Parents Manual 2016
With the 2016 Outdoor Season fast approaching I would like to take a moment and welcome all
players, coaches, and parents to the East Gwillimbury Soccer Club. Our committed Staff and Board
of Directors will work collectively to provide and enhance current programming that will promote the
Long Term Player Development (LTPD) Model, while striving to create an enjoyable experience for
all.
A Player centred approach to development will be the focus, rather than Team based as we move
forward in all our developmental programming hosted at the EGSC. Individual Skill Development will
be at the forefront of our player training and coaching education models. This programming will also
help foster ones self-esteem, teach fair play and promote respect of all involved in the game.

FIFA Law 4: Players Equipment
1. JEWELRY
a. Players are not permitted to wear jewelry (i.e. necklaces, watches, earrings, rings, and any
other body piercing that are not covered by their uniform), Medic alert bracelet are allowed
but must be taped.
2. ARM OR HAND CASTS:
a. Only those players wearing a soft cast will be permitted to play if the cast does not
present a danger to him/herself or any other player.
b. All casts must be adequately padded.
c. NO HARD PLASTER CASTS WILL BE ALLOWED WITH OR WITHOUT PADDING
3. If a player is injured, and blood is visible, this player must be removed from the field of play until such
time that the bleeding has stopped and may only re-enter the field of play once the referee has
inspected the player and given their permission to do so.
4. NO player will be allowed to play with metal or plastic hair clips, which may cause harm to
themselves or other players. Soft hair bands are permitted. Sweatbands or elastics are not
permitted.
5. It is the responsibility of all Parents, Coaches and their assistances to enforce these limitations before
the start or during any game. Non compliance will only delay, or stop the game in progress.
6. NOTE: It is not necessarily your referee or Club that apply these limitations; we are mandated by
FIFA/OSA and their insurance providers to comply.
7. Slide tackling is not permitted in ANY HOUSE LEAGUE DIVISION
A player may not slide for the ball or for any other reason if they are in close proximity (3 m) to
another player.
U8 and U10 Age Group Rules of Competition
1. The maximum number of players allowed on the field will be 7, one of which must be a goalkeeper.
2. A minimum of 4 players will be required to constitute a team. Teams are to play with an equal number of
players on the field.
3. A team that is short of players for a scheduled game may draw players from the other team, with the
permission of the other coach. This is to be encouraged! A team that has 7 players or less will be allowed
one substitute. (Although it is encouraged that a team that doesn't have substitutes play with their
maximum amount of players on the field, more players, less field each player has to cover). Referees will
add extra water breaks.
4. The duration of the game will be two, 25-minute halves for U8 and 30-minute halves for UIO with a 5minute break between halves. Teams are to change ends at the half. All players must wear shin guards.
5. The Offside Law will not apply, however coaches must not take advantage of this rule by placing a
player deep in their opponents half; when play is in their own half of the field, an in direct free kick will be
awarded for this infraction.
6. One coach from each team may be on the field for the first 6 league games for U8, but must stay outside
the penalty area. Coaches are not permitted on the field of play during the game for Ul 0 (this rule is
subject to review by the age group convener).
7. If the Penalty mark has not been painted onto the field of play, Penalty Kicks will be taken 8 meters
from the goal line.
8. Substitutions may be made with the permission of the referee on any goal kick, after a goal is scored,
on a team’s own kick in (if the team with possession changes on a throw in then the other team may
also change), no substitutions will allowed on any comer kicks. Substitutions will be allowed at any
time for an injured player. Changes must be made in a timely fashion.
9. All free kicks are indirect, except for a hand ball infraction which will be a direct free kick; opponents must
be no less than 6 meters from where the ball has been placed for the re-start kick.
10. Coaches and parents must not stand behind nor coach from behind the goal area.
11. Kick i ns: This rule is in replacement of the traditional throw in. The ball must be placed on or behind the
touchline where the ball went out of play. The defense players must be 6 meters from the ball. A goal
cannot be scored from a kick in.
12. Retreat line: T h i s allows the defending team the opportunity to clear the ball from their penalty area.
When to use the retreat line:
a. On a goal kick,
b. When the goalkeeper picks up the ball.
Play is stopped – substitutions will be allowed on a goal kick only. Attacking team must retreat to the
halfway line, once the team is lined up correctly, the defending team restarts play. A goal kick must be
kicked in, when goalkeeper has picked up the ball, it may be thrown or kicked to a team mate, ball is
back in play once another defending team player touches the ball, attacking team can now re-enter the
oppositions half.
9 V 9 /11 V 11 Playing Rules
F.I.F.A laws will apply with the following exceptions:
NO SLIDE TACKLING ALLOWED!!!!!
1. Substitutions are permitted on any goal kick, on a team’s own throw in (if the team with possession
changes then the other team will be allowed to change also), after a goal is scored and for any injured
player. No substitutions allowed on comer kicks.
2. Teams are to play with an equal number of players on the field. A team that is short of players for a

9 V 9 Retreat Line in effect for the 2016 Season
Retreat line: T h i s allows the defending team the opportunity to clear the ball from their penalty area. When

Cup Playoff Rules
1. Length of the games:
For the Weeknight Cup game (final week) AND for the Saturday game:
U14
30 minutes each half (5 min break)
U17
30 minutes each half (5 min break)
For Saturday game U8 Boys and Girls:
U8
25 minutes each half (5 min break)
U10
25 minutes each half (5 min break)
U12
30 minutes each half (5 min break)
For the Championship game (Sunday):
U14
35 minutes each half (10 min break)
U17
40 minutes each half (10 min break)
2. All teams must show at field for games, regardless of how many players are away and/or unable to
play. Failure to show will result in a forfeit and 2-0 score awarded your opponent. (1 goal per half,
team received all 3 points.)
3. In the event that both teams are unable to field a team with the minimum number of players required
to start (i.e. 3 players plus one keeper for mini field, 6 players plus one keeper for full field and 5
players plus one keeper for 9v9 field), the game will be considered a tie game and both teams will
share the points, 1 ½ each and a 1-1 score will be noted on the game sheet. The two teams will split
rosters and play a friendly.
4. In the event a team is unable to field a team with the maximum number of players to start: 7
players for the mini fields and 11 players for the full field/9 players for 9v9 field, the teams will play
EVENLY based on the team with the fewer players. No exceptions. The team with the least number
of players must field all of their players to the maximum allowed (e.g. 10 players show for a game,
all 10 players must be on the field at the same time). Coaches if asked MAY give players to the
opposing team, they are not mandated to do so, and it will not be considered a forfeit, by the
opponent.
5. Should a team start a game with fewer players than a normal start, but other players arrive over the
course of the match, the coach must notify the referee accordingly and the number of players on
the field will be increased accordingly. Rule #4 above still applies.
6. Points will be awarded as follows: 1 point for the winner of each half. If the teams tie the half,
each team receives ½ point each. 1 points for the win.
7. If tied after regulation time, in the preliminary rounds, a shoot out will take place. The coach will
provide the referee with a list of his/or her first five shooters, plus the name of the goalkeeper (not
necessarily the same player who ended the last game in goal). The goalkeeper can be a shooter. If
after five shots the score is still tied, five different shooters must be selected. The shootout now
becomes sudden death one to one.
8. After the preliminary rounds, should there be a tie in total points the following will determine the
finalists:
a. Head to Head
b. Goals Against (lower number advances)
c. Shoot out (rules as per rule #7)
9. In the Championship game, if tied after regulation time, two five-minute sudden death overtime
halves will be played. Teams are to switch sides after the first 5-minute overtime is played. If a tie
still remains, a shoot out will determine the winner. The coach will provide the referee with a list of
his/or her first five shooters, whoever was the goalkeeper at the end of sudden death overtime must
now remain in goal for the shootout. The goalkeeper can be a shooter. If after five shots the score is
still tied, five different shooters must be selected. The shootout now becomes sudden death one to
one.
10. If a cup game is stopped because of weather conditions, the following rules apply:
For the Weeknight Cup game (final week):
 if the game is cancelled due to weather before it begins or before the first half is
finished, the points are split between the two teams with a score of 0 - 0
 if the game is cancelled due to weather before the second half begins, points are
awarded for the first half but the remaining points and the win are divided between the
two teams with the score remaining as is at the time of cancellation
 if the game is stopped during the second half, the game is considered completed
and points are awarded accordingly
For the Saturday game:
 follow the same procedure as outlined in `Weeknight Cup game (final week)' (see
above)
 note - games are only cancelled at the field and at the time of the game; which means
that the first game could be cancelled but the second game could be played or vice
versa
 if a tie results, then go through the procedure outlined in the cup rules
For the Championship game (Sunday):
 if weather conditions do not permit the start of the game, wait 15 - 20 minutes
 if the game is cancelled before the first half (and the waited time has occurred) or
during the first half or before the second half, then the teams would meet on their
regular game night during the season (6:30 pm game time); the game would begin as
a new game
 if the game is cancelled during the second half, then the score stands and a team is
declared a winner.
 if the game is tied and due inclement weather conditions the game is stopped, wait 1520 minutes. If the weather is not improving, club representatives together with both
coaches will decide whether or not to cancel the game. In that case the teams would
meet again the following week, on their regular game night (6:30pm game time), and
the game would begin as a new game.
NOTE:
Should a Championship game be cancelled due to weather, a club representative will inform both
teams the field location for the following week.

Healthy Snack Policy
In light of the fact that obesity and nutritional deficiency-related diseases are on the rise in North America, the
East Gwillimbury Soccer Club feels that promotion of healthy eating habits and balanced lifestyles to members
of our Club can play a crucial part in this issue. Whether as Players, Team/Match Officials or as Supporters,
we all have a part to play. With the support of The OSA Club Excellence program, we are committed to helping
improve the wellbeing of our community and in doing so have implemented a Healthy Snack Policy since
December 10, 2012.
Children learn about healthy eating at school, but they need a supportive environment, both at home and in the
community to help put those lessons into action. The East Gwillimbury Soccer Club is happy to help make this
happen. A community sport also provides adults with an opportunity to become role models for healthy eating.
Please take the time to consider appropriate half-time snacks, pre- and post-game meals as well as treats. The
East Gwillimbury Soccer Club Healthy Snack Policy is maintained regardless of:



Playing level (Competitive or Recreational)
Location (Home or Away) or
Purpose (Match, Training).
A Healthy Snack Policy empowers participants to nourish their bodies appropriately and limit ingredients that
will impede performance or wellness.

Healthy Snack Guide
Keep young athletes strong and fit with healthy half-time snacks, and pre- and post-game meals and treats
that provide the right nutrients at the right time. It's also important to limit ingredients that will impede
performance.
Healthy Snacks before a Game or Workout
Help your child make it to half-time feeling strong: Fuel muscles with carbohydrates one to two hours before an
athletic event or practice. Grains, such as pasta or crackers, are your best healthy snacks if kids will be playing
for 60 minutes or less.
For a longer game or training session, add some protein or fiber to slow digestion and sustain energy: Choose
fruit or low-fat protein options such as milk, turkey, or yogurt.
Avoid fatty foods (these slow digestion too much) and extra-sweet foods such as soda, candy, and sports
drinks. These cause a spike in blood sugar. If sugar levels then drop quickly during a game, your child could
become sluggish or even dizzy.
Pre-game snack suggestions:








Whole-grain bread, crackers, tortillas, or pretzels
Cereal (as long as it's not high in sugar)
Enriched pasta or brown rice
Plain popcorn
Low-fat cheese, yogurt, pudding or milk
Turkey, chicken, tofu
Apples, bananas, pears, oranges
Carrots, sugar snap peas, cucumbers
Healthy Half-Time Snacks
During a game, it's most important to stay hydrated, so keep the water flowing. If kids need a half-time snack,
make it something easy to grab, eat, and digest. Avoid salty foods, since they dehydrate instead of rehydrating. The best half-time snack choice is fruit, since it contains lots of water and nutrients, and also has kid
appeal!
Half-time snack suggestions:






Bananas (cut in half for younger kids so they can peel and eat more quickly)
Orange slices
Clementines (be prepared to help little ones peel)
Grapes
Small slices or chunks of melon
Apple wedges (sprinkle with orange juice to prevent browning)
Healthy Snacks After a Game or Workout
Immediately following a game or intense practice, kids need lots of fluids to replace what they've lost to
perspiration. Milk (including chocolate milk) and water are good choices. If they've really been sweating and/or
it is extremely hot outside, athletes also need sodium and potassium, which is why sports drinks contain these
electrolytes.
Finally, carbohydrates and proteins help kids refuel and re-energize. While a little sugar is OK, don't go
overboard; it's not wise to reinforce the idea that sweets are a good way to reward yourself for a job well done.
If you're providing a team snack, find out if any children have allergies so you can avoid those dangerous
foods.
Post-game snack suggestions:













Fresh fruit (see list above) or applesauce
Fruit frozen into kabobs or pops
Dried fruit, including leathers or rolls made with 100% fruit
Fruit-flavored gelatin
Granola bars, but watch out for high calorie, fat, and sugar content
Cookies: Best choices are fig bars, oatmeal cookies, animal crackers
Crackers or bagels: Opt for whole-grain versions if you can; top with peanut butter, cheese, or low-fat
cream cheese
Yogurt
Pudding
String cheese
Popcorn, pretzels, baked chips
Muffins (low-fat)
Trail mix (with dried fruit instead of candy; beware nut allergies)

TOBACCO FREE POLICY
Commitment:
The East Gwillimbury Soccer Club (EGSC) is committed to providing a healthy environment for participants,
volunteers and spectators involved with our organization. EGSC recognize that there is significant evidence
demonstrating the negative health impacts of tobacco use and exposure to second hand smoke both indoors
and outdoors and that no level of tobacco exposure is safe. We believe that Soccer is a healthy sport that
promotes physical activity and healthy living. Players, coaches and volunteers involved in our organization
have a responsibility to model positive health behaviour with regard to tobacco use.
Policy:
In conjunction with the Town of East Gwillimbury By-Law Number 2012-029, activities including but not limited
to games, tournaments, competitions, practices, training sessions, events and other performances sanctioned
by our organization will be tobacco-free. No person shall smoke, hold lighted tobacco products or use any
tobacco product with a 25 meter (82.02 feet) radius of any Town owned or operated recreation area.
a) “Recreation Area” means Town owned and operated playgrounds, splash pads, soccer pitches, baseball
and softball diamonds within the Town of East Gwillimbury.
b) “Tobacco-Free” means that the use of tobacco by players/participants, coaches/leaders, parents/caregivers,
spectators and officials is prohibited during all activities sanctioned or engaged in by our Organization.
c) “Tobacco Product” means cigarettes, cigars, pipes, cigarillos, tobacco chew, plug or snuff, snus, hookah,
bidis and kreteks, but does not include products intended for use in nicotine replacement therapy.
We will reinforce the tobacco-free policy at all our activities by:




Providing a copy of the policy and explaining it to coaching staff. Coaching staff will explain the policy
to parents/caregivers.
Reviewing and sharing the policy with other organizations/groups who may attend or participate in our
activities.
Including the policy in our parents/coaches manual distributed each year.
Making the policy visible throughout the year using various messages, including a page on our
website, banners/signs at events and encouraging coaches and all players to promote an active,
healthy, tobacco-free lifestyle.
Policy Enforcement:
We will enforce the tobacco-free policy to ensure that all those attending and participating in the East
Gwillimbury Soccer Club activities has access to a tobacco-free environment.
We will use the following steps to enforce our policy:
1. Encourage our coaches, players/members, officials and volunteers to respectfully remind individuals
using tobacco at EGSC activities about the tobacco-free policy.
2. Consistently applying consequences with people who repeatedly break the policy – repeated violations
by players/members, parents/guardian, spectators or coaches may result in a verbal or written warning
from the association executive. Following a written warning the individual violating the policy again
may be brought to the Club for disciplinary actions which could include being banned from all East
Gwillimbury Soccer events.
Note: Under the Smoker-Free Ontario Act (SFOA), smoking, or holding lit tobacco, is banned on all
elementary and secondary school properties in Ontario.

Show Your Respect Policy
The East Gwillimbury Soccer Club is committed to promoting positive behavior on and off the soccer field
through the support of Coaches, Parents, Players, Volunteers and Officials.
Respect is the responsibility of each participant in soccer. The East Gwillimbury Soccer Club seeks to create
an environment that is both safe and enjoyable for all who take part through the enforcement of the OSA’s
Show Your Respect initiatives:



Code of Conducts for Players, Coaches, Parents/Spectators and Officials
Respect in Soccer Certification Program (mandatory for all competitive coaches)
Standard Discipline Procedures
All members of the East Gwillimbury Soccer Club are required to adhere to this policy of respect and will abide
by the standards established in the Club’s Code of Conducts and Discipline Policies.
E.G.S.C. Zero Tolerance Policy
General Statement
The E.G.S.C. is a not-for-profit corporation which provides 'equal opportunity for its members to participate in
the sport of soccer in accordance with the following stipulation:
Any act of discrimination, prejudice, harassment, abuse (verbal, mental or physical), foul language, damage or
destruction of public property; or any other act deemed socially unacceptable; will be dealt with immediately by
the E.G.S.C. Board of Directors and/or the E.G.S.C. Discipline Committee and/or the authorities of Law
Enforcement, depending on the severity of the act.
The following is a further break-down of this Policy outlining our code of conduct policies for:
Parents/Guardians/Spectators, Coach, and Player.
CODE OF CONDUCT FOR PARENTS/GUARDIANS/SPECTATORS
Parent’s/Guardians/ spectator’s expectations and attitudes have a significant bearing on a child’s attitude
towards:




Other Players
Officials
Managers
Spectators
This club will ensure that parents/guardians/spectators within the club are always positive and encouraging
towards all of the players—not just their own—and will encourage parents/guardians/spectators to:








Applaud the opposition as well as their own team
Avoid coaching the child during the game
Not to shout and scream
Attempt to understand and be informed of the playing rules
Respect the referee’s decisions
Give attention to each of the children involved in soccer not just the most talented
Give encouragement to everyone to participate in soccer
Respect the judgment and strategy of the coach and do not criticize the players or coaches for loss of
a game
The club will ensure that parents/ guardians/ spectators agree and adhere to the Code of Conduct and OSA
Screening Handbook.
CODE OF CONDUCT COACH
As a Coach, Assistant Coach or Manager in the East Gwillimbury Soccer Club I agree to abide by all Club
Policies and Procedures. Specifically:
1. I agree to respect the principles of sportsmanship and fair play for all my players.
2. I agree to respect the Laws of the Game, most notably that a referee’s decision cannot be challenged
and that in any discussion with a referee or other official, I must set a good example for my players
and their families.
3. Under the Privacy of Information Act, I recognize I am in possession of information on my players and
their families which must be kept strictly confidential. Likewise, any information released from the Club
to my attention on any soccer matter.
4. I recognized that my failure to conduct myself accordingly in any of the above matters can result in the
appropriate disciplinary action either by the Board or its Discipline Committee. I also recognize the
Board has similar policies in place to protect my role as a volunteer coach.
5. I agree to abide by the rules & regulations outlined in the EGSC, District and OSA constitutions.
CODE OF CONDUCT FOR PLAYERS











Know and abide by the Laws, rules and spirit of the game, and the competition rules.
Accept success and failure, victory and defeat, equally.
Resist any temptation to take banned substances or use banned techniques.
Treat opponents with due respect at all times, irrespective of the result of the game.
Safeguard the physical fitness of opponents, avoid violence and rough play, and help injured
opponents.
Accept the decision of the Match Official without protest.
Avoid words or actions that may mislead a Match Official.
Show due respect towards Match Officials.
Abide by the instructions of their Coach and Team Officials, provided they do not contradict the spirit of
this Code.
Show due respect towards the Team Officials of the opposition.
Show due respect to the interests of supporters.
THE ROLE OF PARENTS
Parents or assigned guardians please recognize and accept your responsibility with respect to 'your' child:
1. No child or minor may be left unattended at the playing field either before, during or after a soccer
match or practice. Coaches or managers must be made aware of any deviation from this procedure
yet, coaches/managers are not responsible for the care of your child in your absence unless they
agree otherwise.
2. In the event of what may be deemed a serious injury, ONLY a parent or designated guardian may
enter the field of play to attend to the child and ONLY upon the signal of the referee, coach or other
official.
3. Following soccer and after a 20-minute waiting period, if there is no parent or designated guardian
present to take the player home; and no notification i.e. cell phone call; this player [no matter what
age] is considered 'abandoned' and the Club will be notified. Any reoccurrence may result in loss of
member privileges and/or contact from the E.G.S.C. to the appropriate authorities.
POLICY ENFORCEMENT
Enforcement of this Policy (including periodic amendments deemed necessary) is at the discretion of the
Board of Directors and/or those empowered to act on its behalf. Methods of enforcement can include:
Expulsion from the field [i.e. spectator abuse of game officials]; Ejection from a game [i.e.: harassment of a
referee by a coach]; Loss of 'member' privileges [repeat offender], etc. In extreme cases, Law Enforcement
Authorities may be called for immediate action.
The E.G.S.C. reserves the right to amend its various policies as it sees fit. Members wishing to challenge or
initiate change are free to do so based on written submission (letter) received 14 days prior to the Annual
General Meeting and your personal attendance at said meeting.

Referee Code of Ethics
Referees in the East Gwillimbury Soccer Club (EGSC) will be subject to the Code of Ethics established by the
Canadian Soccer Association and in addition, adhere to the following:

Ensure a safe environment for all soccer participants, referees have been given special responsibilities
and are therefore expected to act with professionalism and courtesy at all times.

Study the Laws of the Game and be aware of any changes and familiarize yourself with EGSC special
rules for mini fields to ensure understanding of them.

Always be neat in appearance and maintain a high level of physical and mental fitness. Dress for
games in a professional manner that will allow clear identification as a referee to players, coaches and
spectators.

Honour any game assignment made for or accepted by yourself unless unable to by virtue of illness or
personal emergency. Arrive at game assignments with the necessary equipment to officiate, and in
sufficient time to complete all duties (a minimum of 20 minutes prior to kick-off time).

Endeavour to achieve maximum teamwork with fellow referees and assistant referees.

Perform your designated responsibilities including attending organized clinics and lectures etc. and
assist your colleagues in upgrading and improving their standards of officiating and assessing.

Do not publicly criticize other officials or any soccer association.

Encourage younger players by praising them for their efforts and explain any stoppages if necessary.

Treat all players, coaches and spectators, as you would wish to be treated, with respect.
 Conduct yourself with dignity both on and off the field of play and shall, by example, endeavour to
inspire the true principles of fair play and earn the respect of those whom you serve.

Communication Policy
The East Gwillimbury Soccer Club communicates with its members in a number of ways to provide up to date
information pertaining to club policies, activities, schedules and membership meetings. The primary means of
communication to our members is via email. We also inform them by using the following methods:

Members’ Please Note: As a community, not-for-profit organization that must rely heavily on
volunteers to operate each year, circumstances beyond our control may necessitate making changes
to things like dates, field availability, policies and related. Consequently, EGSC must reserve the
right to make changes accordingly on a need-to basis. We will do our best to communicate as
