Q1:
Is there a current document for the Links to Quality Indicators?
A1:
DCF has a draft of the Quality Indicators and is being posted with the vendor questions.
Q2:
Have the data element for the portfolios been identified?
A2:
The data elements for the portfolios are in the L2Q evidence checklist and is being posted with
the vendor questions.
Q3:
Are Quality Improvement Specialist expected to provide classroom level or program level TA for
participating center programs?
A3:
The Quality Improvement Specialist will be expected to provide program level TA and incentives
for center programs.
Q4:
Have any other assessment tools (other than the PAS & BAS) been identified for the Quality
Improvement Specialists to use?
A4:
The Strengthening Families self-assessment tool will also be used within the Family Partnerships
topic area.
Q5:
The RFP talks about cluster areas building quality child care systems. Please describe what is
meant by “system”.
A5:
The system referred to in the RFP is the detailed method or procedures needed to assist L2Q
participants move successfully through the L2Q system in a supportive, organized, and
purposeful approach.
Q6:
First budget is to be a 26-month budget. Is cost proposal to include budgets for the additional two
12 month periods?
A6:
Proposals should only include the first 26-month budget. Renewals will be discussed at a later
date.
Q7:
What will be included in the scope of work for the external evaluator? Will the successful bidder
have an active role with the evaluator?
A7:
The scope of work for the external evaluator includes but not limited to the following: examine the
L2Q processes such as orientation, training, portfolio, templates, peer learning model, financial
sustainability, and overall annual evaluations. It will be expected for the successful bidder to
communicate and cooperate with the external evaluator for the sharing of information and data for
the completion of the overall evaluation. The successful bidder will also submit their
considerations for the L2Q statewide rollout in their final report.

Q8:
If the bid includes a subcontractor will separate budget, tax clearance and debarment memo be
required as part of the proposal for subcontracted amount?
A8:
Yes, it is required.
Q9:
Do you anticipate the 30/40 participants will be enrolled in the entire project year, whose
responsibility will it be to maintain enrollment, specifically how they planned to handle drops?
A9:
The contractor should include as part of their incentive structure proposal, ideas or ways of how
to maintain enrollment. If a program chooses to withdraw from the L2Q pilot they must notify the
L2Q program manager and their QIS and complete an Intent to Withdraw form. After a programs
withdrawal, they forfeit any L2Q supports including coaching, training and other resources.
Q10:
Would you expect contractor to maintain enrollment in cluster counties?
A10:
Yes. The contractor’s proposal should include an incentive structure to encourage, support and
promote participant participation throughout the entire L2Q pilot period. However, new
enrollments into the L2Q pilot will be considered based on project impact.
Q11:
What role will the Specialists have to suggest future modifications of the system?
A11:
DCF will be gathering input from the Specialists (QIS) and the contractor throughout the pilot
period. The QIS and contractor will also be expected to submit their considerations for the L2Q
statewide rollout in their final report. DCF is also having an outside source evaluate the L2Q Pilot
for future planning purposes.
Q12:
Can a manager come to the PAS/BAS training in Topeka?
A12:
There is a limited amount of slots available through McCormick for the PAS/BAS training. DCF
will consider additional requests however, priority will be given to direct service staff (QIS) and
review team members.
Q13:
On Page 30 of the RFP Technical Assistance to Support Links to Quality:
7.4 Termination Due to Lack of Funding Appropriation
Starting in the middle of the paragraph “Contractor shall have the right, at the end of such fiscal
year, to take possession of any equipment provided (by the) State under the contract. State will
pay to the contractor all regular contractual payments incurred through the end of such fiscal
year, plus contractual charges incidental to the return of any such equipment. Upon termination
of the agreement by State, title to any such equipment shall revert to contractor at the end of the
State's current fiscal year. The termination of the contract pursuant to this paragraph shall not
cause any penalty to be charged to the agency or contractor.
In that first sentence, should “by the” be added? It appears that the next sentence starts out
saying the Contractor can keep the equipment, but then is followed up with contractual charges
incidental to the return of any such equipment. Clarify the statement
