a. Utility team is starting to organize second round of utility-sponsored stakeholder meetings,
which will be held between mid-February and the end of March. Keep an eye out for
communications from Energy Solutions regarding meeting organization.
b. Would it be okay with CEC staff to set aside Tuesday afternoons (12:30 – 4:00) and some
Thursday afternoons (12:30 – 4:00) in Feb and March to hold stakeholder webinars. May be
easier to have standing webinars on Tuesdays and Thursday’s than sending doodle polls for
~8 webinars.

a. Loading Dock Seals

i. Action Items
1. Develop a more precise definition of dock seals and dock shelters. Determine
when and how the different types of seals are specified.
2. Include tenants/building owners in list of stakeholders.
3. Supermarket refrigeration areas are not likely to be a candidate, since they
normally leave a loading dock door open throughout the day. (Payam)
4. Coordinate with evaporative condenser CASE author to determine details of
refrigerated warehouses, for evaluation of dock seals.
ii. Next Steps - In addition to addressing the items above, NORESCO will work on the
following items:
1. Conduct survey instrument to identify warehouse and storage building
configurations, use of dock door seals, and other practices.
2. Collect cost information on loading dock seals and dock shelters.

3. Identify candidate buildings for air leakage measurement with dock seals present and not
present.

b. Hybrid Condensers

i. Stakeholders were generally supportive of the code change proposal
ii. Frank Morrison of Baltimore Aircoil Company (BAC) offered to work with the
CASE team to establish the appropriate requirement
iii. Frank Morrison (BAC) asked if we are considering CO2. He suggested that since the
market seems to be moving that way, it would be good to get out in front of the
market.
iv. Action item: CASE Team will follow up with the Energy Commission on how to
account for benefits from reducing refrigerant use associated with the hybrid
condenser measure.

a. Induction Exhaust Fans

i. Very few stakeholders on the call for the induction exhaust fans measure  maybe
reach out to more stakeholders (i.e. manufacturers, laboratory owners) for next round
of stakeholder presentations
ii. Reach out to Matt Gudorf and David Kang at UC Irvine about rooftop anemometer
exhaust control
iii. Nail down the existing and future square footage of laboratory space in California
b. High Efficiency Fume Hoods
2:30– 2:55

i. Action Item: CASE Team will investigate the exact circumstances under which
Cal/OSHA requires tracer gas testing for fume hoods.
ii. Action Item: CASE Team will determine whether it would be appropriate to include
specific Cal/OSHA testing requirements in the strawman code language.
iii. Key Takeaway: Stakeholders feel CASE Team should incorporate a minimum fume
hood density threshold to which the measure would apply in order to achieve energy
savings.
1. Action Item: CASE Team will investigate the parameters used to determine
how a laboratory space is characterized as fume hood driven.
2. Action Item: CASE Team will evaluate if a minimum fume hood density
threshold should be applied and if so, what threshold is appropriate for the
measure.
iv. Action Item: CASE Team will explore the Zone Presence Sensor technology and
determine its applicability and/or impact associated with the proposed measure.
v. Key Takeaway: Stakeholder expressed general dislike of automatic sash closures,
citing their fume hood end-users complain that sash closures get in the way.
1. Action Item: CASE Team will follow-up with stakeholder to obtain further
details on fume hood end-users’ experiences with automatic sash closure
systems.
2. Action Item: CASE Team will also contact other measure end users,
including Caltech as recommended, to attain a wider collection of input
regarding the proposed measure technology.

vi. Key Takeaway: Stakeholder questioned why the measure is not addressing face
velocity requirements and further emphasized their preference for high performance
hoods in which face velocities are reduced lower than what Cal/OSHA allows in Title
8, Section 5154.1.
1. Action Item: CASE Team will discuss the topic of High Performance Hoods
and face velocity reductions with other IOU stakeholders to gauge
receptivity.
2. Action Item: Based on responses from IOU stakeholders, CASE Team may
contact Cal/OSHA to determine if they are amenable to granting an
exception to the requirements in Title 8. Will include CEC in discussions
with Cal/OSHA.

i. Key Takeaway: Stakeholders are aware that the minimum VT requirement currently
prevents tubular daylighting devices (TDDs) from being used in the prescriptive
method.
ii. Key Takeaway: There are some key differences related to thermal boundaries when
comparing residential and commercial TDDs – some TDDs are rated with the
different thermal boundaries but some are not.
1. Action Item: CASE Team will follow-up with Solatube to obtain data on
TDDs rated with different thermal boundaries.
iii. Action Item: CASE Team will follow up with CEC to figure out frequency of skylit
daylit zone on the CEC hotline.
b. Daylighting Topics Part 2

i. Key Takeaway: PAFs are not ideal, but are currently the only way to get these into
the code since they are not likely cost-effective.
ii. Action Item: Include other market actors: IES daylight metrics committee, NEMA
daylight management council, owners, tenant improvements/ facility managers for
retrofit applications, and CLCATTs.
iii. Action Item: Follow up with the IES Daylight Metrics Committee (LM83) and Kevin
Van Den Wymelenberg.
iv. Action Item: Contact AERC to get a realistic timeline for the implementation of their
ratings.
