1) Annual Fees: $25.00 per year payable the first night of
play or player sits out until APA dues are paid. If the player
shoots a match without paying the $25.00 the match will be
a forfeit and the team will be charged the $25.00. If after
the 4th week the APA dues are not paid the player will be
removed and the team will be charged an additional $5.00.
2) Weekly League Fees: Team fees are $35 for standard
teams and $10 for each doubles match.
3) Checks: Make checks payable to Blue Mountain APA.
There is a $30 charge for returned checks, plus loss of
Bonus Points.
4) The envelopes: The self-addressed stamped envelopes
provided by the league office are a courtesy and not having
an envelope is not an excuse for not sending in a score
sheet and dues.
5) Bonus Points: 3 bonus points for 8-ball and 15 in 9-Ball
are awarded each week to teams that have their envelopes
postmarked the day after play & have total correct fees &
completed scores sheets.
6) Bonus point’s discrepancies: must be addressed within
two weeks of match.
7) The league office reserves the right to waive bonus
point deductions: If you contact the league office and have
been dependable in the past, on a case–by-case basis, if
warranted bonus points may be restored. The league office
understands that occasionally unforeseen circumstances
occur and we will try to work with you.
8) Teams past due: Teams that fall behind in score sheets,
players’ fees, or membership fees, etc. will not receive
bonus points. Teams that are behind will lose their bonus
points for each week they are behind in dues. A team that
owes more then $70 may not be allowed to continue
playing until the dues are paid up to date.
9) Make-Ups/Cancellations: On occasion, a match may
need to be rescheduled. If you plan to reschedule a match,
you must notify the League Office. Please use the
following procedure:
a) Contact the captain of the team you plan to reschedule
with and notify them of your intent to reschedule.
b) If requested to do so, captains must reschedule matches
if the team has other pre-qualified League obligations such
as a National Tournament.
c) Scheduled matches must be played within two weeks of
the original scheduled match date with current skill levels
or a forfeit will be applied to both teams.
The League Office may make special conditions.
10) Inclement Weather: During bad weather (snow, sleet,
etc.) away teams should inform home teams of a possible
delay. If either team wishes to reschedule for the night
because of severe weather, then the match will be
rescheduled & must be made up within 2 weeks. If you
cannot reach the team captain then you should call the
home location of the match at the start time to make sure
they received notice that you wanted a make up match.
11) Byes and Forfeits: 11 points are awarded in 8-Ball and
75 in 9-Ball
12) Current skill level: You will play at the skill level on
the score sheet printed closest to match time.
13) Adding a New Team to a Division: The League
Operator may add a new team any time during the session.
The new team will be issued a last place points minus 1
(5 for 9-ball). If a team splits before week 5 both teams will
receive points equal to what they have earned to date.
14) Practice Times: Away Team – ½ hour prior to match.
Home Team – ½ hour prior to away team practice.
15) Videotaping: Videotaping any player without
permission is not allowed and is subject to sportsmanship
penalties. Videotaping may not be used for judging hits.
The call will be given back to the shooter.
16) Red Dot cue ball: May only be used in a match if it’s
on the table before the away team has the table for practice.
17) Breaking down your cue rule: Breaking your cue
down will not be considered conceding your match as long
as you inform your opponent you are doing so as is allowed
in the APA team manual on page 43 section 32. Other then
that any stick you break down prior to your match ending
will be considered conceding your match!
18) Chalk width rule: When the cue ball and object ball
are not frozen but less then a chalk’s width apart the cue
must be held at a minimum 30 degree angle or shot from
the side or it will be considered a double hit foul. In order
for the foul to be called the player must be notified before
the shot is taken or the shot will be considered good.
19) Cue ball placement after break on a scratch in 8ball: In addition to the rule on page 47 section (a) if a
player chooses to shoot the cue ball out after the opponent
asks as described a 1 point deduction will also be assessed.
20) Refusal to do business with: At any time, at the sole
discretion of the league operator, Blue Mountain APA can
refuse to do business with any individual. These individuals
will not be suspended from APA but will not be welcome
in our league. This will typically be used for people who
are disruptive to the league, constantly complain about
handicaps or otherwise and deride the league in public.
21) Banned Players: If a player has been banned from a
tavern, the team must play without him/her.
22) Sportsmanship Problems: Disregarding the rules,
grudges, personal problems, racial and sexual
discrimination or harassment of any form, and members
simply interested in causing trouble, will NOT be tolerated
by the league office. Intoxication is NOT to be accepted as
an excuse. Severe action will be taken against teams or
players who harass or threaten other APA members. If you
have members on your team who may put your team in
conflict with the APA sportsmanship polices, please correct
their behavior or drop them from your team. These
members will, at a minimum, receive a warning letter and
can be suspended upon further review.
23) Players under 21 years of age: No player under 21
years of age may be added to a team without approval from
the league office. Host Location rules and LCB laws
supersede APA rules and by-laws. Any attempt to play an
under age player in a host location that does not allow this
will be subject severe sportsmanship violations and what
ever laws apply
24) Recycling: There may be times when a team cannot
provide enough players to play in a match.
The intent of the recycling rule is to provide an opportunity
for the opposing team to play the match rather than have to
receive a forfeit. Teams may also recycle to stay under the
23 rule if they need to and the opponent allows. Recycling
is subject to the following conditions:
a) Each team will be allowed 3 recycles per session.
Asterisks will denote this after the team name. Each time a
team recycles they will loses an asterisk. Occasionally the
league office may allow extra recycles by teams for reasons
such as building new teams or unforeseen catastrophes.
b) Recycling can only be used during weekly play up to the
last 2 weeks of a session and will not apply to playoffs or
any higher-level events.
c) Teams must notify their opponent before the start of a
match that they wish to recycle for the final match. The
opposing team does not have to allow recycling. Once a
team requests to recycle the match cannot start until the
allowing team decides whether or not they may recycle.
Once a decision is rendered it cannot be reversed!
d) The recycled match should be the final match.
e) At the beginning of the final match, the allowing team
chooses the player to be recycled. They cannot choose a
player that will force the asking team to break the 23 rule.
f) All players must be available for the final match. If the
opposing team chooses a player that has showed up and has
left, then the final match will be a forfeited unless the
allowing team gives permission for that player to leave.
g) If a player from the asking team shows up after the
match has started the allowing team has the option to not
allow that to player play.
h) Only one player will be allowed to be recycled in a night
unless there are extenuating circumstances such as weather.
All recycles count towards top gun standings
25) Magic Racks Both players must agree if using a magic
rack during league play or it may not be used
