The successful applicant will be an experienced, dynamic, self-starter and possess a post-graduate
degree in social work, criminology or a related field. The ability to articulate criminal justice and social
justice issues is required, accompanied by an in-depth knowledge of evidence based practice. The start
date for the position is August, 2017.

About the John Howard Society of Kawartha Lakes and Haliburton
The John Howard Society of Kawartha Lakes and Haliburton has been providing community based
services and programming for both young people and adults for over 30 years. In the delivery of all
services, we strive to include family members, parents, victims and the community, as is appropriate to
each unique situation. We address both the at-risk / criminal behaviour and the underlying issues that
contribute to that behaviour. Also, we provide community based programming addressing issues such as
Literacy and Employment and Housing issues and the underlying barriers that our clients face. A vital
component of our service delivery is prevention through education. By engaging the community and
addressing the factors underlying crime, we strive to provide supports to individuals and families before
they come into conflict with the law.

POSITION DESCRIPTION
POSITION: EXECUTIVE-DIRECTOR
FUNCTION: To advise the Board of Directors in the development of policy and to implement Board
policy efficiently and effectively through the Society’s programs and services.
RESPONSIBLE TO:Board of Directors as a whole
RESPONSIBILITIES and AUTHORITY
BOARD OF DIRECTORS AND COMMITTEES:
 To act as secretary to the Board;
 To assist the President of the Board to arrange meetings and meeting agendas;
 To prepare for the Board, financial, service and other reports as required;
 To provide background data and advice on policy matters.
VISIONING
 In collaboration with the Board of Directors participate in formulating an evolving
organizational vision
 Guide the development of programs and services that move toward that vision, within policy
guidelines set by the Board
 Utilize a change management model to maintain and build a competitive advantage
LEADERSHIP
 Work in collaboration with Management, front line staff members and community partners to
further the Strategic and operational Plans and organizational vision
 Encourage team-building and staff initiative by promoting open communication and positive
relations with all staff members
 Ensure that organizational renewal and capacity building mechanisms are in place
SERVICE DEVELOPMENT AND DELIVERY:
 To ensure that existing programs operate in such a manner that the objectives of the programs
are met efficiently;
 To advise the Board in relation to their development of short and long term service goals;
 To identify desirable new services;
 To identify new funding sources;
 To develop proposals and budgets for new services in keeping with the goals of the Board;
 To negotiate contracts for new and ongoing services;
 To implement new service programs;
 To maintain some direct service activity.
PERSONNEL:
 To review, implement and administer the personnel policies of the Board and to recommend
changes where appropriate;
 To oversee the recruitment of staff;
 To prepare ad review job descriptions for all staff positions;
 To assign all staff to positions;
 To ensure that there is adequate orientation, consultation, evaluation and supervision for all
staff;
 To develop and implement plans for ongoing staff development and training;
 To facilitate meetings of all staff on a regular basis;
 To carry out the termination of employment, if necessary, in a manner consistent with the
personnel policy of the agency;
 To ensure compliance with all applicable workplace legislation.
FINANCES:
 To advise the Board of the present and projected financial circumstances of the agency;
 To prepare program and overall agency budgets and to facilitate the monitoring of financial
transactions to ensure that budgets are being adhered to;
 To review future funding requirements and to work toward meeting these requirements;
 To ensure that adequate liability and other insurances are in place to protect the assets of the
agency.
PROPERTY:
 To assume responsibility for all aspects of building maintenance and tenancies at the various
administrative and service locations.
PROVINCIAL SOCIETY:
 To maintain liaison and consultation with the Provincial Society and to provide the Provincial
Society with copies of minutes, financial statements, statistical reports and contracts, as
required;
 To attend meetings of the Executive Directors Committee (EDC) and to participate in Provincial
Society committees, as required.
COMMUNITY LIAISON:
 To represent the agency in the community at public functions, conferences, boards and
committees, as required;
 To maintain liaison with collateral community services;
 To maintain a liaison with the United Way and other organizations involved in the planning of
social services.
COMMUNITY EDUCATION:
 To undertake the development of community education materials and activities;
 To distribute to Society members and others, community education materials prepared by the
agency and the Provincial Society;
 To undertake public speaking engagement and media presentations.
REFORM:
 To access background information for the Board on reform issues, as required;
 To maintain liaison with the Provincial Society on reform projects and issues;
 To present Society positions on reform to the community.
GENERAL:
 To carry out other duties as may be determined from time to time by the Board of Directors;
 To inform the President of the need to conduct an evaluation of the Executive-Director’s
performance according to procedure set by the Board.
QUALIFICATIONS:
Minimum five years in management of a social service agency and a post graduate degree in the
criminal justice or human science disciplines, or an equivalent combination of education and experience;
 Proven Leadership abilities;
 Demonstrated knowledge and expertise in the criminal justice field;
 Demonstrated knowledge and expertise in community based programming and development;
 Demonstrated Human Resource experience;
 Demonstrated Financial Management experience;
 Proven Board Governance experience;
 Proven communication, problem solving and inter-personal skills;
 Extensive experience is proposal writing and reporting to all levels of government;
 Media Relations experience.
