This agenda assumes a small group, with community representatives likely handling all responsibilities for the program. It
includes additional time for providing information about grants and allows all attendees to participate in both the mitigation
assessment and outreach assessment.
Introductions (5 minutes)

Meeting Objectives (5 minutes)
 To help communities better understand:
o Their flood risk
o The strategies they can use to reduce that risk and improve their watershed’s resilience
to floods
o The resources available to help them implement those strategies
o The importance of and opportunities for communicating about flood risk with their
constituents
Mitigation Activities (60-70 minutes)
 10 min. Share best practices for mitigation – preferably presented by local officials, with limited
support or relevant examples from State or FEMA representatives.
 5 min. Provide overview of strategies that can be used to address flood issues and concerns.
 5 min. Review existing mitigation plan status and how to include mitigation needs in plan.
 10 min. Provide handout: Funding Resources for Mitigation Activities. Provide information on
grant program, including resources available from local, regional, State and Federal agencies
that may assist communities in taking mitigation actions (mitigation plans and planning).
 30-40 min. Work one-on-one or in small groups as needed to identify and document areas of
mitigation interest, discussing potential mitigation projects or other strategies to address
identified issues.

Communication Roles and Responsibilities (30-40 minutes)
 5 min. Explain that it is an important community responsibility to share flood risk information
with constituents because it allows people to make informed decisions to protect themselves,
their families, and their businesses from flood risk, and can help develop local support the
allocation of community funding toward mitigation projects.
 5 min. Share that there is guidance available to help local officials communicate about the flood
risk products with the people who live and do business in their communities, provide examples
of outreach that can be used for various demographic types.
 20-30 min. Work one-on-one or in small groups to identify areas of impact from the recent map
update (and other important areas of risk), discuss the demographics of those areas and identify
methods for communicating risk to them. Support local officials in identifying any current
outreach efforts, and documenting additional and specific strategies for outreach to the
residents as needed.
Wrap-Up (10 minutes)
 Action Item list - Ask each meeting participant to list the next three actions they personally will
take to encourage development or implementation of flood mitigation strategies.
 Provide last points of contact, remind attendees to sign up to receive outreach materials.
 Identify next steps, if any.
