1.
Introduction
The North Kansas City Schools is seeking proposals from qualified vendors for a successful turnkey
installation, training, and implementation of an Integrated Access Control System using the maximum
amount of software and hardware currently in place.
2.
Background Information
The North Kansas City Schools has approximately 3,200 employees and 19,400 students. The District
has recently installed camera systems and call boxes at public entrances to school facilities. The vision is
to integrate locks at these entrances to the camera system so school personnel can unlock the door for
visitors remotely.
3.
Scope of Work
The North Kansas City Schools is seeking proposals to integrate its current Schlage SMS Access Control
System into one system that is managed by a single Avigilon software platform with added electronic
locks on doors as cited below and in the Specifications. If this is not possible then we are looking to
convert the current system, utilizing as much current hardware and wiring possible, into a “turnkey”
solution that will be managed by the Avigilon platform. We would also like a second “turnkey” option of
only installing the Avigilon Control Manager with new electronic locks with card access for front offices
as described below.
If the purchase of additional equipment is needed the proposal shall include all needed items to operate
the system. This includes purchase of Dell appliance, Avigilon software, HID readers, Mercury control
panels, mag-locks, network cabling, switches, power supplies, interface equipment, and labor to satisfy
the requirements as outlined in the specifications. This will include approximately one Allegion door lock
to the office area of each site and a Mag locks for the office door to the interior of the school.

Proposer agrees to:






Provide all project management and coordination required for the successful and timely
completion of the project. This includes coordination with local fire departments and the alarm
monitoring company.
Inputting of all credentials.
All freight, shipping and handling expenses to be incurred by the Contractor shall be included in
the proposed price.
All travel and lodging expenses to be incurred by the Contractor shall be included in the
proposed price.
Provide all permits, labor, materials, insurance and equipment needed for successful
completion. All related costs to be incurred by the Contractor and included in the proposed
price.
Accept responsibility for any materials and/or equipment stored by the Contractor on District
property.

Understand that the following are prohibited on District property:
 Smoking/ use of tobacco products
 Use of profanity
 Fraternizing with students or staff
 Alcoholic beverages
 Controlled substances
Maintain a company drug testing policy.
Provide any and all necessary equipment (lifts, ladders, tools, etc…) for installation.
Provide proper attire to all employees while on District property. The company name shall be
clearly legible on all attire.
Maintain legible company identification on each company vehicle to be used on District
property.
Remove and dispose of any trash, debris, and any other by-product of the installation. District
dumpsters are not to be used for such purposes.
Warrant that all workmanship and materials supplied will comply with and all Local, County,
State and Federal Requirements, Codes, and Regulations.
Confine work activity to the identified area(s) and not interfere with any of the District activities.
Storage of material, supplies and/or equipment must remain in area(s) approved by the District.
Discuss and confirm installation locations with authorized District personnel prior to the actual
installation at each location.
Qualifications of Contractor





Contractor must be properly licensed and certified to sell, install, and service IP Megapixel Video
Surveillance Systems & Physical Access Control Systems.
Contractor shall be certified on all products proposed.
Contractor shall have the proper business license to operate in all municipalities located within
the District.
Contractor, as a business entity, shall be an authorized and designated representative of the
equipment manufacturer(s), with full warranty privileges, and be actively engaged in the
business of selling, installing, and servicing the respective equipment.
The successful Contractor shall provide the District with a certificate of liability insurance as
follows:

The successful Contractor shall provide the District with copies of Contractor’s workers
compensation Insurance coverage or company insurance certificate.
The Contractor will be responsible for all damage to the building during installation. This
includes, ceiling tiles removed for the purpose of wiring/inspection/examination above ceiling.
All Contractor employees working on the project must be direct employees of the company and
qualified security system installers fully trained on the specified products.
The Contractor shall employ an in-house technical support team fully trained on the specified
products and capable of providing related support. The technical support team must be
separate from the system installers.
The Contractor shall employ an in-house service department fully trained on the specified
products and capable of providing on-site support. The service department shall be separate
from the system installers.
The Contractor must maintain a permanent physical address. All employees shall report to this
address on a regular basis.
All installers/technicians must be direct employees of the Contractor. No Subcontract labor
allowed.

General Information

The e-mail shall be clearly labeled with the appropriate title, “Access Control System”. Questions must
be received no later than December 17, 2015. All written inquiries will be answered at the sole
discretion of NKCSD. All questions should, to the degree possible, cite the specific RFP section and
paragraph number(s) to which the question refers.
Right to Amend or Withdraw
North Kansas City School District reserves the right to alter, amend or modify any provision of this RFP,
or to withdraw this RFP at any time prior to the award of a contract, if to do so is in the best interest of
the District. Proposers may withdraw their proposal prior to the closing date and time.
Ownership of Responses
All responses become the property of North Kansas City School District. Responses may be reviewed by
any person after selected vendor or vendors and NKCSD have signed contracts. North Kansas City
School District reserves the right to use any and all information and materials presented in reply to this
RFP. Disqualification of a vendor does not eliminate this right.

Pre-agreement Costs
North Kansas City School District is not liable for any cost incurred by any responding vendor prior to
issuance of a Purchase Order.

Proposal Submission Requirements
To achieve a uniform review process and obtain the maximum degree of comparability, it is required
that proposals be organized in the manner specified. Proposals shall be submitted prior to 2:00 p.m.
January 14, 2016. Vendors shall submit proposals online per the instructions on Attachment III. One
“ORIGINAL” containing original signatures shall be delivered with in three (3) business days (January 20,
2016) to the Purchasing Department. The proposal shall be submitted to Richard Gentry at the address
listed below.

Section II
Proposed pricing by Location (see Attachment I). Provide Base price and Alternate price per the
following:
Base Price
The base price will include by site what is needed to integrate the current Schlage system, with all
programming groups, utilizing as much current hardware and wiring possible, into a “turnkey”
solution that will be managed by the Avigilon platform. If the purchase of additional equipment is
needed it should include all needed equipment. Including the purchase of a Dell appliance, Avigilon
software, Allegion readers, mag-locks, Mercury control panels, network cabling, switches, and labor
to satisfy the requirements as outlined in the specifications and design. This will include an itemized
equipment list by location. This will include adding an Allegion door lock to the office area of each
site. The door will also be able to be manually and remotely unlocked through the Avigilon camera
system for entry of persons without an access card. Anyone will be able to exit to the exterior, but
will have to be manually allowed to enter the interior of the school through remote means without
an authorized card. The office door will have a mag lock installed to secure the office door that

leads to the interior of the school during an emergency. The mag locks can be activated by two
buttons in the office.
Alternate Price
The alternate price shall include adding an Allegion door lock to the office area of each site. The

It is the duty of the contractor to provide a working system. Any omissions or errors or
differences between this document and the contractor’s submitted proposal shall be
clearly outlined in a separate document labeled “Proposal Deltas”.
Qualification Statements
Manufacturer
Submit confirmation and details of manufacturer’s warranty, extended warranty, and
replacement policies.
Submit list of available manufacturer provided, fee based professional services available
to the contractor or the owner including but not limited to: training, installation,
commissioning, remote diagnostics and integration with 3rd party software and
hardware systems.
Contractor
Submit confirmation that contractor is licensed to install listed equipment as required by
the authority having jurisdiction.
Submit history of contractor certification(s) for items in this section.

Submit confirmation that installer who will install this equipment or who will supervise
installation of this equipment has received manufacturer training and is certified by
the manufacturer on this equipment and that the training the installer received is

MAINTENANCE MATERIAL SUBMITTALS - QUALITY ASSURANCE
Qualifications
Manufacturer
Manufacturer shall have been in business for more than 5 years.
Installers

All camera & lock installation, configuration, setup, program and related work shall be
performed by authorized integrators/electronic technicians certified by the
manufacturer.
Certification for authorized integrators/electronic technicians shall include, at a
minimum, the installation and service of the equipment provided.
WARRANTY
All equipment provided shall be backed by a minimum manufacturer parts and labor warranty of:
24 months for all Computing/COTS equipment
12 months for all field hardware
During the warranty period, manufacturer shall provide direct support to the owner via web,
phone and email, access to training and education in the form of documents, videos and
other materials via the web from a secure site.
B. The Contractor shall provide a single written document outlining the warranty of the
manufacturer(s) product and the contractor’s installation, on a single document. The
document shall warrant complete installation of all services and equipment to be free from
defects in materials and workmanship for a period of no less than two (2) years, starting with
the date of Final System Acceptance.
C. Contractor shall provide any software maintenance patches and version updates or upgrades
at no-additional cost to Owner for a period of at least two (2) years.
D. The Contractor will provide a cost budget for up to five (5) years for the maintenance and
upgrades to the system. The budget must clearly define all contractor and manufacturer costs
expected.

6.
Selection Process
North Kansas City Schools will select the vendor based upon the best overall solution and value, and is
not obligated to select the lowest price proposed. A number of factors will influence North Kansas City
School’s decision in selecting the product and vendor. In addition to cost considerations, proposals will
be evaluated on the basis of the following factors:








Functionality of standard equipment and features to meet our specific needs
System growth and expansion
Ease of use
Ease of system administration
Product quality, reliability, and warranty
Commitment by vendor to the product and ongoing enhancement of both feature capabilities
and service
Information revealed from references and on-site visits
Vendor qualifications including:
 Overall experience and reputation in the industry
 Service and support resources
 Verifiable quality of service provided by vendor to area customers
Vendors should be prepared for a live product demonstration prior to the award of the contract.
Vendor shall be capable of performing this demonstration with their own staff without assistance from a
third party or manufacturer. The demonstration will be used for evaluating both the system
functionality and the capabilities of the Vendor and shall not affect the financial portion of the proposal.
Vendors should be prepared for an on-site visit at their facility at the request of the District.

7.
Other General Terms and Conditions
Late Proposals: Proposals must be at the Purchasing Office prior to the closing date and time. NO LATE
PROPOSALS WILL BE ACCEPTED for any reason. It is the sole responsibility of the proposer to ensure
timely delivery of the proposal. NKCSD will not be responsible for failure of service on the part of the
U.S. Postal Office, courier companies, or any other form of delivery chosen by the proposer.
Acceptance: The NKC Schools will sign an agreement between the proposer and the District once the
Board of Education has awarded the contract for services.

Payment Method: Normal payment terms are approximately 30 calendar days, given
that the services are performed in satisfactory manner. The North Kansas City Schools
preferred payment method is VISA E-Payables. The successful proposer will be
contacted by VISA to setup the payment for invoiced services.
Taxes: The North Kansas City School District is exempt from Missouri State Sales tax.
TAX MUST NOT BE INCLUDED IN RESPONSE. A tax exemption certificate will be executed
by the Purchasing Department upon request.
Proprietary Information: All material submitted to the School District becomes public property and is
subject to the Missouri Sunshine Law upon receipt. If a proposer does not desire proprietary
information in the proposal to be disclosed, each page must be identified and marked proprietary at
time of submittal. The School District will, to the extent allowed by law, endeavor to protect such
information from disclosure. The final decision as to what information must be disclosed, however, lies
with the Missouri Attorney General. Failure to identify proprietary information will result in all
unmarked sections being deemed non-proprietary and available upon public request.
Transfer: Transfer or assignment of the contract by the proposer is prohibited.
The North Kansas City Schools reserves the right to reject any and all proposals and the right to be the sole
judge of what it shall consider to be the best proposal.
Independent Contractor: The proposer is performing as an independent contractor. The proposer is
responsible for providing all insurance coverage required by law, such as but not limited to
unemployment, liability, accident, others as needed.

The use of specific manufacturer’s names and models are for brevity only and do not necessarily mean
the items are required; indicate the equivalent.
Prices: The prices included in the proposal shall be held by the proposer for 120 days from date of
submission.
8.
Cancellation/Default of Contract
In the event the successful proposer, through any cause, should fail to fulfill the agreed upon obligations
in an effective and timely manner, the District shall have the right to terminate its contract by specifying
the date of termination in written notice to the selected vendor at least thirty (30) days prior to
termination date. The NKCSD also reserves the right to procure the articles or services from other
sources and hold the defaulting vendor responsible for any excess cost incurred. No contract assignment
will be allowed. The District also has the right to terminate the contract for no reason upon thirty (30)
days written notice.

Please note the type and number of files allowed. The maximum upload file size is 100 MB.
Please do not embed any documents within your uploaded files, as they will not be accessible or
evaluated.

Your submission must be uploaded, submitted, and finalized prior to the Closing Time of Jan 14, 2016
2:00 PM CST. We strongly recommend that you give yourself sufficient time and at least ONE (1) hour
before Closing Time to begin the uploading process and to finalize your submission.
Important Notes:
Each item of Requested Information is instantly sealed and will only be visible after the Closing Time.
Uploading large documents may take significant time, depending on the size of the file(s) and your
Internet connection speed.
You will receive an email confirmation receipt with a unique confirmation number once you finalize your
submission.
Minimum system requirements: Internet Explorer 8/9/10+, Google Chrome, or Mozilla Firefox.
