Grant Agreement - Core Part
Article 3 – Duration and start date of the project
Commencement date: 1-12-2009 Duration: 36 months
Article 4 – Reporting & language of reports:
The project is divided into reporting periods :
- P1: from month 1 to month 18
- P2: from month 19 to the last month of the project
Article 5 – EC contribution: 397,772 € max
Article 6 – Prefinancing:
318,218 € (80%)
Guarantee fund: 19,888.60 € (5%)

Eligibility of costs
Costs incurred for the implementation of the project
a) must be actual;
b) must be incurred by the beneficiary;
c) must be incurred during the duration of the project, with the
exception of costs incurred in relation to final reports and reports
corresponding which may be incurred during the period of up to 60
days after the end of the project or the date of termination whichever
is earlier;
d) must be determined in accordance with the usual accounting and
management principles and practices of the beneficiary.
e) must be used for the sole purpose of achieving the objectives of the
project
f) must be recorded in the accounts of the beneficiary

Direct Costs
Eligible costs which can be directly attributed to the project
(personnel costs: actual hours worked directly to carry out
work under the project, rates according to normal practice of
the beneficiary)

Indirect Costs
Eligible costs which cannot be identified as being directly
attributed to the project but incurred in direct relationship
with the eligible costs attributed to the project

Management
− maintenance of the consortium agreement, if it is obligatory,
− the overall legal, ethical, financial and administrative management
including, for each of the beneficiaries, the obtaining of the certificates
on the financial statements and on the methodology and costs relating
to financial audits and technical reviews,
− implementation of competitive calls by the consortium for the
participation of new beneficiaries, where required by Annex I of this
grant agreement,
− any other management activities foreseen by the annexes, except
coordination of research and technological development activities.

Certificate on the
Methodology
- The Commission may, at its sole discretion, accept at
the request of a beneficiary, that it submits a
certificate on the methodology for the calculation
of costs, which it used to prepare its claims with
regard to both personnel and indirect costs, and the
related control systems.
- must be prepared and certified by an external auditor
according to Annex VII of the Grant Agreement
- covers both personnel and indirect costs
- allows to declare average personnel costs

The Commission may initiate a technical audit or
review at any time during the Implementation of the
project and up to up to five years after the end of the
project.

Most Common mistakes and causes of
delays
- The dates of the reporting period are not correct
- The person who signed is not the authorized one
- The signed documents are copies, not originals
- The 'cost model' is wrong
- There must be a cost claim, even for 0 €
The process goes at the pace of the slowest ,
please help your coordinator to meet target dates for reporting !

Contractual reports
• Progress report giving an overview of all achievements of the reporting
period, including
• Main features as results, graphics, pictures and reference list of related
deliverables technical reports
• Status of the project activities (achieved or delivered vs. scheduled )
• Efforts spent (man power, main costs, travel) (achieved vs. scheduled)
• Financial Reporting giving partners’ details on spending of resources
• Man power used against planned resources on task level
• Explanation and justification of all cost categories (hardware, computing,
consumables, travel, subcontracting, etc.)
• Financial figures should be in line with costs claimed on Form C
• Delivery of progress reports
• A draft progress report should delivered to the EC, reviewers and partners

Deliverables - Tips
- Structure: An introduction, a conclusion, and a core text, a table of
contents, abbreviations list
- Complete and self-explanatory, otherwise useless
- Add pictures, illustrations ( a picture of a set-up or a computational
grid can tell more than pages of text )
- Design a common title page with the title of the deliverable, the
name and contact detail of the author, an index for the version,
- The work package leaders (or other persons interested in the
report) should check the quality of the deliverables in their tasks
(organize an internal review process for the reports)
- Filename the deliverable FUSETRA-D1.1-…-v01.pdf and not
