INTERNAL Local Policing and CSP Process Guidance – 2015/16 Recognising the interest in the availability of funding through the People Power Fund, the Commissioner welcomes the support of the Staffordshire Community Foundation (SCF) in the form of administration and processing of applications. From a community perspective, the seamless process being introduced is branded in its entirety as the Commissioner’s People Power Fund. The SCF are supporting the Commissioner under a Service Level Agreement. The SCF provide a helpline for applications requiring support throughout the application and evaluation process. Telephone Helpline 01785 353789 (Staffordshire Community Foundation) he Commissioner’s People Power Fund operates with two funding rounds, which close in April and September. Making an Application Applications can be made either electronically through the OPCC website or in documented form forwarded to the Office of the Police and Crime Commissioner, Weston Road, Stafford ST18 0YY. Pre-Assessment Process All applications will be Pre-Assessed by the Staffordshire Community Foundation on behalf of the OPCC. Bids received by the Foundation will be graded: (A) Recommended to CSP - having met established set criteria, (B) To be considered by CSP - having met set criteria in part; and (C) Not recommended - having failed to meet set criteria All CSP members will receive by email from the SCF, a summary of the bids falling into each category prior to the local strategic meeting. [1] INTERNAL CSP Stage 1 Assessment A representative of the SCF will make contact with the chair of the CSP and present bids within categories (A) and (B). Applications within Category (C) should be forwarded to Cora Price in the OPCC. CSPs will be asked to grade in order of priority those applications it wishes to support through to Stage 2 Assessment. The SCF will record the decisions made by the CSP and as part of the next assessment, will present all applications to the OPCC. It is recommended that District/Borough CSP’s limit their proposed bids to the PCC to a value of £40,000 per round and the City CSP limit their proposed bids to the PCC to the value of £100,000 per round, ensuring that these are appropriately reflective of all applications received. OPCC Stage 2 Assessment Based on CSP support, the SCF will present applications to the OPCC. Notify the OPCC by 1 April 2015, the date/venue/time of two strategic forums (Rounds One and Two) which can be attended by the SCF to present applications. It is recommended that the chosen date is after 1 May 2015 for Round One and 1 October 2015 for Round Two to allow time for applications which have been received to be circulated. Information should be provided by email to Cora Price, Office of the Police and Crime Commissioner on [email protected] Progress of bids will be maintained on a spreadsheet through the OPCC and selective detail will also be published on the OPCC website. Allocated funds for Round one must be committed by 31 December 2015 and funds should be spent by 14 September 2016. Allocated funds for Round Two should be committed by 31 March 2016 and spent prior to 30 September 2016. Please refer to supporting information/application/guidance for further detail. Guidance Examples of supported & unsupported bids Typically and by way of example, the Commissioner has supported through Round One of the People Power Fund an application for just over £500 to a fishing project. This provides young people who do not engage with mainstream services with a diversionary activity aimed at reducing ASB in the local area. The application meets the Commissioner’s Early Intervention and Public Reassurance priorities and supports the local priority to reduce ASB. In contrast, the Commissioner has not supported the funding of a project which seeks financial support to provide community transport; whilst the Commissioner recognises the good work of the group, the funding which has been sought for transport does not meet the Commissioner’s priorities. Furthermore, the Commissioner has not supported a project which seeks funding to deliver a project offering community film nights. Again, whilst the Commissioner recognises the good work of the group and the opportunity for the local community to engage, the project does not link to community safety. [3]
