Development and Implementation of a Communications Strategy
Background Information
Snuneymuxw First Nation located in Nanaimo, BC, is looking to develop and implement a
communications strategy. A communications strategy is required to assist the Nation to
communicate effectively and meet core organizational objectives.
The Nation’s administrative structure consists of the following main departments:








Economic Development
Lands and Resources
Health
Community Infrastructure and Housing
Education
Social Development and Family Preservation
Administration
Daycare
Purpose of the Project
The Nation is looking for a professional individual or firm, hereafter referred to as the proponent,
to assist in the development and implementation of an overall communications strategy for the
Nation that addresses the following key issues:




Key messages provided to the community and to various external agencies
Help us achieve our overall organizational objectives – optional and top be discussed
further
Engage effectively with stakeholders
Communicate the success of our work

Suggested Project Methodology
The suggested project methodology is as follows:








Attend a project kick off meeting and the successful proponent may be required to attend
at least one project update meeting and the presentation of a draft report to Council
Review the current situation
Identify key communication objectives
Identify external and internal audiences
Identify the key messages to be delivered to the internal and external audiences
Determine how the messages will be delivered
Identify a respective communication method
Identify the measures that can be used to determine the success of the communications
strategy

Closing Time – April 11th, 2015 at 12:00 pm PST
No electronic copies will be accepted
One unbound copy is required to be delivered to the band office reception or
mailed to the attention of the contact, Ken Cossey
Proposals received after the closing date and time will not be opened and will be
returned unopened
The Nation reserves the right to reject any proposal
Pricing will be firm for the contract period
The firm or individual must have a Work Safe account that is current and must
have general and comprehensive insurance coverage. Proof of coverage must
be in the submission
If any sub consultants are to be used, the proponent must provide proof that the
sub consultants have a current Work Safe account and have insurance in place.

The RFP must be no more than five (5) pages in length. Appendices may contain
whatever the proponent feels is necessary to add to the submission. This would
include, but is not be limited to: resumes, confirmation of insurance, and work
safe accounts
The proponent is totally responsible for all costs associated with preparing and
submitting a proposal
Once the proposal has been received and accepted by the Nation, the
proponent’s response will form part of any contract entered into
Proposals remain valid and may not be withdrawn for a period of sixty (60) days
following the date of submission
Nothing in the RFP or the selection process is intended to create a binding
agreement between the Nation and any proponent. This RFP process and any
further steps are expressly subject to the approval and direction of the Nation
There may be a working group put in place to oversee the development of this
plan

Selection Criteria
The selection of a proponent will be based upon the following criteria:




Proven ability to perform the work required,
including references
Work Plan and Schedule
Costs
Qualifications of staff

An interview may be required during the selection process. The proponent will be responsible
for all costs associated with attending this meeting.
Payment Schedule and Progress reports
Invoices shall be submitted on a monthly basis and must include a progress report. Ten-percent
(10%) of the cost, excluding travel costs, of the project will be held back subject to acceptance
of the final report.
