nodes comprising a DRR must be located in the same Local
Balancing Authority (“LBA”).
• LMR and EDR registrations are tied to a CP
node.
– No verbiage in any BPMs.
Details
CURRENT
• ~20,000MWh of unregistered MW
dispatched every year
• Load drop is known and predictable by CP
node
• Load reduction is currently occurring
outside of the market
• When GRE’s DR clears for a single node
the impact to other nodes is known.
Proposed
• GRE registers as either LMR or DRR type I
• Best case is resource looks like a hub.
– HUB’s can cross LBA’s.
• Alternative – 6 LMR or DRR registrations.
– Offers are contingent
• If one clears the other offers will change to must run.
