Given recent policy announcements regarding Green Deal and ECO, and that the Ofgem
representative had sent apologies, it was agreed to re-order the agenda slightly and use that
time for a discussion of the impact of those changes.

The GD ORB informed participants that three actions are outstanding (GDIF 03-04, GDIF 0401 and GDIF 04-04) the remaining actions have been closed. Please see Annex A for further
details on the outstanding and closed actions.

DECC Green Deal policy update and discussion
DECC described their proposed ‘in-flight adjustments’ to certain aspects of the scheme in
order to help augment the customer journey. Amongst others, there are three main areas
targeted for improvement to assist supply chain participants namely:
 Opening up access to Energy Performance Certificate (EPC) data, so that companies
can easily identify properties which will benefit most from energy efficiency
improvements.
 Adding more measures to the current list of eligible measures.
 Working with industry in order to reduce the cost of insurance requirements attached
to Green Deal measures.

It was also noted that the fund available for the Communities Programme has increased. This
should present opportunities for Green Deal certified installation companies. DECC requested
that, once the consortia delivering those community projects are appointed, Forum members
assist in promoting this to installers.

Programme, and members to promote to their constituents.
4.
Incentive Scheme for Home Movers
The Autumn Statement announced the introduction of new schemes to drive energy
efficiency for home-movers, landlords and public sector buildings, worth £540 million over
three years. The DECC Cashback team presented some high-level ideas on a new incentive
scheme targeted at home buyers, and requested members’ feedback. The scheme will be
available to all people moving house including those who do not pay stamp duty, helping
around 60,000 homes a year over 3 years.

Forum participants’ views were specifically requested on; potential offers, who should carry
out installations, and the methods of validating such works.
Particular feedback that members gave included:
 Any option that requires improving a property by two EPC bands is likely to be
extremely difficult without incorporating a microgeneration technology, and a
Cashback incentive would need to be quite high to incentivise such an installation.
 If Cashback were structured to reward installation of multiple measures, care should
be taken that the incentive was proportionate to the cost and benefit, especially in the
cases of some of the less complex measures.
 Discussion also focused on the installation process under these potential options and
the necessary requirements potential Installers must meet. The Forum outlined the
importance of ensuring a Claim of Conformity (Clause 7 PAS 2030) that installations
have been installed in accordance with PAS 2030. The Forum also reiterated the
necessity of maintaining consistency and ensuring appropriate insurance backed
warrantees are in placed once installations have been completed. Participants agreed
that in order to reduce any perceived vulnerability, requirements for those carrying out
works should remain consistent with existing standards that must be met by Green
Deal certified Installers. DECC acknowledged the importance of ensuring consistency
and reducing vulnerability.

PAS 2030 Revision
BSI thanked participants for providing comments and observations on the draft PAS
2030:2014, Improving the energy efficiency of existing buildings – Specification for
installation process, process management and service provision, during the expert and public
review period, which closed for submissions on the 3rd December 2013. The Forum heard
that there have been amendments to the core text, grouped mainly around the Preinstallation Survey (largely presentational change), Pre-installation Survey, Safety Alarms
and record keeping. The ‘Claims of Conformity’ section has been simplified. Several
extensions to existing annexes accommodate additional energy efficiency technologies.
Publication is expected in January 2014, with implementation to coincide with the revised
Green Deal Code of Practice, expected April 2014.

WRAP – Resource Efficiency Impacts

WRAP presented a synopsis of their work and outlined the importance of resource efficiency
in the built environment, driving financial savings while prioritising energy, waste, water and
carbon reductions. The Forum heard that most resources have operational and embodied
impacts, particularly energy, water and waste. While carbon can often be used as a proxy
measurement unit for a number of impacts, in some cases this can miss the material (most
important) factor, e.g. cost impacts from scarcity.
The Forum heard that WRAP provides information to organisations in order to help realise
the full potential and how they can influence the overall resource efficiency impact of each
product. WRAP outlined the importance of implementing waste reduction action and
opportunities in order to reap potential cost savings and ensuring effective compliance with
waste management legislation.
WRAP indicated that the best efficiencies around waste are to be found on larger scale
projects, and that their offering might be more relevant to DECC’s GD Communities
Programme than to individual installations.

Green Skills Alliance Update
The funded Green Deal training is coming to an end as planned in March. The Green Skills
Alliance will commence a review on the Green Qualifications and units produced in order to
ensure their ongoing suitability and sustainability during the second quarter of next year.

The GD ORB presented Common Agreed Position 01 on the Accepted Approach to Installer
Surveillance Evaluation. The Common Agreed Position was published on the 2nd December
2013, and it is available on the Installer Guidance section of the GD ORB’s website.

Green Deal Advisory Group – critical issues
It was agreed that the Forum should help its GDAG representatives bring its collective views
to the GDAG. Therefore all issues brought to the attention of the GDAG should have
previously been discussed either at the Forum meeting or electronically. In future a standing

agenda item should be added to the end of each Installer Forum agenda to agree what
issues should be brought to the next GDAG.
Action GDIF 05-03: GDAG to feature as a standing agenda item for future Installer Forum
meetings.
It was agreed that, from this meeting, the issue escalated to GDAG should be the Installer
Forum’s strong view that installers involved with Green Deal Cashback must be Green Deal
certified. One of the GDAG representatives agreed to draft a supporting paper and circulate
it to the Installer Forum for their consideration in advance of the next GDAG meeting
scheduled for the 15th January 2014.
