A recent survey by the Urban Justice Center showed that of 9,547 cases reviewed, about 61 percent -- or 5,857 of those who received food stamps, were no longer getting those benefits 20 months after first being prescreened as eligible. Less than 20 percent of the cases were closed because the beneficiaries no longer qualified financially, according to the study, which reviewed cases of families deemed eligible between March 1, 2004, and Feb. 28, 2005. In more than half the cases, benefits were cut off because recipients failed to show up for a recertification interview. After initially receiving food stamps, beneficiaries are required to recertify their eligibility, on average, every six months, the study said.
