Background
• AER/CEI created the Peer Review Concept as an
instrument to promote regional economic development
in Eastern and Southeastern Europe
• Tool to assess and improve regional performance in
key areas of regional responsibility
• Adapted to be used in other areas of AER‘ s work
(alcohol policies and tourism)

Objectives
The objectives of the peer review concept are:
1.
To allow an exchange of experience between European
regions on key policies for regional administrations
2.
To encourage the development of better regional
policies throughout Europe
3.
To develop new methodologies on key policy issues

Methodology
Multinational team of experts provides advice on enhancing
regional policies and practices in given policy area
Phase 1:
Preliminary assessment of key areas
Phase 2:
Visit by review team
Phase 3:
Comprehensive report including
recommendations on further measures
to enhance policies in host regions

Methodology
Concept based around a checklist that describes a
comprehensive approach for a specific policy area

structure interviews, analysis and final report

provide standards for consistent judgement
