Union behaviour – Union strategies
Report from Norway
Pål Skarsbak, direktør for arbeidsgiverutvikling og
forhandlinger
Changes in the Union Behavior in the New Millennium
• Much the same but new priorities
• Still conflict of interest – white collar and blue collar
• Co-coordinating wage increases on national level (brakes down every
now and then)
• Migration – collective agreements
• Pensions: national pension scheme, occupational pension scheme
and individual pension scheme
Knowledge about Union Strategies and Action Plan
Knowledge about Union Strategies and Action Plan
• Good knowledge about their political goals and priorities
• Less knowledge about their tactics
• Works through alternative channels
• Co-determination - Unions want to establish systems to secure and
increase their influence – we accept unions as parties where the
unions are representative
• Distribution of wages – Collective vs. individual determined
• Working hours – regulations vs. flexibility
Co-ordination Initiatives on Nordic Level
• No strong co-ordination on Nordic level
• National level – ideas and experiences
• Company level – higher probability – not known to us
