Develop a Data Dissemination model to integrate and make use of existing technologies within WGISS/CEOS, i.e. GISTDA, DI-06DI-06-09: Use of Satellites for sensor web, web service, grid, and clearing UNOOSA NRSCC, NSAU, 09_7 Risk Management house for disaster response. Implement a NASA prototype to demonstrate use of these integrated technologies for Disaster Response. Develop a long-term plan to support critical HE-09-01 HE-09-01: Information Systems UNOOSA, NOAA, space-based imagery to support modeling, CNES _1 for Health NASA, INPE forecasting and monitoring of health issues. Strengthen the Earth observation data CB-09CB-09-05e: Data Democracy utilization cycle by sharing Software Tools CNES INPE, CSIR 05e_2 in developping countries. Strengthen the Earth observation data CB-09utilization cycle by transferring the CSIR, GISTDA, CB-09-05e: Data Democracy INPE 05e_1 technologies to end users in developping CDTI, Eumetsat countries (Capacity Devolopment) Strengthen the Earth observation data CB-09utilization cycle by increasing Data CSIR, GISDTA, CB-09-05e: Data Democracy GISTDA 05e_3 Dissemination Capabilities in developping CDTI countries. The Climate SBA Coordinator will take responsibility for ensuring a plan is put in place for development of a CEOS Response which has broad consultation across the community and provides the basis for future planning and priority setting by space agencies in response to climate information needs Proposed All Agency and CEOS Working Group Lead Organization and Constellation Agency Participation Participation NOAA All CEOS Space Agencies optical: USGS, ISRO, INPE, CNES, KARI CL-09-03b: Forest Carbon Tracking FCT: Support the generation of the document that will contain Interoperability Methods for Satellite Data for Forest Carbon Tracking DA-09-01a: GEOSS Quality Assurance Strategy CEOS Reference Test Site Data Collaboration and Comparison including the BNSC/NPL development of the CEOS Visualisation USGS Environment (COVE) Tool to display ESA Satellite sensor coverage areas and for the NOAA identification of coincident scene locations in support of calibration and validation. QA4EO was initially conceptualised for the space community and this will now be expanded to ensure QA4EO’s application to all EO disciplines within all SBA communities. The DA-09-01a: GEOSS Quality broadening of the scope for QA4EO Assurance Strategy necessitates a more generic approach and a wider remit to its applicability. A wider focusing task team with representation from all SBA communities will work towards an appropriate implementation and action plan to achieve a solid QA4EO approach for all members to GEOSS. Data, Metadata and Products Harmonization: Establish a WGISS project to focus its contributions to the subject task and to generate those contributions. The focus in DA-09-01b: Data, Metadata and 2010 will be the development of a Products Harmonisation community catalog for satellite data, the CEOS WGISS Integrated Catalog (CWIC). The associated CWIC information model will serve as input from CEOS as the GEO community refines the GEOSS information model. Milestone and Deliverables for “WGISS-lead actions” Contributions for “WGISS participating actions” Any comments on the current GEO Workplan (Expert Review Comments to CEO), i.e., modifying current plan or new contribution from WGISS WGISS-29 @UNOOSA/UN SPIDER 7 Selection Rules for CEOS Actions (from CEO presentation in CEOS WS) Objective: reducing the number of CEOS Actions 5 Criteria to be met by each CEOS Action: 1. 2. 3. 4. 5. Each Action should address one of the GEO Tasks identified during CEOS-GEOSEC meeting. Actions addressing one of the top priorities will be favoured Execution requires the cooperation of at least 2 CEOS Agencies1 (partner Agencies may be identified later during Q1 2010) Execution requires a “significant” level of efforts and a good coordination e.g. publication of an article does not need to be followed as an action. The article might be published on www.ceos.org Actions with significant and citable benefits towards meeting the needs Action needs to be “Actionable” (properly described, feasible with Lead Agencies (or WG, VC), at least one Contributor, clear Milestones Deliverables, potential support2 might be indicated) WG considered “multi-agency’” group WGISS-29 @UNOOSA/UN SPIDER 8 Examples of actions The daily maps showing the number of dry days has been largely used to assess fire risks over the forests. The number of dry days is also largely used by farmers and agriculture planning. NOT OK: action not clear, no actionee • Secure funding for and proceed to implement Jason-3 for launch in late 2012/early 2013; to have at least a 6-month overlay with Jason-2 (EUMETSAT & NOAA to confirm support via Letters of Intent by June 2008, with program approval and signed agreements by June 2009). (EUMETSAT, CNES, ESA, EC & NOAA) OK: action clear, actionees & due date WGISS-29 @UNOOSA/UN SPIDER 9 Requests to WGISS Leads (AC portal, Disaster Response & WADC) Please identify the followings in your presentation; – Participating Agencies (if changed) – Deliverables (mid-term and final, if applicable) – Milestones WGISS-29 @UNOOSA/UN SPIDER 10
