Steven D. Miller called the regular meeting of the Concord Township Planning
Commission to order at 7:00 p.m. on November 16, 2009 at the Concord Township
Municipal Building, 689 Smithbridge Rd. The following members were present: Michael
W. Raith, Michael J. Kirlin, Bruce R. Bilotti, Steven D. Miller and James H. Borden.
Virginia L. DeNenno, Kyle Patino and Sarita Trivedi were absent.
APPROVAL OF MINUTES
Mr. Raith moved that the minutes of the August 17, 2009 meeting be approved. Mr.
Bilotti seconded this motion. The minutes were unanimously approved.
PROJECT MANAGER’S REPORTS
There were no project manager reports.
OLD BUSINESS
No old business was reviewed or discussed.
NEW BUSINESS
 Concord Township (Prel Subdiv) 689 Smithbridge Rd. /27.5 ac/2 lots. Mr. Miller
reviewed the plan to separate the township parcel into two (2) pieces so that the former
Municipal Building can be sold; 24.1 acres will remain as the Township Park and
playground and 3.3 acres will be sold to the Rachel Kohl Community Library. Mr. Miller
motioned to recommend approval of the plan dated 11/13/09 with the eight (8)
requested waivers: from §160-9.H. requiring separate preliminary and final subdivision
phases; from §160-23.B(12) requiring the plan to indicate existing contours; from §16023.B(15) requiring the plan to indicate existing tree masses, hedgerows and
freestanding trees of twelve (12) inches in caliper or greater; from §160-23.B(16)
requiring the plan to indicate soil types, including a table listing the soil characteristics;
from §160-23.B(17) requiring the plan to indicate existing man-made features within the

lot, and the approximate location of the same within 100 feet of the lot; from §160-38.A
and B requiring monument/markers to be placed at proposed lot line); and from §16039C(21) requiring an ultimate right-of-way to be established and dedicated (for
Smithbridge Road), contingent with comments from the Pennoni Associates Inc. letter
dated 11-13-09; that the plan be signed and sealed by a Pennsylvania-registered
professional land surveyor (§160-23.B(5); approval by the Zoning Hearing Board for the
required variances or other relief, as applicable (§210-136.A, C(2) and E); a title report
be obtained and reviewed by the professional land surveyor to verify boundary
information; and the plan revised as necessary (§160-23.B(6); access and maintenance
agreement/easement be prepared by the Township Solicitor addressing “Bob Mench
Drive” and pedestrian access to the playground facility, and the plan revised as
necessary; and lastly the plan be submitted in electronic format. The motion was
seconded by Mr. Borden. As there was no further discussion or comments from the Planning
Commission or the public, the Commission voted unanimously to recommend preliminary/final
approval to the Board of Supervisors.
OTHER COMMISSION MATTERS
The Planning Commission has reviewed the CB Concordville, LLC Liquor
License Transfer Conditional Use application for a new restaurant at the Concordville
Town Centre and has forwarded comments to the Board of Supervisors.
SCHEDULE FOR THE MONTH
The caucus meeting will be held November 24, 2009, the agenda meeting will be
held December 14, 2009 and the public meeting will be on December 21, 2009.
PUBLIC FORUM
There was no public comment.
ADJOURNMENT
There being no further business to conduct, Mr. Bilotti moved to adjourn the
meeting at 7:14 p.m., seconded by Mr. Borden.
