The role is located in National Testing within the Legal and Support Services Group, reporting to the Testing Support Manager (TSM). National Testing is responsible for the delivery of the sample collection services on time, on budget and in accordance with relevant national and international legislative standards and guidelines. Purpose of the position The Doping Control officer (DCO) plays an important role within the Australian Sport Anti-Doping Authority. The DCO is responsible for the organisation, conduct and management of the Doping Control sessions. The DCO and the chaperones work together in a team to conduct sample collection sessions in a manner consistent with ASADA’s legislative and regulatory requirements. DCOs and chaperones are responsible for maintaining and enhancing ASADA’s reputation and relationship with athletes and sports officials. Duties Organise and manage designated doping control sessions; Compliant delivery of the sample collection process and procedures in accordance with the ASADA Act and Regulations; and Development of effective working relationships with chaperones, athletes and sports officials to ensure effective delivery of the doping control program. Key Activities The key activities of this role include: Liaise with TSM to ensure the effective delivery of the Agency’s doping control program; Conduct doping control sessions for ASADA event and out-of-competition testing programs according to the policies and procedures; Oversee the notification of athletes regarding their selection for doping control; Maintain the security of sample collection equipment throughout the sample collection process; Accurately complete all documentation associated with the conduct of doping control sessions, including Field Incident Report Forms; Arrange for the safe and secure dispatch of samples to an accredited laboratory; Appear as a witness at anti-doping tribunals where necessary; Record and communicate observed behaviours from doping control sessions; Manage chaperones to ensure they are aware of and comply with the requirements of the Agency’s documented sample collection process and procedures; Monitor and provide feedback on the performance of chaperones; Ensure the development needs of chaperones are addressed in a comprehensive and timely manner; Foster a team approach among the chaperone pool; Verify and process chaperone claims for payment; Manage personal stock of equipment and process equipment orders in a timely manner; Assess and provide relevant client, intelligence and process improvement information to ASADA; and Other tasks as directed by the TSM. Accountabilities Due to the nature of drug testing work, on applying for the position the applicant will: o Allow ASADA to apply for a National Police Check on their behalf; o Obtain and maintain relevant Working with Children Checks in accordance with State requirements; and o Meet the minimum age requirement of 18 years of age. Manage time requirements (locating and testing athletes) and respond to potentially conflicting requests; Ensure full compliance with relevant ASADA processes and procedures; Make evidence based decisions on how to proceed with the processing of unusual doping control sessions; Paying attention to detail ensuring the completion of testing protocols which reduce the risk of damages for the Authority; Maintain an impartial position at doping control sessions; Endorse and encourage ‘best practice’ record keeping in accordance with ASADA’s Record Keeping Policy and Information Governance Framework; Cooperate with the employer and comply with all relevant legislation and ASADA’s health and safety policies, procedures and instructions and ASADA’s ICT and Information Governance Framework; and Work and act safely and take all reasonable care to protect personal health and safety and the health and safety of others. Selection Criteria Sound knowledge of ASADA’s notification and sample collection provision is highly desirable or the demonstrated ability to quickly acquire such knowledge. 2. Demonstrated ability to communicate effectively with a variety of key sporting personnel and third parties in a range of settings and at various levels. 3. Demonstrated interpersonal and team skills and the ability to work independently without supervision to implement required tasks within specified time periods. 4. Ability to deal with sensitive and personal information and documents with a requirement for strict confidentiality. 5. Ability to prepare accurate, logical and concise reports. 6. Available for work outside normal business hours. 7. Demonstrated understanding of the APS Values and Code of Conduct. Eligibility Requirements Ideally, successful candidates will have a sound knowledge of ASADA’s notification and sample collection provision as well as the ability to communicate effectively with a variety of key stakeholders at various levels. Applicants should note that the following may be taken into consideration when appointing candidates: knowledge of the ASADA sample collection process; your geographical location, with applicants residing in the southern regions of Brisbane being favourably considered; and your availability to conduct sample collection missions at the time required in our testing plan. The successful applicant will be required to undergo a security assessment to obtain a Protected Security Clearance and may also be required to undergo a medical assessment.
