An ASUCD Senate Bill to create an award and award procedures similar to the Mark Champagne Award and its procedures for ASUCD volunteers who do not receive stipends. BACKGROUND: ASUCD formally employs upwards of 1,500 students, but with our army of volunteers, our actual numbers could easily include over 2,000. Volunteers primarily staff Aggie Reuse, Entertainment Council, student government, and many other departments. An award for ASUCD volunteers would recognize all the unpaid staff who make up the vital backbone to our Association. The original Proposal for the ASUCD Volunteer Award is attached. Section 1. The ASUCD Senate hereby enacts Section 202(P) of the ASUCD Bylaws as follows: P. ASUCD Volunteer Award Committee Representatives 1. The Volunteer Award Committee Representatives shall serve as the official liaisons between the ASUCD Senate and the Volunteer Award Committee, and shall attend all scheduled meetings of the Volunteer Award Committee. 2. The ASUCD Senate must elect one (1) Volunteer Award Committee Representatives from amongst themselves at the last meeting of winter quarter by a majority vote of the entire ASUCD Senate. In the event that this position becomes vacant, the ASUCD Senate must elect, by majority vote at their next official meeting, a new Volunteer Award Committee Representative from amongst themselves to serve for the remainder of that quarter. Section 2. The ASUCD Senate hereby enacts Section 205(P) of the ASUCD Bylaws as follows: P. The ASUCD Volunteer Award Committee Senate Bill #63 Page 2 1. The purpose of the exploratory ASUCD Volunteer Award Committee, hereinafter referred to as “the Committee,” is to manage all activities relating to the ASUCD Volunteer Award (hereinafter referred to as “the Award”) and ASUCD Volunteer Award Fund (hereinafter referred to as “the Fund”). Responsibilities of the Committee shall include, but are not limited to: (1) planning and publicizing the Award; (2) selecting recipients; and (3) ensuring proper distribution of the Award. The Voting Members of the ASUCD Volunteer Award Committee shall include the President, the ASUCD Business Manager, one (1) Senator, one Commission Chair (chosen by a majority vote of the ASUCD Senate), three (3) Unit Directors (chosen at the discretion of the Committee Chair). The ASUCD President shall serve as Chairperson for the Committee. 3. The Committee shall select recipients according to the following criteria: 1. Initiative 1. Goes above and beyond normal duties 2. Volunteers for any assignment while maintaining a positive attitude 3. Arrives early to meetings and stays late to ensure all needs are met 2. Teamwork 1. Attends all scheduled meetings 2. Builds strong relationships with co-workers 3. Treats fellow workers with respect 4. Serves as a positive example to the rest of the student volunteers 5. Completes their own duties and makes effort to assist fellow workers to complete their tasks 3. Contribution to employer 1. Supports supervisors 2. Exhibits a strong sense of maturity when dealing with difficult issues 3. Maintains an exemplary service record 4. Contributes value to overall staff functionality 4. The Committee shall meet the first (1st) week of Fall and Winter quarters. All subsequent meetings of the Committee will be at the discretion of the Chairperson based off of the schedule agreed upon by the Committee at the first meeting. 5. The Committee shall present the Award once a year during Winter quarter. Advertisement of the Award shall begin no later than the start of the second (2nd) week of the respective quarter. Nominations for the Award shall be received until the end of the fifth (5th) week of Winter quarter. Recipients shall be notified no later than the beginning of the eighth (8th) week of the Winter quarter. The Award ceremony shall be held on the tenth (10th) week of Winter quarter. 6. Any and all details relating to the Committee, the Award, or the Fund not included in Section 205(P) of the ASUCD Bylaws, including, but not limited to, the number of awards distributed and dollar amount per award, shall be at the discretion of the Voting Members of the Committee. The Committee shall make decisions regarding any matter not included in Section 205(P) of the ASUCD Bylaws by majority vote. Section 3. The ASUCD Senate hereby enacts Section 2004 of the ASUCD Bylaws as follows: 2004. THE ASUCD VOLUNTEER AWARD ELIGIBILITY AND CRITERIA A. Eligibility 1. A candidate for the Award must fulfill the following eligibility requirements at the time of consideration. The candidate must be: (1) an undergraduate member of the University of California, Davis; (2) registered full-time, part-time, and/or current Planned Educational Leave Program (PELP) student of the University of California, Davis; and (3) an ASUCD volunteer who has filled out volunteer paperwork from the Student Services Office (SSO). 2. No voting member of the ASUCD Volunteer Award Committee shall be eligible to receive the Award. B. Criteria 1. The ASUCD Volunteer Award Committee shall present the ASUCD Volunteer Award based on exemplary service. Exemplary service shall be defined as in Section 205(P). C. Any and all details relating to eligibility and criteria for the award not included in Section 205(P) of the ASUCD Bylaws shall be at the discretion of the ASUCD Volunteer Award Committee. The Senate Bill #63 Page 3 Committee shall make decisions regarding any matter not included in Section 205(P) of the ASUCD Bylaws by majority vote. Section 4. The ASUCD Senate hereby enacts Section 2112 of the ASUCD Bylaws as follows: 2112. ASUCD VOLUNTEER AWARD COMMITTEE: The ASUCD Volunteer Award Committee shall conduct a closed session to consider or discuss applications and potential recipients, where an open session would adversely affect the confidentiality of the award recipients. Only voting members of the ASUCD Volunteer Award Committee may be present in the room during those discussions.
