Message from chief executive The Home Team Academy The Year Past The Home Team Academy (HTA) is where Home Team (HT) officers from all departments come together to train. It is a physical reminder to all of us of the HT concept and also an example of the HT working together to leverage off the strengths of each other. It also reminds our officers that, although they may work under different departments; they all belong to a bigger entity, which is the HT. Over the years, under the leadership of previous Chief Executives, HTA had collaborated with HT Departments to anchor their professional training at HTA where feasible. Besides the Home Team schools, Centres of Excellence (CoE) had also been established such as the Home Team School of Criminal Investigation and the Centre for Protective Security Studies. These centres provide specialised training required across the HT synergistically. HTA had also sought to enhance trainer excellence across the HT. Trainers make a significant difference to the outcome of training. Thus, it is important that they are properly trained and equipped to perform their roles well. Taking over the command of HTA from SAC Derek Pereira, I am committed to ensuring that HTA continues providing excellence in training for our Home Team officers. For FY2012, HTA delivered some 29 courses, reaching out to 1626 HT Officers. These courses range from milestone courses that provide training for HT officers at various career points, specialist courses in Joint Operations and also training for trainers. To encourage the use of technology in classroom training, a Next Generation Classroom, incorporating various technologies and platforms, was created in HTA. This classroom serves as a practice field for trainers to experiment with new ways of delivering classroom training using available technology. Such experimentation will allow the HT to better identify the relevant technologies to bring into the mainstream classrooms. A key role of HTA is to maintain and upgrade the training facilities at the Academy to provide a training environment that is conducive. Upgrading and renovation works were carried out at the Training Village to update the training environment to better suit the training needs of the training schools. A revised workflow and layout was also introduced to allow some concurrent training without compromising safety. Improvement works were also done at the range to allow full utilisation of all the ranges and improve the safety of trainers and trainees as well. “HTA will continue to ensure that our HT officers receive the best possible training to enable them to carry out their mission of keeping Singapore safe and secure.” 3 The Year Ahead In the year ahead, HTA will be conducting a review of the milestone courses. We look forward to updating our courses to meet the challenges presented to the HT. The review also seeks to remove duplications and also ensure that the courses serve the needs of the HT. HTA will continue its focus on enhancing trainer excellence through the Trainers’ Competency Development Roadmap by providing more learning opportunities for trainers. Besides sourcing for training courses for our trainers, HTA will be propagating instructional technology for training. With the rapid advances in technology, it is important that our trainers are kept updated about the latest instructional technology and be able to exploit such technologies to make training more effective and efficient. As 2013 marks the 7th year that the Academy has been in operation, there is a need to replace some of the fixtures as well and to give the infrastructure a refresh over the next two years. HTA will also be taking this opportunity to work with our stakeholders on improvement works to enhance the Academy’s facilities. Besides the physical infrastructure, HTA will also be upgrading its IT infrastructure and support to enhance both the trainers’ and trainees’ learning environment. To meet the challenges facing the HT, having professional, ethical and committed officers is of paramount importance. Training plays a significant role and HTA is committed to providing our HT officers with the best possible training to enable them to carry out their mission of keeping Singapore safe and secure. The Academy has chosen the theme “Learning Together, Operating Better” to highlight the importance of enhancing operational synergy through joint training. Launch of HTA Alumni Stay-Connected Portal 2 The portal is aimed at cultivating a spirit of continuous learning and to foster bonds by enabling officers to engage their fellow HTA course graduates on their areas of professional interest. 1 MAY 2012 HTA Public Service Week Observance Ceremony 2012 3 The ceremony re-affirms our commitment to the public service values of Integrity, Service and Excellence. Guest speaker, Mr Yam Ah Mee, then Chief Executive Director of People’s Association, spoke about the symbiotic relationship between the public service and the customers/citizens and the need for public officers to adopt a “solutioning” mindset to co-create remedies. 2 JUN 2012 Change of Command of Chief Executive of HTA 4 The Home Team Academy Change of Command Ceremony was held on 29 June 2012, marking the change of leadership in the highest office of the Academy. Heritage Site Marking at Phoenix Park 6 The Ministry of Home Affairs Heritage Development Unit (MHA HDU) worked in collaboration with the National Heritage Board (NHB)’s Community Outreach, Education and Outreach Division to mark Phoenix Park at Tanglin Road, as a Historic Site. The marking of MHA Historic Site ensured that the history of these premises is not lost through redevelopment or probable demolishment. HTA supported the ceremony with officials and conducted outreach activities for students of Avondale Grammar School, to educate the younger generation on the historical significance of the compound where their school currently stands. december 2012 ECO-Office Certification HTA was awarded the ECO-Office Certification by Singapore Environment Council. 5 Pilot Project - Tablet PCs HTA embarked on a pilot project where tablet PCS were introduced to enhance training experience. january 2012 Utilisation of Technology HTA implemented the optical machine reader project to facilitate automatic tracking of participants’ course objective evaluations/ratings. february 2012 Publication of the Home Team Journal (Issue 4) 7 The journal encompasses 11 articles from the various Home Team Departments and showcases their efforts in working with the community to keep Singapore safe and secure. The HTA Command Mace that was handed over from Mr Pereira to Mr See signifies the command and authority and bears the tradition of responsibility for the pursuit of excellence in training and discipline. The ceremony was witnessed by over 130 officers and invited guests from the Ministry, Home Team (HT) Departments and strategic partners of the Academy. Mr Pereira helmed HTA since 1 April 2009 as its second Chief Executive and continued the task of promoting team work and fostering greater integration amongst the HT Departments. Under his watch, HTA grew from a young academy to an alma mater of many HT officers. He took training to a new level by introducing new courses, championing the development of training methodologies across the HT, constantly improving training facilities to reflect the realities on the ground and leveraging on technology. It also plans and organises training for in-service HT uniformed and non-uniformed officers, so as to provide them with the opportunities to interact with fellow HT officers, thereby reinforcing the HT culture. Some of such initiatives include: • • • • • HT Basic Course Module HT Advanced Course Module for Junior/Senior Officers HT Senior Command & Staff Course HT Joint Operations Staff Course HT Learning Journey - Advanced for Junior Officers/ Management Support Officers and Corporate Support Officers/ Advanced for Senior Officers and Home Affairs Senior Officers Joint operations exercises are also a key feature and cornerstone of the HTA Advanced Milestone courses. For FY2012, JTC conducted a total of 8 joint operations training exercises for the Home Team Advanced Course for Junior Officers & Senior Officers, Home Team Senior Command and Staff Course and Home Team Joint Ops Staff Course for Senior Officers. Participants taking part in a table-top joint operations exercise. Apart from this, learning also takes place through written assignment and syndicate presentations. A participant attempts to overcome a wall with the help of her teammates during the outdoor leadership experiential learning activity. Home Team Senior Command & Staff Course The Home Team Senior Command & Staff Course (HTSCSC) is the pinnacle leadership course conducted by HTA for Home Team uniformed and civilian officers who are slated for, or are currently in senior command appointments. Its objectives are for participants to: a. Develop an understanding and appreciation of c. Develop an in-depth understanding of the crisis the prevailing threats, geopolitics, internal fault lines management cycle, human behavior and group dywhich impact on the Ministry of Home Affairs (MHA); namics during a crisis; and b. Understand broad strategies undertaken by the Singapore government and MHA in response to the prevailing threats, and be able to analyze and critique these strategies, and translate them into effective actionable plans; d. Understand the principles of Joint Operations and to apply them during scenario based exercises and to identify strategic issues that have an impact on the management of an incident. A classroom excercise in progress. The HTSCSC for FY2012 was conducted from 2 May to 14 June 2012. The class consisted of 24 officers, including two officers from the Corrupt Practices Investigation Bureau and one officer from Singapore Customs. The cohort of FY2012 undertook a 4-day course on Leadership in Public Events and Crisis Management at the Australian Institute of Police Management (AIPM) in Sydney, Australia. This allowed the officers to appreciate how various law enforcement and security issues are dealt with in other countries, such as the processes involved and their strategic implications on national security. It also fostered closer ties with our regional counterparts and generate closer working relationships. The course was well-rated by the participants and achieved a Training Satisfaction Index (TSI) rating of 4.19 out of 5. “For me, the HTSCSC represents one of the many milestones in the never-ending journey of learning and leadership. I am humbled by the opportunity to learn from my fellow course mates, domain experts as well as both current and former eminent leaders. HTA developed a Trainers’ Competency Development Roadmap (TCDR) to enhance and professionalise the instructional capabilities of our HT trainers. The TCDR functions as a system of progression for trainers in the Home Team. This enables us to professionalise the longterm development of trainers using clear and transparent criteria for common application across the HT Departments. In a nutshell, the Roadmap comprises 4 levels of trainers’ competency each requiring certification by passing professional courses prescribed for each level. Using this standard development roadmap, Departmental Trainers’ Development Boards, set up within each HT Department, would be responsible for the assessment and grading of their respective trainers on their attainment of the competencies accordingly. Trainers essentially start off being trained in various instructional strategies and methodologies via the Methods of Instructions (MOI) course. As trainers progress within the TCDR framework, they would be further exposed to the theories in learning to prepare them for a more developmental role 27 80 Central Narcotics Bureau Trainers Senior Trainers within the HT training community. The instructional courses for trainers at the higher levels in the TCDR are pegged to levels 3 and 4 in the National Workforce Skills Qualifications (WSQ) programme. This qualification serves as an endorsement of a trainer’s capability and competency. With the TCDR, training standards are be levelled out across the HT departments and trainers would be put through certification courses to bridge their instructional competency gaps. The TCDR also seeks to inspire HT trainers to continually pursue instructional excellence. HTA would continue to fine tune the roadmap to achieve instructional excellence and enhance the instructional competency development of our trainers who are assets of our HT training community. Harnessing Technology to Enhance Training Systems Trainers’ Day 2012 Trainers in the Home Team play an integral role in helping HTA raise the quality of training. The “Trainers’ Day” is organised on an annual basis to bring together the trainers community within the Home Team, where they could meet with fellow trainers, network amongst themselves and share best practices. HTA champions the development of training systems in order to raise the instructional standards and quality of training. HTA plays the role of synergizing the efforts of the Home Team (HT) Department training schools in levelling up the instructional practices across the board by putting in place quality training policies and programmes. As part of improving training efficacy and efficiency and facilitating learning, HTA has identified technology as a key enabler to do this. Hence, one of our training approaches is to utilise e-learning, to advocate trainees to learn through self-directed learning in addition to instructor-led classes. Next generation classroom Learning journey participants in a group discussion A learning journey to Microsoft Company was organized during Trainers’ Day 2012, themed “Different Perspectives, New Ideas”. The visit to Microsoft allowed our HT officers (made up of trainers, curriculum designers and those directly involved in the deployment of e-learning from the various HT departments) to learn about Microsoft’s innovative work solutions; such as its strategies in ensuring an effective and efficient transfer of learning via info-comm technology and how it created a collaborative work environment for its staff. The day ended with a group discussion to reflect on the learning points of the visit. The Learning Journey garnered positive feedback, with many of our officers noting the importance of e-learning. The participants also felt that the programme had achieved what it set out to do – generating fresh ideas and perspectives in the conduct of e-learning. ICE lab It is important to expose our trainers and learn from others by adopting their best practices so as to improve our instructional standards. HTA constantly looks for ways to enhance our trainers’ competencies and their instructional methods. Study Visit by Vietnam’s Ministry of Public Security Singapore works closely with Vietnam on safety and security matters. To further strengthen the relationship, a Memorandum of Understanding (MoU) on Annual Exchange of Visits was signed between Senior Lieutenant General Dang Van Hieu, Permanent Deputy Minister of Public Security, Vietnam and Mr Tan Tee How, Permanent Secretary of MHA in HTA on 31 Oct 2012. 1 2 Following the signing of the MoU, HTA hosted a study visit led by Senior Colonel Phi Duc Tuan, Deputy Director of the People’s Security Academy, Vietnam from 8 to 9 Nov 2012 to the Home Team Departments. The delegation visited HTA and the Central Narcotics Bureau. There was mutual sharing of the workings of both academies and the visit reinforced the relationship that the HT had with the Vietnam Ministry of Public Security. 3 1. SPC’s Vice President Yu Hai Sheng led a team to HTA on 21 Sep 2012 to discuss training opportunities for the staff and trainers of SPC as well as the heads of Chinese public security colleges. The discussion resulted in two training programmes offered to principals and vice principals of public security colleges around China. The training programmes organised by the Singapore Police Force included site visits to HT units and lectures by the Nanyang Technological University. As part of the site visit, the two batches of participants visited HTA and the Police Training Command (TRACOM) on 18 and 26 Dec 2012 to understand more about the HT concept and training in the HT and TRACOM. 1. As a result of our green initiatives, HTA was awarded the Eco-Office Certification for the period of 2012 – 2014 by the Singapore Environment Council (SEC) in December 2012. The Eco-Office Label is awarded to offices which have a good rating in the Eco-Office rating system. The system rates offices on their corporate environmental policy and commitment, purchasing practice, waste minimisation measures, level of recycling, amongst other variables. HTA will continue to be committed in our eco-office cause by spearheading several green activities in 2013 as part of our corporate social responsibility framework.
