Job Purpose:
Lead and further develop the County Council’s in-house Transformation Unit to
help drive transformation and change across the organisation, working (as
appropriate) alongside our private sector partner.
Lead the strategic direction of workstreams/major programmes of work to
significantly contribute to business transformation and change across, and
ultimately beyond, the County Council.
This will involve close working with Chief Officers and senior managers to
ensure that appropriate transformation capacity is developed, deployed and
contributes significantly to the overall transformation and change agenda being
pursued by the County Council.
Main Responsibilities:
The Head of Transformation will have a multi-functional role which includes:

Personally leading the internal Transformation support function within the
Council, aligned to and significantly contributing towards the Council’s
transformation and change programmes including Transformation to 2017.

Developing the appropriate increased capacity and skills mix to maximise
contribution to the long term Transforming the Council (TtC) programme,
including an optimum blend of internal and external capacity, based on a
return on investment approach.

Proactively working with Chief Officers, Senior Managers and programme
managers from across the Council to ensure that key TtC programmes of
work are being delivered in an optimal way, on time and on budget.

Proactively contributing to the successful delivery of an effective
Programme Office function to assure the successful delivery of the overall
transformation programme, including supporting the Director of
Transformation on key projects and Transformation programme
assurance.

Responsibility for developing and managing a highly credible, innovative
and effective internal Transformation core team, that combines subject
matter expertise with more generalist skill sets across a range of levels
from senior officer to newly qualified graduate. This will include managing
relationships with key departmental contacts via a business partner
approach. Responsibility for developing the team to be able to provide
best practice guidance and coaching for programme and project
management organisation-wide.

Working with Chief Officers and Departments and the lead for Workforce
Development Strategy, contribute to the development of a consistent,
open and transparent approach to providing opportunities for ambitious
staff from across the Council to develop their careers by working with the
core team and contributing to transformational cross - cutting work
programmes. Working with the Director of Transformation to optimise the
opportunities in working jointly with external partners so that, at all times,
the Council’s key transformation and change programmes are resourced
in an optimal and collaborative manner.

Act as a catalyst for stimulating ideas and behaviours, playing a key part
in supporting the County Council in achieving cultural change and share
responsibilities for delivering strategic outcomes throughout the
organisation.

Developing internal capacity in such a way that best practice working
methods and approaches become ‘institutionalised’ and thus best enable
the Council to achieve its strategic aims.

Developing capability and opportunities for the successful provision of
highly regarded Transformation services for other local authorities and the
wider public sector.

Attend Elected Member, Corporate Management Team, or other officer
and partner meetings as appropriate.

Contribute proactively as a senior manager within the Policy and
Governance Management Team.

Key Decision Making Areas in the Role
 Service planning for area of responsibility, and contribution to wider County
Council service planning to drive/support delivery of strategic
transformation/change programmes.

High level strategic advice, support and challenge corporately and to Chief
Officers and Senior managers.

Resource allocation, sourcing and management, ensuring the delivery of
the highest quality (support) services within approved financial envelopes
Role Dimensions – financial (e.g. annual revenue budgets) and nonfinancial units (e.g. workload, customers/staff)
 Positive impact on the achievement of the Council’s strategic business goals.

Direct contribution to TtC efficiencies, representing a programme of £100m+,
in conjunction with operational departments.

Personal contribution to several high profile TtC Workstreams involving
matrix working across all departments at Chief Officer level.
Line management of the Transformation function, representing a high calibre
core team of c 14-18 staff plus internal secondments/placements.
Matrix management of a cross – departmental range of seconded
transformation team resources.




Substantially experienced and ‘qualified’ manager, with the ability
to relate a customer focussed approach to people at a professional
peer level, with technical specialists, non-technical customers and
employees

Significant transformation and/or consultancy experience in large
and complex organisations and in personally leading change,
capacity development and improvement and organisation wide
savings.

Professionally and technically competent and able to advise senior
professionals, members and chief officers on strategies, services
and benefits, and drive strategic change

Up to date knowledge of current and potential industry challenges,
changes, developments and trends

Able to operate and think independently and take responsibility for
decisions and actions

Able to maintain a strong focus on strategic improvement and be
