Thousands lose food-stamps over certification
oversight

Thousands of people around the city -- including dozens on Staten Island
-- lose their food-stamps benefits because they failed to recertify
themselves for the program.
A recent survey by the Urban Justice Center showed that of 9,547 cases
reviewed, about 61 percent -- or 5,857 of those who received food stamps,
were no longer getting those benefits 20 months after first being prescreened as eligible.
Less than 20 percent of the cases were closed because the beneficiaries no
longer qualified financially, according to the study, which reviewed cases
of families deemed eligible between March 1, 2004, and Feb. 28, 2005. In
more than half the cases, benefits were cut off because recipients failed to
show up for a recertification interview.
After initially receiving food stamps, beneficiaries are required to
recertify their eligibility, on average, every six months, the study said.

About 1 percent of the files reviewed -- or around 95 -- involved Staten
Island families, which typically receive about $200 a month in foodstamp benefits.

cut through the red tape required to keep them," said Rebecca Widow,
research director of the Homelessness Outreach and Prevention Project
at the Urban Justice Center and author of the report, in a statement.

The HRA spokeswoman disputed the report's findings, saying it only
considered closed cases. The spokeswoman said more than 85 percent of
beneficiaries scheduled to recertify for food-stamp benefits in March and
April -- the most recent period for which figures are available, had done
so.
