Summary of the Plan This plan describes Marquette County's land records modernization efforts to date, as well as our goals and objectives for the future. Marquette County being a small rural county in nature has experienced all of the problems inherent with a low tax base and the myriad of modern problems facing all Counties. Our program has benefited greatly from the Land Information Program and undoubtedly without it's help we would be still struggling with 1940's and 1950's style approach to land records. Since Marquette County's original plan was formulated in 1992, the main focus of our efforts have remained the same but because of changes in technology and emerging trends in the County, additional emphasis has been placed on formerly low priority items. More and more entities within the County have become active in land records modernization with the County leading the way. Our emphasis will be to continue to gather and disseminate quality data to public officials, decision makers and the general public as efficiently as possible. 2 II. LAND INFORMATION PLAN A. Goals and objectives 1. Increase access to available land records information Increase connectivity of the Intranets in the different County buildings and departments. Create more public access terminals within the various County offices. Expansion of Internet access to land records. 2. Continue Data Automation Continuation of document imaging and retrieval system in Register of Deeds office. Acquire digital ortho photography. Continuation of remonumentation and acquisition of S.P.C. for PLSS corners. Our foremost goal is continuation of automated parcel mapping. Maintain and expand automated records in the Zoning office, including permits, rezonings, etc. Maintain automated Zoning maps. Maintain 911-address mapping. 3. Continuing Education Ongoing education for all county staff. Marquette County will ensure that information is readily translatable for use by all others to the extent possible, depending on the system design of the requester. We will achieve this by the use of nationally accepted GIS software (ESRI, Autodesk). Marquette County regularly updates its GIS software so that we may support the Open GIS data transfer and data share requirements as they evolve. Marquette County uses the Wisconsin County Coordinate System based upon NAD 83 (91) as our geographic reference. Because of current budget trends, furlough days and spending caps, giving any timelines for completion of the above would be wishful thing at best. Our main priority is the parcel mapping which if funding remains at the current level, we should have completed in 3 to 5 years. B. Progress Report on Ongoing Activities The County's goals and objectives from its 1992 plan were ongoing and will continue to be ongoing in this plan. The following is a brief outline of progress made since the first plan. State Plane Coordinates for three complete Townships. 3 Produced maps of road centerlines, r/w, hydrographic features, minor civil division boundaries, legislative districts, watersheds and the Wis. wetland inventory maps. Parcel mapping (ongoing) using the PLSS (with SPC) and COGO. Acquired two GPS receivers and a GPS base station. Established several GPS control stations (1st & 2ND order) in cooperation with East Central Regional Planning Commission and WisDot. Computerized and networked all land records related offices. Updated all County network wiring to Category 5. Created digital zoning maps countywide. Physically located, by the use of GPS, all fire numbers (911) within the County, including attributes for use in land use planning. Produced digital and hard copy 911 maps for use by dispatch, emergency personnel, law enforcement and land records personnel. Completed and implemented a wireless 911 mapping system in the Sheriff’s Dept. Updated the Real Property Lister's software and database so that it will work within our GIS system. Established two public access computers in County offices. Established and funded the Information Technologist position. One half time mapping position added to Surveyors Office. Posted County tax data to our web site. County mapping data was used in a Wis. D.N.R project creating a County Emergency Services Atlas which was given to all emergency personnel. C. New Initiatives 1. Proposed Projects There are no new projects contemplated at this time. Our main focus will be automated parcel mapping. We will also continue to refine our systems and as budgets allow, add more land records to our web site. 2. Assistance Requested Marquette County is connected to the Listserver and will obtain technical assistance as needed from the private sector. Various land records related offices have been budgeting individually for their needs for some time. Partnerships between County offices and with other entities have helped us to attain our goals in a cost-effective manner. Marquette County has a required competitive bid policy that helps to assure the "biggest bang for the buck". It is anticipated that funding for future projects will be requested from WLIB to supplement local funding. 3. Problems Encountered The problems encountered have been primarily manpower and budgetary. 4 Spending caps along with furlough days have been problems we have not been able to overcome. Technical problems have been solved as they arise. D. Custodial Responsibilities Marquette County has all of the custodial responsibilities outlined in Wisconsin Statutes and Administrative Code, no further responsibilities are anticipated or desired. The following is a breakdown of our current responsibilities. 1. County Surveyor Maintains information on and oversees the perpetuation of PLSS corners. Maintains the County’s geodetic control network. Maintains files on all surveys performed in the County. Creates and maintains all digital mapping (GIS map layers, tax parcels, zoning maps, 911 addresses, highways, etc.) 2. Register of Deeds Record deeds, mortgages, plat maps, certified survey maps and other real property related documents. Maintains a grantor/grantee and tract index of real property. 3. Treasurer/Tax Lister Maintains ownership records, descriptions and tax information for all tax parcels. 4. Zoning Maintains zoning permits, sanitary permits and soil tests. Maintains FEMA floodplain maps and WiDNR wetland maps. 5. Highway Maintains records of new, altered or discontinued highways. E. Framework Data, System Implementation and State-Wide Standards 1. Geographic Positioning Reference Frameworks Marquette County has several 1st and 2nd order HARN stations and it is anticipated that further densification may occur in the future. The County is collecting PLSS data including SPC on all corners and interior boundary lines. In establishing or acting as custodians for the above, we adhere to the following standards: a. Standards for Geodetic Reference Systems (FGCC standards and 5 specifications, Wisc. Stats. Chap. 236.18: WLIB Specifications and Guidelines to Support Densification of the Wisc. HARN Using GPS Technology-June, 1995). b. Standards for PLSS corners 1. Corner Remonumentation (Sec. 59.63(1); Sec. 60.84(3)(c) Wisc. Stats). 2. Remon.Records (Wisc. Stats. (Sec 59.635(2)(b) & Wis. Admin. Code AE 7.08(2). 3. Coordinate Values (FGCC Third Order Class II). c. Standards for Geographic Control Data (FGCC Third Order Class II for Horz. Coordinate Values & Third Order for Elev. Values). 2. Orthoimagery and Georeferenced Image Base Data Marquette County currently has digital orthophotography from April 2005, non-rectified photography from 2000 and several years of hardcopy air photos. Because of budget constraints no new projects are planned. 3. Elevation Data Products and Topographic Base Data At this time the only elevation data available to us is historic NGS, USGS or WHMP stations. 4. Parcel Mapping As stated above, Marquette County is in the process of producing parcel mapping, using COGO, based upon the PLSS and Marquette County coordinates. All parcel mapping will adhere to the WLIB Parcel Identification Numbering System. 5. Parcel Administration and Assessment Information Marquette County has recently purchased a new software system for the Real Property Lister which allows us to access property and ownership records with deed information, history, address and a parcel identifier (WLIB system) referenced to the PLSS. 6. Street/Road Centerlines, Address Ranges and Address Points Centerlines and address points (GPS obtained and including structure type and use) along with structures and driveways are complete and are used for planning, routing and response as well as wireless 911. Local government compliant. 7. Hydrography, Hydrology and Wetlands Mapping Hydrography is complete as well as having obtained the newest version of the Wisconsin Wetlands Inventory. 6 8. Soils Mapping, Land Cover and other Natural Resource Data NRCS soils mapping for Marquette County is all that is available at this time. 9. Land Use Mapping A Land Use map has been recently created for each municipality and for the County. Land use data is also maintained by the Town assessors on the tax roll, which is linked to the Real Property Listers database. 10. Zoning Mapping All ten zoned townships have been mapped according to classification. State shoreland and FEMA hardcopy maps are also available. 11. Election and Administrative Boundary System Taxation units (Lake & School Districts, MCDs, Public lands) are all included in the tax database and can be extracted as needed. The other units can be constructed from the GIS. 12. Critical Infrastructure and Facilities Management Proposed in the indefinite future. 13. Data Base Design and System Implementation Data base design and schema were created by Applied Data Consultants and comply with all current standards F. Public Access Marquette County has established three public access, read-only terminals within the building and with the help of the $1 fee we have established Internet access to our tax records. Hardcopy or digital data in current or customized format is available to the public as copyrighted data for fees set by the County Board. Security and right to privacy issues are State and local government compliant and are managed by our IT department through access and data distribution policies. G. Integration and Cooperation Marquette County would like to create direct links to the Towns and Municipalities within the county so that all of our GIS could be shared. At this time several of the Towns are not computerized. As others extol the virtue of our information we feel these Towns will begin to modernize. We have at times shared our data with various State and Federal agencies 7 including but not limited to Census Bureau, Fish and Wildlife, Forest Service, Wis DNR, Wis DOT, Wis DOR. H. Communication, Education, Training & Facilitated Tech. Assistance Marquette County is connected to the technical assistance list server. We have used third party training (ESRI, ADC) as well as conducted in-house training sessions for various County and Municipal employees. The municipalities in our County as well as our customers have widely varied needs and technical capabilities. Staffing and funding have dictated what we have been able to put forth for the public. I. Administrative Standards Not Associated with Foundational Elements 1. The County agrees to observe and follow the statutes relating to the Wisconsin Land Information Program and other relevant statutes. 2. The County agrees to permit the Wisconsin Department of Administration access to books, records and projects for inspection and audit. 3. The County agrees to complete the GIS Inventory Survey (survey required annually by the WLIP). 4. The County agrees to update the plan every 5 years and in the interim if the plan should change. 5. Development and implementation of an acceptable plan confers certain benefits on local government within a county, including eligibility for Program funding. A peer review process will be used to assess plan acceptability by the land information community. 8
