Contract for SSS-NIRE due on 10/03/2012’ should
be submitted with a forwarding letter applicable for the FY 2012-13.
2. Document fee, if any and the “Earnest money” Rs. 10,000.00 through only bank draft in the
name of Director, SSS-NIRE payable at Jalandhar should be enclosed. Those who are seeking
exemption of Earnest money, relevant Govt. of India orders must be submitted.
3. The bidders must indicate their full name and address and ensure that the tenders are delivered
in sealed conditions. The tenders received beyond the time limit specified will not be
entertained.

Sealed Tenders/Quotations are invited from manufacturers and only from authorised dealers who
produced a written authorised or certificate from the manufacturers.
The quotation along with one set of price list/leaflets catalogues should be submitted.
The material being offered should indicate clearly whether Indigenous manufacture red by local
registered firm or whether material manufactured by cottage and small scale industries/large scale
industries or Articles wholly or partially manufactured in India from imported materials. Any offer
to supply on forward delivery basis under supplier’s own quota/license will also be considered.
The price quoted should be as under:

The rate of sales tax/VAT should be clearly indicated whenever chargeable.
Copies of Income Tax Clearance Certificate and Sale Tax Registration Certificate be must be
attached with bidders offer‘s.
The earnest money will be returned to the unsuccessful bidders, within a reasonable period.
However, the earnest money in respect of successful bidders would be returnable only after
satisfactory complementation of the contracting period.
Specific mention should be made of whether tithe delivery will be ex-stock or will have to be
imported and how much time will be required for delivery after placing of order.
Rate coated should be valid at least for a period of 1st year or more from the date of opening of
tenders.
The product of brand specifications given in Annexure-B only should be quoted.
Conditions of bidders’ shall be binding unless confirmed in the supply order.
In the event of non – supply or incomplete/unsatisfactory supplies by the bidders within four weeks
on receipt of the order, the offer could be sent to the next bidder at the cost & expenses of the
previous bidders.
Payment will be made by crossed cheque only after receipt of the stores in good condition and
satisfactory report of the user’s/scientist concerned.
Discount on rates, if any to be offered must be clearly mentioned.
Applicable income tax would be deducted at the time of releasing payment for such supplies
whenever applicable.
Price Reasonable certificate: Please quote best minimum price. A certificate regarding the quoted
rates must be given by the bidders to this effect that they have neither quoted nor sold/supplied the
same item to any other customer on lesser rate than those offered to SSS-NIRE.
The decision on acceptance or otherwise of the quotations will rest with the Director, SSS-NIRE
who does not bind to accept the lowest quotation and reserves the right to reject or accept in full or
in part or partially accept any or all quotations received without assigning any reasons.
The bidders who are supplying the imported materials must be registered with Ministry of Finance.
Arbitration if any, shall be in court of Kapurthala (Punjab).
