Slide 6 - Open Encumbrance Year

Opening an encumbrance year allows you to post encumbrance journals to all the Open, Future Enterable and Never Opened periods of that year.
The open encumbrance year program rolls forward the project to date encumbrance balances of all accounts from the last period of previous year into all
periods of the new encumbrance year.
Note that, encumbrance year has to be opened separately for a journal or subledger level reporting currency associated with a primary ledger.
Encumbrance year once opened cannot be closed.

Encumbrance balance carry forward rules are based on account filters. These filters enable selection of specific accounts whose encumbrance balances
are to be carried forward to the next year.
You can also initiate the carry forward process from the rule definition page using the Generate button.

The Encumbrance Year End Carry Forward process can be launched from the scheduled processes page to carry forward year to date encumbrance
balances.
In addition to the carry forward rule, you can also select the encumbrance type to filter the balances which are carried forward. Running with Preview mode
as Yes does not carry forward balances but only provides the process execution report showing the carry forward results. This is a recommended step
before running the program in final mode.

For a public sector agency, Year End Encumbrance Balances Carry Forward feature ensures legal compliance by moving the encumbrance balances
across accounting years. For other organizations it provides flexibility to manage obligations/commitments that cross accounting years by allowing selection
of the encumbrance types and accounts whose balances are carry forward. Reconciliation issues can be eliminated by using Preview mode to simulate the
carry forward process.
