Lancashire Children and Young People's Workforce Strategy Workforce Reform Implementation Group (WRIG) Terms of Reference The purpose of the Workforce Reform Implementation Group is to develop and implement the initiatives of the CYP Workforce Strategy priority action plans. These activities will enable the workforce to deliver the vision of the Children and Young People's Plan which is to work together, in a more integrated way, whenever possible. The Implementation Group will work to achieve the following objectives: 1. Gather evidence to identify appropriate workforce interventions so that the workforce always puts the needs of children, young people and their families first and strives to achieve the best possible outcomes. 2. Develop a range of initiatives to further improve integrated working. 3. Identify, develop and improve access to multi agency learning and development opportunities, remove duplication and make the best use of resources. 4. Monitor and evaluate progress and impact of the CYP Workforce Strategy Implementation Action Plan and report this to the Workforce Reform Board. 5. Ensure that the CYP Workforce Strategy is communicated to all members of the workforce. To achieve these objectives the Implementation Group will; Identify workforce initiatives to support the priorities of the workforce strategy, including areas for joint and/or integrated commissioning where appropriate. Gather appropriate intelligence across all sectors in a robust way to identify requirements for workforce development, interventions and outcomes. Ensure that workforce initiatives implemented by the group consider relevant national / local policy and guidance. Ensure engagement of children and young people and their parents and/or carers as appropriate in delivery and evaluation of workforce initiatives. Collect and provide appropriate data to facilitate monitoring and reporting of key performance indicators in the Implementation Action Plan. Ensure that reference is made to the CYP Workforce Strategy in all local service plans and that opportunities are utilised for promotion of the workforce strategy. Act as a consultative workforce group to inform decisions of the Workforce Board. 3. Interfaces The Board will develop interfaces with the following groups/forums that have a remit relating to the children and young people’s workforce document1 Workforce Reform Board (WRB) Local (district) Children and Young People’s Trusts Lancashire Children's Safeguarding Board ( LSCB) The Social Care Workforce Group Local / national groups including community, voluntary and faith sector groups School Leaders and Managers Development Group Theme Groups of Lancashire Children and Young People’s Trust (i.e. safe from harm; aspire and achieve; contribute and engage; health and wellbeing and joint commissioning unit) 4. Membership Expectations Members of the group will be responsible for the development, implementation and reporting progress of the activities of the agreed action plans. Members of the group will be expected to act as a conduit between the Board and the professional group/s and organisations they represent. The group will proactively communicate with relevant individuals and services to collate information on the progress of action plan implementation and will seek the views of a wider group of stakeholders on any potential changes to practice and/or services. Group members are expected to attend all meetings, or to provide a representative where this is not possible. 5. Membership Membership of the group will include representatives (with the appropriate decision making powers) from the following disciplines and organisations; <<Details of membership to be included following agreement at the meeting in Jan>> 6.Declarations of Interest Members of the group must declare any personal interest in the workforce agenda or associated themes, to the Chair of the Board. 7. Success Criteria Success of the Board will be measured by achieving; An agreed set of Key Performance Indicators (KPIs) linked to the vision for the workforce in the Lancashire Children and Young People’s Plan. Milestones as detailed within the Board's action plan This will be reviewed on an annual basis. 8. Reporting The group will report directly to the Workforce Reform Board. document1 9. Quorum The minimum number of sectors represented in order to conduct business of the board has been agreed as ????? (need to explain what is meant by 'conduct business' e.g. to agree financial expenditure above a certain amount… to agree new policy….. etc.) [To be discussed if necessary] Might be helpful to say that meetings will be inquorate if reps from health, police, VCSF sectors are absent from meetings maybe??? 10. Frequency of Meetings Meetings of the group will be held every quarter. Additional meetings will be arranged as appropriate by the priority groups, and associated sub-groups. The six priority groups and the cross-cutting training group may be arranged as necessary and in response to the developments / direction of the Board. Meetings of the Workforce Implementation Group will be held prior to the Board meetings. 11. Administration Administration for the Group will be provided by the Lancashire Children and Young People's Workforce Group. Minutes of meetings will be circulated 10 working days following a meeting. Papers will be circulated 10 working days in advance of future meetings. document1
