Action Description
The Quality Assurance Framework for Earth
Observation (QA4EO) will be implemented
for GEOSS. QA4EO was initially
conceptualised for the space community
and this will now be expanded to ensure
QA4EO’s application to all EO disciplines
within all SBA communities. The
DA-09-01a: GEOSS Quality
broadening of the scope for QA4EO
Assurance Strategy
necessitates a more generic approach and a
wider remit to its applicability. A wider
focusing task team with representation from
all SBA communities will work towards an
appropriate implementation and action plan
to achieve a solid QA4EO approach for all
members to GEOSS.
Data, Metadata and Products
Harmonization:
Establish a WGISS project to focus its
contributions to the subject task and to
generate those contributions. The focus in
DA-09-01b: Data, Metadata and 2010 will be the development of a
Products Harmonisation
community catalog for satellite data, the
CEOS WGISS Integrated Catalog (CWIC).
The associated CWIC information model will
serve as input from CEOS as the GEO
community refines the GEOSS information
model.

Selection Rules for CEOS Actions

CEOS-GEOSEC meeting. Actions addressing one of the top priorities
will be favoured
Execution requires the cooperation of at least 2 CEOS Agencies1
(partner Agencies may be identified later during Q1 2010)
Execution requires a “significant” level of efforts and a good
coordination e.g. publication of an article does not need to be followed
as an action. The article might be published on www.ceos.org
Actions with significant and citable benefits towards meeting the needs
Action needs to be “Actionable” (properly described, feasible with Lead
Agencies (or WG, VC), at least one Contributor, clear Milestones

Examples of actions
The daily maps showing the number of dry days has been
largely used to assess fire risks over the forests. The number
of dry days is also largely used by farmers and agriculture
planning.

• Secure funding for and proceed to implement Jason-3 for
launch in late 2012/early 2013; to have at least a 6-month
overlay with Jason-2 (EUMETSAT & NOAA to confirm support
via Letters of Intent by June 2008, with program approval and
