Why We Do
These
Trainings
Motivation, Inc. is passionate about Section 3 and the proper implementation of the regulation.
Our mission is to help recipients execute professional and regulatory accurate compliance
protocols, residents receive the benefits ensured them by the regulation, and contractors
execute a compliant outreach when the “Need” for new hire opportunities is realized.
Considering all of the changes happening and/or coming to Section 3, this is a great opportunity
to convene stakeholders to collaborate and learn how our clients and we achieve true Section 3
Compliance successes.
Each class is in depth and real world training that will culminate in a more intense professional
knowledge base on Section 3 Compliance.
Because not every recipient, sub-recipient, contractor, or developer truly understands or wants
to understand the requirements of Section 3, it’s important to attend this training. Nor can we
honestly state all beneficiaries including residents and certain “could be” Section 3 contractors
are doing what is needed toward achieving opportunities, so they must attend as well. These
issues are among the reasons we provide these trainings. As the nation’s leading advocate for
proper Section 3 compliance, Motivation, Inc. wants to provide everyone the best opportunity to
learn what the regulation calls for, how best and easy the implementation can be, and what
beneficiaries can do to be ready to secure jobs and contracts.
What’s New?
This training was updated in November 2016! We will disclose a real compliance project with
the actual costs associated with achieving compliance. Learn our internal compliance success
strategy for easily meeting the Numerical Goals of 10%, 3%, & 30%. In the Level 200 class, we
review an actual compliant, VCA, and all related documents used in preparing and responding
to Section 3 958 Complaints.

heads a Georgia based national real estate management consulting firm he founded in 1991. His firm is the
longest provider of Section 3 consulting services in America and the only firm that provides such services as
full time part of their business. Mr. Swiney has trained 38 state housing and community development
associations and countless housing professionals across the country. He is widely considered the leading
authority on Section 3 because of his direct operational experience in managing public housing, developing
affordable housing using Section 3 covered funds, and certainly as a professional consultant assisting and
guiding his hundreds of clients through all compliance scenarios since 1997. Mr. Swiney also provides the
most comprehensive Section 3 resident employment related training curriculum that are DOL and Vocational
Rehabilitation Services approved. Mr. Swiney specializes in the management, development, acquisition, and
recovery of multi-family real estate projects with a forte in affordable housing. He has created and owned
multiple real estate asset and property management companies in Nebraska, Tennessee, and Georgia. Prior
