The City of Carthage Fire Department may accept any item or group of items of any bid unless qualified by specific limitation of the vendor. The Contract shall be awarded to that responsible vendor whose bid, conforming to the Invitation for Bids, will be most advantageous (lowest price and best value) to the Carthage Fire Department, price and other factors considered. The City of Carthage Fire Department will select the bid that best suits its needs. The City of Carthage Fire Department hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, disability or national origin in consideration for an award. Bidders are informed that pursuant to Section 285.530, RSMo, as a condition of the award of any contract in excess of five thousand dollars ($5,000.00), the successful bidder shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Successful bidders shall also sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the contracted services. The evaluation of bids will include consideration of price, quality, adherence to specifications, ability to meet the City's need for service and prior experience. Evaluation may also include financial statements, if requested, sub-contractors, suppliers, and manufacturers to be used in the work and data on the materials, services and equipment to be incorporated. Time of completion or delivery will also be a factor in the award. Whenever a material, service, article or piece of equipment is identified on the plans or in the specifications by reference to manufacturer's or vendor's names, trade names, catalog numbers, etc., it is intended merely to establish a standard; and any material, article, or equipment or other manufacturers and vendors which will perform adequately the duties imposed by the general design will be considered equally acceptable provided the material, service, article, or equipment so proposed, is, in the opinion of the City, of equal substance and function. Substitute items may be rejected at the discretion of the City. Whenever the name of the manufacturer is mentioned on the face hereof and the words "or equal" do not follow, it shall be deemed that the words "or equal" shall follow such designations unless the face hereof specifies "no substitutes". The City may assume that items quoted are equal or it may request samples and proof thereof unless approved before shipment. City reserves the right to return at vendors’ expense all items that are not acceptable as equals, said items to be replaced by bidder with satisfactory items at the original price. By virtue of statutory authority, the City shall give preference to all commodities manufactured, mined, produced, or grown within the State of Missouri and to all firms, corporations, or individuals, when quality is equal or better and the delivered price is the same or less. Similar preference will be given to United States products and supplies. Preferences may be given for Carthage Services, products, and supplies. PART III TECHNICAL SPECIFICATIONS The City of Carthage Fire Department is requesting sealed bids for sale of the three following vehicles: Vehicle 1: 1994 Chevrolet 3500 4WD, single rear wheel VIN: 1GCHK34K1RE217812 Mileage: 15653 (on truck) New motor installed in June 2011 Motor: 350 Gas Marco High Pressure Pump 200 Gallon tank This vehicle was purchased “new” by the Carthage Fire Department and has been in service as a Brush Truck since the date of purchase. The vehicle had a new motor installed in June, 2011 and new tires in 2011. This vehicle was removed from first-line firefighting operations in 2012 when a newer Brush Truck was purchased. No known mechanical issues. Vehicle 2: 1999 Chevrolet 3500 2WD, Dually VIN: 1GBJG31F5X1092655 Mileage: 57649 Motor: 6.5 L Diesel Reading 10' Bed This vehicle has been extensively used as a Medical Response and Support Vehicle. The vehicle is equipped with a Reading 10’ utility bed. No known mechanical issues. Vehicle 3: 2008 GMC 3500 4WD, Dually VIN: 1GDJK34K28E173623 Mileage: 21004 Motor: 6.0 L Gas Marco High Pressure Pump 200 Gallon tank (tank leaches on seams) This vehicle was purchased “new” by the Carthage Fire Department in 2008 and has been in service as a Rescue Squad. No known mechanical issues. The vehicle needs new tires. The above mentioned vehicles are offered for sale individually or as a group, with a minimum combined bid of $32,000. All interested buyers are encouraged to inspect the vehicles prior to bidding. The vehicles can be inspected by appointment at the Carthage Fire Department.
