SUBJECT: Job Description Listing
1. This memorandum describes the various positions held within the 720th AFROTC Cadet
Wing for the Fall 2016 semester.
2. The positions within the Wing are broken down into the Cadet Wing Commander and his/her
staff, the Wing Vice Commander’s Staff, the Operations Group, the Mission Support Group, and
the Training Group.
3. Wing Commander (CC) and Staff
a. Wing Commander (CC, reserved position). Reports the status of the Wing to the
Operations Flight Commander/Commandant of Cadets (OFC) and oversees the selection of the
Professional Officer Course (POC) positions. Responsible for the welfare and training of the
Cadet Wing through a program that is in accordance with Air Force policies and meets
objectives set by headquarters. Serves as the ultimate cadet role model and must present a
professional, sharp demeanor at all times through personal appearance, behavior, and knowledge
of the Cadet Wing and AFROTC training. Ensures detachment policies are updated and
followed. Ties together the different groups so that the entire cadet corps achieves the common
goal of officer training.
b. Vice Wing Commander (CV, reserved position). Counsels and advises the Wing
Commander in all daily detachment operations. Assumes command of the Wing in the Wing
Commander’s absence and is responsible for staying updated on all Wing activities to make such
a transition seamless. Oversees all personnel in the Wing Vice Commander's Staff and all extracurricular cadet organizations. Ensures all cadet officer subordinates meet standards in areas of
duty and cadet performance, and serves as an advisor to AFROTC affiliate organizations.
Creates and manages the cadet mentor program. Trains and evaluates cadet officers. Assumes
position on Penn State's student government, as the representative of ROTC as a whole. Each
year it is Air Force's turn, the vice will assume this role, since this position will rotate among the
branches.
c. Operations Group Commander (OG/CC, reserved position). Oversees all operations
within the Operations Group. Reports the status of the group directly to the Wing Commander.
Oversees Physical Training, Leadership Laboratory, Conflict Leadership Laboratory, POC
Leadership Laboratory, Academics, Continuity, Attendance, IT, AEF training, AWLE, and Drill
& Ceremony organization for the Wing. Ensures plans are in place to meet all LLAB objectives.
Ensures cadets in the entire group meet standards in areas of duty and cadet performance. Trains
and evaluates the Deputy Operations Group Commander, the Operations Support Squadron
Commander, and the Operations Training Squadron Commander.
d. Mission Support Group Commander (MSG/CC, reserved position). Oversees all
operations within the Mission Support Group. Reports the status of the group directly to the
Wing Commander. Works with other group commanders to standardize training and SOPs
within each group. Ensures cadets in the entire group meet standards in areas of duty and cadet
performance. Trains and evaluates the Deputy Mission Support Group Commander, the
Logistics Support Squadron Commander, and the Force Support Squadron Commander.
Oversees Combat Dining In, initial Dining Out planning, and upkeep of detachment computers,
supplies, and facilities. Additionally, he/she is responsible for uniforms, recruiting, public affairs,
and various detachment projects that arise. Ensures recruiting and Morale, Welfare and
Recreation (MWR) events are coordinated and carried out, as well as a fall base visit.
e. Training Group Commander (TRG/CC, reserved position). Oversees all operations
within the Training Group. Reports the status of the group directly to the Wing Commander.
Works with other group commanders to standardize training and SOPs within each group.
Ensures cadets in the entire group meet standards in areas of duty and cadet performance. Trains
and evaluates the Deputy Training Group Commander and the Training Group Squadron
Commanders. Oversees the leadership and personal development of all GMC and Training
Group POC. Serves as the supervisor and trainer of the squadron commanders and flight
commanders, who then carry out the training program for GMC, with additional attention to FTP
development.
f. Executive Officer (CCE, ICL Only). Assists the Wing Commander in all daily
detachment operations. Maintains and updates the PSU AFROTC site, to include frequent
updates to the announcements webpage. Works on implementation of the new Wing site, as well
as correcting deviations from the Tongue and Quill in template documents. Oversees the Wing
Coin Program and the Executive Officer’s Challenge Program. Wing Coin will be twice per
semester (midterm and final) and both GMC and POC will be nominated via form 1206. Updates
the leadership position tracker. Keeps track of suspenses and alerts the Wing Staff of upcoming
deadlines. Briefs the Cadet Wing of the weekly announcements at PT and LLAB. Creates the
Google calendar and keeps it up-to-date, in addition to the white board.
4. Vice Wing Commander’s Staff
a. Alumni Relations and Active Duty Brief Officer (CCB/CCA). Manages special projects,
as directed by Cadre and the Wing Commander. Establishes Detachment 720 alumni contacts.
Acts as a liaison between the alumni network and the Cadet Wing. Sends out Detachment 720
newsletter to alumni. Organized Alumni events, such as AFSC skype sessions (at least 2-3 for
fall semester). Acts as the liaison between the Cadet Wing and Cadre with information regarding
active duty briefings (2-3 for fall semester). Sends out active duty topic survey to the Cadet
Wing to gauge topic interest. Informs Cadre of most popular topics, and ensures active duty
briefings are prepared.
b. Standards/Accountability (CVSA). Acts as the liaison between all cadets, the Cadet Wing
Commander, and cadre. Manages the feedback program, Wing self-inspections, open ranks
inspections (ORIs) and awards program, in which specific examples for each award will be cited.
Ensures all cadet officer subordinates meet standards in areas of duty and cadet performance.
Compliance standard checklists will be created for each of the groups within the cadet wing
(Operation, Mission Support, and Training), with a weekly update of each group and a
completed checklist handed in as an after action report. In addition, standards/accountability will
be present at every official AFROTC event (LLAB, PT, Organization Training Sessions, etc…),
monitoring POC/GMC relations, as well as making sure that all cadet training strictly follows the
Holm Center Training Manual (HCTM). Make sure that all areas within Cadet Wing are meeting
standards via checklist. Helps supplement jobs with knowledge and experience when needed.
Ensures the Cadet Wing is carrying out its responsibilities properly. Members coordinate with
each other to ensure uniform and detachment policies are enforced - ensures compliance with
hair, facial hair, jewelry, nail polish, etc. Inspect the flights at formal inspections with the
squadron commanders. Ensures the Cadet Wing is looking professional in uniform and not
deviating from detachment or Air Force policies. Inspects and ensures proper training in all
aspects of training (In accordance with the HCTM). Ensures all greetings are always given and
done correctly. Directs award ceremony at the end of semester. Finally, standards/accountability
will ensure the counseling matrix is kept up-to-date and is followed by everyone in training
group and higher up.
c. Health and Wellness Officer/Det Relations (CVHW). Health and Wellness will monitor
cadet’s mental, emotional, and physical health during the semester by collecting and reading
handwritten memorandums. Will provide health and safety tips to cadets throughout the
semester. Helps supplement jobs with knowledge and experience when needed. Collaborate with
the Academics Officer if there could be potential health and wellness issues, related to
academics. The Det relations officer will coordinate with other detachments to come up with a
joint event, that focuses on networking and enhancing leadership skills. This event also will
allow insight into different methods/techniques for running a detachment. The big picture goal is
to get detachment 720 involved in more events as a whole. The other main goal is to start getting
detachments to work together and help influence operations/training, since we will all be
working together in the Air Force.
d. Altoona Liaison (CVAL). Serves as a liaison between UP cadets and those at Penn
State’s Altoona campus. Responsible for communicating all information to and from the Vice
Wing Commander in a timely and accurate manner. Also responsible for tracking Altoona
involvement at any events held in Altoona (i.e. accountability at PT) and for keeping Altoona
cadets up-to-date with events and information. Acts as a mentor to other Altoona cadets with
ideas for where to study, how to get help in academics, etc. Creates supplemental PT plans for
any Altoona cadets that may need extra help and also organizes a way to participate in warrior
PT (i.e. record times for the events).
e. Scabbard & Blade Liaison (CVS, position selected by S&B, not officially in Wing
structure). Serves as liaison between the Wing Vice Commander and Scabbard & Blade.
Organizes and communicates between members of both AROTC and NROTC. Tries to
encourage joint involvement in the organization. Assists with planning blood drives held at
Wagner Building and other community service projects. Coordinates with the company
commander of Scabbard and Blade to prepare cadets for initiation. Manages the cadet tutoring
program by compiling a list of available tutors and cadets requesting help, and tracks all activity
for record. Shown as a professional face of the representation of the Air Force to the local
community, and as an honor society.
f. Wild Blue Yonders Liaison (CVW, position selected by WBY, not officially in Wing
structure). Supervises and directs actions related to the Wild Blue Yonders. Serves as liaison
between the Wing Vice Commander and the Wild Blue Yonders. Leads the musical direction
and organizes performances for the group, including Combat Dining In, Air Force Ball,
POW/MIA Vigil, Change of Command, university sporting events, and various other events.
g. Honor Guard Commander (CVH, position selected by HG, not officially in Wing
structure). Serves as liaison between the Wing Vice Commander and the Honor Guard. Tasked
with direction and overview of integration of new prospective members. Responsible for
conducting and organizing the Honor Guard with running Color guards for campus sporting
events, POW/MIA Vigil flag ceremonies, Missing Man Table, Saber Arc, and other associated
events. Organize a cadet team to send to a Military Excellence Competition. Shown as a
professional face of the representation of the Air Force to the local community.
h. Arnold Air Society Commander (CVA, position selected by AAS, not officially in Wing
structure). Serves as liaison between the Wing Vice Commander and Arnold Air Society.
Tasked with direction and overview of integration of new prospective members. Responsible for
conducting and organizing Arnold Air Society with running THON involvement, social service
projects, community volunteering, and other associated events. Shown as a professional face of
the representation of the Air Force to the local community.
i. Silver Wings Liaison (CVI, position selected by SW, not officially in Wing structure).
Serves as liaison between the Wing Vice Commander and Silver Wings. Tasked with direction
and overview of integration of new prospective members. Responsible for conducting and
organizing Silver Wings with running THON involvement, social service projects, community
volunteering, and other associated events. Shown as a professional face of the representation of
the Air Force to the local community, while also working with a civilian population first-hand.
j. Aerospace Studies Club (CVAS, position selected by AS, not officially in Wing structure).
Serves as liaison between the Wing Vice Commander and Aerospace Studies Club.
5. Operations Group
a. Deputy Operations Group Commander (OG/CD, SCL Only). Reports to the Operations
Group Commander. Responsible for assisting OG/CC in ensuring all suspenses are met and
squadrons are performing tasks according to standards. Assumes position of OG/CC in their
absence and is responsible for keeping updated on all group activities to make this transition
seamless. Also responsible for acting as POC flight commander and ensuring POC discipline
during PMT.
b. Operations Support Squadron Commander (OSS/CC). Oversees duties of the LLAB
Officer, Conflict LLAB Officer, POC LLAB Officer, Academic Officer, Continuity Officer and
Attendance/IT Officer. Responsible for ensuring all suspenses are met and officers are
performing tasks according to standards. Serves as point of contact between each officer and the
Operations Group Commander. Learns responsibilities of each officer and ensures each officer
meet standards in areas of duty and cadet performance. Trains and evaluates each officer as well.
Oversees the completion of all ROTC objectives in accordance with the T-508.
c. Leadership Laboratory Officer (OSS/LL). Plans LLAB for each week, makes sure each
LLAB meets all the objectives set by headquarters, and attempts to make every LLAB as fun and
creative as possible. Also ensures the weekly plans include briefings, that provide training for the
cadet knowledge exam and active duty. Keeps track of time and events during LLAB, to ensure
compliance with the timesheet and smooth LLABs. Meets all suspenses for submitting weekly
Operations Orders and timesheets and keeping the Objectives Tracker up-to-date.
d. POC Leadership Laboratory Officer (OSS/PL, SCL only). Plans POC LLAB for each
week, makes sure each POC LLAB meets all the objectives set by headquarters, as well as
objectives set by the operations group commander, wing staff, and cadre. Creates and enacts the
professional development portion of POC LLAB, by incorporating leadership lessons, current
events, etc., in addition to feedback. Ensure feedback is written in a document, rather than having
a bunch of individual verbal feedback. Also remind POC about Captain Carpenter's professional
book library. Ensures that POC LLAB is kept on schedule and that everything runs smoothly.
e. Conflict Leadership Laboratory Officer (OSS/CL). Plans Conflict LLAB for each week,
ensuring that all objectives set by headquarters are met. Ensures that Conflict LLAB is kept on
schedule and that everything runs smoothly. Meet all suspenses for submitting a thorough plan,
prior to each Conflict LLAB, to ensure that the events hit all of the LLAB objectives.
f. Academics Officer (OSS/AO). Responsible for creating the IMT and POC knowledge
quizzes, as well as the cadet knowledge exam (CKE). Ensures the examinations are concurrent
with the assigned knowledge. Responsible for grading POC quizzes in a timely manner and
updating the score tracker. Assess how well each cadet's academics are going by collecting and
reading handwritten memorandums, based on a red/green/yellow system for grades, with red,
green, and yellow defined at the beginning of the semester.
g. Attendance Officer/IT (OSS/AT). Compiles, organizes, and presents to the Operations
Group Commander an accurate list of attendance for the week’s events. Collects attendance for
all mandatory events, by utilizing the attendance computer program. Maintains the attendance
tracker by updating attendance records. Works directly with training flight deputies to resolve
any attendance issues and ensures attendance is turned in and verified on time. Maintains and
cares for all Information Technology programs in the detachment, to include, but not limited to,
printers, computers, and sound systems. Organizes information relating to current technology,
such as manuals, records of previous issues and fixes, and passwords needed to access websites.
Ensures that the cyberspace front is capable of handling the day-to-day cadet operations.
h. Continuity Officer (OSS/CO). Works to compile continuities written throughout the
semester and organize them on the online drop box. Continuity officers will make corrections as
necessary and ensure all cadets finish the required documents before the suspense date. Ensure
that all continuity is of good quality, or else ensure that the cadet redoes their continuity.
i. Operations Training Squadron Commander (OTS/CC). Oversees duties of the Physical
Fitness Officers, Drill Officer, AWLE, and AEF Officer. Responsible for ensuring all suspenses
are met and officers are performing tasks, according to standards. Serves as point of contact
between each officer and the Operations Group Commander. Learns responsibilities of each
officer and ensures each officer meet standards in areas of duty and cadet performance. Trains
and evaluates each officer as well. Oversees the completion of PT and AEF objectives.
j. Squadron Physical Fitness Officer (OTS/PF). Leads wing in planned physical training
during PT sessions. Responsible for the plans and operations of PT, the Physical Fitness
Assessment (PFA), and other physical fitness competitions throughout the semester. Creates
plans for PT sessions and sets policies regarding mandatory PT sessions.
k. Drill Officer (OTS/DR). Teaches drill to GMC cadets during specific LLABs and Sunday
Drill sessions. Responsible for evaluating the GMC cadets performing drill and the POC cadets
picked to teach. It will be at the Drill Officer’s discretion whom he/she chooses to help them
teach at the provided LLABs. The Drill Officer is responsible for preparing cadets for the
change of command. Encourage POC to attend Sunday Drill sessions, to encourage younger
cadets to also attend.
l. Air Expeditionary Force Officer (OTS/AE). Plans and executes the AEF portion of the
Fall FTX. Ensures LLABs train, equip and provide cadets the knowledge and skills to
successfully participate in a simulated deployment. Reserves a location for the FTX to take
place and coordinates required transportation. Develop and conduct Expeditionary Leadership
Exercises, as well as give briefings.
m. AWLE Officer (OTS/AW). Responsible for planning and executing the Air Warfare
Leadership Exercise for the spring semester. Ensures both IMT and POC have the required
knowledge of air assets and game rules to effectively carry out exercise via LLAB briefings.
Assists in evaluating cadet leadership during exercise.
6. Mission Support Group
a. Deputy Mission Support Group Commander (MSG/CD, SCL Only). Reports to the
Mission Support Group Commander. Responsible for assisting MSG/CC in ensuring all
suspenses are met and squadrons are performing tasks according to standards. Assumes position
of MSG/CC in MSG/CC’s absence and is responsible for keeping updated on all group activities
to make this transition seamless. Leads one or more larger project(s) over the course of the
semester (eg. Implementation of online documents).
b. Logistics Support Squadron Commander (LSS/CC). Supervises duties of the Uniform
Room and Logistics Readiness Flights. Responsible for overseeing the placement of uniform
material online and acquisition of materials for all aspects of the wing. Responsible for ensuring
all suspenses are met and flights are performing tasks according to standards. Serves as point of
contact between each flight and the Mission Support Group Commander. Learns responsibilities
of each flight and ensures flight commanders meet standards in areas of duty and cadet
performance. Trains and evaluates flight commanders.
c. Uniform Flight Commander (LSS/UF). Works closely with Captain Carpenter to ensure
that the Cadet Wing is out-fitted properly. Manages the uniform inventory and issues/collects
uniform items from cadets. Serves as a liaison that the Cadet Wing can go to with uniform
questions and/or requests. Also ensures that the uniform room is clean and organized. Orders
and replaces old uniform items that are no longer issuable. Undertakes the responsibility of
placing uniform documents online and creating surveys to understand what uniform items cadets
need.
d. Uniform Officer (LSS/UFA). Assists the Uniform Flight Commander in any way they see
fit. Serves as a liaison to the Cadet Wing for any uniform issues or questions they may have.
Helps to distribute uniform items to all new cadets. Contributes time to assure all cadets’
uniforms are complete.
e. Public Affairs Flight Commander (LSS/PA). Serves as the link between Detachment 720
and the Penn State Community, pursues a social and traditional media outreach. Aims to
integrate public affairs efforts with recruitment and inform cadets that they represent the Air
Force, in or out of uniform, and through their online actions as well.
f. Wing Historian/Heritage (LSS/PAA). Maintains the cadet library, to include keeping a
record of books leaving and returning to the library. Researches possibilities for expansion of
current resources. This cadet is responsible for organizing the history of the Cadet Wing, as well
as starting the next year (2016-2017) yearbook. He or she will take pictures throughout the
semester alongside the Public Affairs Flight Commander to be used in the Wing Yearbook, as
well as collect material from our Wing’s past. Ensure that history is organized into years,
decades, etc. so that it is easy to find information. Also, responsible for designing various boards
around the Detachment. Coordinate with the documentary officer, in order to complete the
detachment documentary.
g. Det 720 Documentary Officer (LSS/PAB). Responsible for creating a 15-20-minute
documentary, depicting detachment heritage and growth over the years. This will include when
detachment 720 was first created, the big events that happened since then, when each
organization was founded, famous alumni who attended Penn State, and so forth. Utilizes the
information organized by the historian/heritage officer and works in conjunction with that cadet
to complete the video.
h. Force Support Squadron Commander (FSS/CC). Oversees duties of the MWR Officer,
Recruiting Officer, and Base Visit Officer. Also supervises the cadets planning the Dining In and
Dining Out. Responsible for ensuring all suspenses are met and flights are performing tasks
according to standards. Serves as point of contact between each flight and the Mission Support
Group Commander. Learns responsibilities of each flight and ensures flight commanders meet
standards in areas of duty and cadet performance.
i. Morale, Welfare, and Recreation Officer (FSS/MW). Tracks Warrior and Honor points for
each flight and updates Warrior and Honor Flight boards weekly. Encourages flights to have
flight activities and create more events that are open to the entire Wing. Responsible for
maintaining the morale of the Cadet Wing by managing esprit-de-corps activities, such as
bowling with cadre, broomball, pre-game tailgates, etc.
j. Recruiting Officer (FSS/RE). Sets up various recruiting events throughout the semester to
encourage cadets to join Air Force ROTC. The admissions officer will work with Captain
Meehan, the Unit Admissions Officer. Responsible for creating and implementing a prospective
student LLAB day for one LLAB, as well as ensuring that there is always a cadet in attendance
at a student visit to answer questions from a cadet’s perspective.
k. Combat Dining In Officer (FSS/DI). This cadet is responsible for coordinating all the
logistics of Dining In. This includes, but is not limited to setting a date, reserving a location, and
arranging supplies needed for the event. Ensures that this event resembles an active duty Air
Force Dining In. Comes up with new ways to have fun and build camaraderie at the Dining In.
l. Dining Out Officer/CDI Deputy (FSS/DOO). This cadet is responsible for coordinating all
of the logistics of Dining Out. This includes, but is not limited to setting a date, reserving a
location, and arranging supplies needed for the event. Ensures that this event mimics an active
duty Air Force Dining Out. Create new ways to have fun and build camaraderie at the Dining
Out. Assist the Combat Dining In Officer with planning and carrying out Dining In.
m. Base Visit Officer (FSS/BV). This cadet is responsible for carrying out a base visit in the
Fall Semester. These duties include choosing a base, implementing contact, setting a date, and
working with people from that base to plan an agenda. Also, this cadet will be responsible for
initiating contact with Captain Meehan and the base.
7. Training Group
a. Deputy Training Group Commander (TRG/CD, SCL Only). Reports to the Training
Group Commander. Responsible for assisting TRG/CC in ensuring all suspenses are met and
squadrons are performing tasks according to standards. Assumes position of TRG/CC in
TRG/CC's absence and is responsible for keeping updated on all group activities to make this
transition seamless. Ensures the GMC are adequately progressing, as well as preparing the FTP
for Spring semester. Makes sure that the squadron commanders are making all necessary
correction in compliance with the goals and objectives.
b. Squadron 1 Commander (1TRS/CC). Supervises duties of the Training Flight
Commanders. Responsible for making sure all suspenses are met and flights are performing
tasks according to standards. Responsible for the training of the GMC cadets in the squadron
and for maintaining complete accountability of the squadron. Is the point of contact between
each flight and the Training Group Commander. This cadet supervises, mentors, trains and
evaluates all training group flight commanders in the squadron. Is held accountable for the
appearances and behaviors of the cadets within the wing and instills a mentoring-based training
style into the minds of the Flight Commanders fresh out of Field Training. Emphasizes the
importance of feedback for cadets while promoting and supporting the goals of the training
group through positive encouragement and personal accountability.
c. Squadron 2 Commander (2TRS/CC). Supervises duties of the Training Flight
Commanders. Responsible for making sure all suspenses are met and flights are performing
tasks according to standards. Responsible for the training of the GMC cadets in the squadron
and for maintaining complete accountability of the squadron. Maintain good order and discipline
for the POC flights during formation. Is the point of contact between each flight and the Training
Group Commander. This cadet supervises, mentors, trains and evaluates all training group flight
commanders in the squadron. Is held accountable for the appearances and behaviors of the
cadets within the wing and instills a mentoring-based training style into the minds of the Flight
Commanders fresh out of Field Training. Emphasizes the importance of feedback for cadets
while promoting and supporting the goals of the training group through positive encouragement
and personal accountability.
d. Training Flight Commander (TRS/TFx). Directly supervises the cadets in the flight.
Accomplishes LLAB objectives listed on the weekly Operations Orders and maintains personnel
data securely on all cadets in the flight. Responsible for the conduct, discipline, training and
evaluation of the cadets, as well as challenge the FTP cadets. Serves as the point of contact
between the flight and the Training Squadron Commander. Utilizes a mentor-based training
style for cadets, while emphasizing the importance of the core values and Air Force principles.
Takes cadet feedback and performance seriously, while using positive and negative feedback
effectively and consistently, to keep cadets up-to-speed with Detachment and AFROTC policies.
Holds and exhibits high levels of knowledge of all AFROTC regulations.
e. Deputy Training Flight Commander (TRS/TFxD). Serves as an assistant to the Training
Flight Commander. Assists the flight commander in accomplishing LLAB objectives listed on
the weekly Operations Orders. Works directly with the cadets in each flight in a personable and
approachable manner, to help groom better future leaders for the Air Force. Are always prepared
to take over and act as Flight Commander when needed. Takes cadet feedback and performance
seriously, while using positive and negative feedback effectively and consistently, to keep cadets
up-to-speed with Detachment and AFROTC policies. Holds and exhibits high levels of
knowledge of all AFROTC regulations.
