Weekly Update
As follow up to our last study session, I provided a comparison of area municipalities’
budgets, population, payroll etc. The comparison is in no way comprehensive, but
provides a general comparative overview of services. For example, it covers total
budget and basic services such as fire service, but not code enforcement. For
examples, cities contract with the County for building inspections and have no code
enforcement.
MSD announced public hearings on its proposed rate increases for both sanitary
sewers and storm water. The 2008 proposal will change the way storm water services
are funded. Currently, customers pay a $0.24 monthly charge on their MSD bill and
through a variety of property taxes. According to the proposal, MSD would no longer
charge customers a flat fee. Instead, the company would take into consideration each
customer's impervious area on their property, which means the company will consider
how much of the property is covered by cement, blacktop and the footprint of buildings,
which cannot absorb rainwater. If adopted, MSD will have more money for the sanitary
system and substantially more to address storm water problems. MSD has traditionally
had little storm water funding and often the burden has fallen to local governments.

from 2:00 p.m. to 4:00 p.m.
Third Ward Council Members will hold a community meeting at Heman Park
Community Center on Tuesday, March 11 from 6:30 PM to 8:00 PM.
OACAP is the Older Adult Community Action Program that is based in the Crown
Center at 8350 Delcrest Drive in University City, just east of I-170. The OACAP Board is
hosting a session on Wednesday, April 23 meeting entitled "Your Social Security and
Medicare Matters". The speakers will be Sharon Byrd, Public Affairs Specialist, for the
Social Security Administration St.Louis/Eastern Missouri Area and Shelly Miller,
Regional Liaison for Medicare. The speakers will begin at 10:30 AM.
